Welcome to our first e-newsletter of 2014. The new year saw the launch of the new Child and Family Agency - "Tusla". We warmly welcome Tusla's establishment and we wish it success (though we do wish the Child and Family Agency Act had been stronger, especially on the regulation of childminding - see article in our December e-newsletter).

 

For the new year, we also have a new feature in our newsletter - a "Political update" section that gives links to the latest statements, speeches and parliamentary questions from political parties, TDs and Senators. With local and European elections later this spring, and a general election within 2 years, we will be monitoring what politicians say about early care and education.

 

We have written to the Minister for Children and Youth Affairs on the need for public consultation on a draft National Early Years Strategy, but there is no news about the Strategy yet. Last week did, however, see the publication by the Department of Education and Skills of the final report on the Síolta field test. This newsletter includes a summary and comment on the report.

 

This issue also has summaries of three important new research studies. One is a review of research on quality in early care and education for under-3s, and one looks at the potential benefits of moving from one to two Free Pre-School Years - both reports have important policy implications for Ireland. We also look at a Europe-wide study on school-age childcare.

Síolta field test - final report

 

SioltaThe Department of Education and Skills has just published the final report on the field test of the Siolta Quality Assurance Programme (QAP).  

 

Publication of the report is timely, given the establishment of the new National Quality Support Service scheduled for September this year. Read more 

Research on benefits of second pre-school year

 

Preschool Research just published on the Chicago Longitudinal Study in the US compares the benefits of one and two years of pre-school.  

 

The study finds that the benefits of a second year (provided it's high quality, of course) are significant and last through into adulthood. Read more 

Under-3s - the evidence on quality

 

Girl with blocksA team of researchers at Oxford University (including key researchers from the EPPE study) has just published a major review of the research evidence on quality in early care and education services for children under 3 - "Sound Foundations".

The report's policy recommendations are aimed at the UK, but have clear relevance in Ireland. Its central recommendation is that the quality of pre-school services should be raised before provision is extended to 2 year olds. Read more 
School-age childcare - Ireland in context  

 

School-age care The European Commission recently published the first Europe-wide study of the provision of school-age childcare.

The report concludes that across Europe as a whole the provision of school-age childcare is "rather limited" - and that provision in Ireland is even more limited than elsewhere. Read more
Political update
 
Dáil chamber"Political update" is a new section of our e-newsletter. It aims to give an update on political developments in relation to early care and education policy.

In each issue of the newsletter, we will provide links to relevant developments since the previous issue, including debates and questions raised in the Oireachtas, as well as policy documents and press releases issued by political parties. Read more
