The ISPLC conference was started in 1997 by communications researchers in Europe and Asia as a forum for the discussion of the issues associated with the use of electrical power distribution wires as a viable communication channel. These pioneers have been joined by an international team of academics and industrial researchers, as well as regulators, who made ISPLC the leading technical conference in the field of Power Line Communications.
  
ISPLC is held annually in spring (typically between late March and early April) at different locations. The contributions presented at ISPLC span all aspects of communications over power lines, including access, home networking, in-vehicle applications, utility applications, and more.

IEEE ISPLC 2013 is sponsored by the IEEE Communications Society and hosted at the University of Johannesburg.
 
The University of Johannesburg is one of the largest comprehensive universities in South Africa, with nine faculties having more than 90 departments, and an enrolment of around 50 000 students, spread over five different campuses.

ISPLC 2013 is hosted at the Sol Kerzner Hotel School on the Bunting Road Campus where students are trained for the hospitality industry.
