R1-billion Eskom Kusile C&I contract cancelled and reinstated with ABB

On 20 March 2014, Eskom announced the termination, with effect from 17 April 2015, of the approximately €100 (approx. R1-billion) control and instrumentation (C&I) works contract placed with Alstom in 2011 for its 4800 MW Kusile power station, which currently under construction near eMalahleni (Witbank) in Mpumalanga Province, South Africa (click here for full article)

Shortly thereafter Eskom announced that it had appointed ABB South Africa to execute the C&I contract at Kusile power station. The ABB contract is valued at about US $160-million (approx. R1,9-billion), and it is understood that ABB will essentially be starting the C&I Works at Kusile from scratch.
In addition to payment for work already completed, Eskom had to pay a cancellation fee of some R40-million to Alstom to achieve a consensual termination agreement on a "co-operative walk-away basis". The cancellation has delayed the Kusile project by about a year... (more)

BACKGROUND
The International standard for substation automation systems IEC61850 defines the communication between devices in substations and determines the related systems requirements. The technical approach makes it flexible and future proof.
There are many substation automation protocols worldwide, but IEC61850 is the only one that supports systems based on multi-vendor Intelligent Electronic Devices (IEDs) networked together to provide protection, monitoring, automation, metering and control functions. Capability to share data and control commands between multiple IEDs results in new distribution protection, control, and automation functions.
The IEC 61850 standard has essentially been developed for use within substations, but is now being seen as a key standard for use out of, and between substations, and also for use in other domains. Another possible use of the IEC61850 standard is for implementing Smart Grid norms through substation automation. Such a challenging task is only possible through industry-wide standardisation. As outlined by the National Institute of Standards and Technology (NIST) (USA) Framework and Roadmap for Smart Grid Interoperability standards, one of the key standards for Smart Grid deployment is the IEC-61850.
