ICASA IMT roadmap - a leap forward in the spectrum debacle

The publication of the Independent Communications Authority of South Africa (ICASA) roadmap for radio frequency spectrum for International Mobile Telecommunications (IMT) for comment has been welcomed by many of the vendors of telecommunication equipment and some South African telcos.

The publication of the roadmap in the Government Gazette of 27 August was followed by a statement a few days later by the Minister of Telecommunications and Postal Services, Dr. Siyabonga Cwele, that the South African broadband policy would only be ready in about six months, a year after it was originally promised by the previous minister, Yunus Carrim.
The IMT roadmap, which is a consultation document, builds on the frequency migration plan published on 3 April 2013. It involves the migration of several current licensees out of the bands identified for IMT services while some licensees will have to be moved to another portion of the IMT bands. "For bands where costs and benefits of the migration were not straightforward, ICASA conducted further feasibility studies to determine the appropriateness of the migration", said Dr. Stephen Mncube, chairperson of ICASA, in his preamble to the document.
The overall purpose of the draft IMT roadmap document is to identify the various options for the deployment of the identified ITU IMT bands, with due cognisance given to feasibility studies for the 450 - 470 MHz and 880 - 960 MHz bands.
For companies involved it is important to study the document and submit comments to ICASA by no later than 16h00 on 7 Oct 2014.

Recipients of the SANEA/SANEDI Energy Awards 2014
The recipients of the SANEA/SANEDI energy awards 2014 were announced at a prestigious awards ceremony and banquet hosted by Brian Statham, chairman of the South African National Energy Association (SANEA).

In his keynote address, Statham paid tribute to the many men and women who are striving on a daily basis to ensure that South Africa enjoys a stable and secure energy future. Statham said that the award winners are those who demonstrate the ability to offer exceptional performance and set the standard for a new reality which will deliver the social and economic development necessary for all South Africans to enjoy a great future.
SANEA Energy Awards for 2014 were presented to:
- The SANEA Energy Award 2014: Prof. JL (Wikus) van Niekerk of the Stellenbosch University for his contribution to renewable energy in South Africa (particularly in the field of solar energy).
- Two SANEA Energy Awards 2014 were awarded to Exxaro Resources and Tronox Namakwa Sands for their co-generation project, and to Woolworths for its "good business programme" which formalises the company's sustainability commitments.
- The SANEA Energy Education Award 2014 was awarded to Dr. Marco Lotz and Prof. Alan Brent for their publication, "Carbon Footprinting Guide".
SANEDI / RECORD RERE (renewable energy research excellence) Awards for 2014 were also presented at the event:
- The SANEDI / RECORD RERE young researcher award 2014 was presented to Karel Malan of the Stellenbosch University. Molelekoa James Mosesane of the Tshwane University of Technology was highly commended in this category.
- The SANEDI / RECORD RERE commercial application award 2014 went to Ecovest for its ECOlite solar home lighting product.
