One of TECO's Guiding Principles is "innovation," but it is difficult for a company to innovate if it doesn't have the freedom to do so. That's why another of TECO's Guiding Principles, "independence," is critically important for a company like ours, not just because it means we are objective when conducting certification activities, but also because it gives us the freedom to innovate, and to be free to define who we are and what we do.

TECO's primary business is certification and testing of engineered wood products that are used in building and construction applications, so clients and others are often surprised when they learn that we also work with Major League Baseball and its approved wooden bat manufacturers. But when we explain that we work with manufacturers of wood products that are manufactured to a particular standard, monitored by a third party for compliance to that standard, and that the products undergo stresses when they are used, would we be talking about plywood, OSB...or wooden baseball bats?

The recent first pitches of the 2014 MLB season mark our 7th season working with MLB's approved baseball bat manufacturers. If we had defined our business as working only for manufacturers whose products are used in construction, we would never have had this opportunity. So we value and guard our independence because it allows us to open our minds to new possibilities, allows us to be free to innovate.  We don't define ourselves narrowly, and we don't let others define who we are or what we do.

We are all challenged to innovate and "think outside the box." We did, and found another box, this one meant for batters.

Here's to hitting the sweet spot in 2014.

TECO Certifies West Fraser Plywood

West Fraser Timber Co. Ltd.'s three plywood mills are being certified by TECO, effective April 1, 2014.  The mills are located in Quesnel and Williams Lake, British Columbia, and Edmonton, Alberta, Canada, and together produce more than one-third of the structural plywood produced in Canada.  The panels are used in structural applications in Canada and the United States.

"We appreciate the confidence that such a well-regarded and successful company as West Fraser has placed in us, and we expect this to be the start of a long relationship between our companies," said Steve Winistorfer, TECO CEO and President.

Scotiabank:  US Housing Starts in a Multiple-Year Recovery
Housing starts in the US are expected to rebound in a multiple-year recovery, with 1.14 million starts forecast for 2014 and 1.4-1.5 million in 2015, according to Patricia Mohr, Vice President & Commodity Market Specialist of Scotiabank. In a presentation delivered at the 2014 COFI Annual Convention in Kelowna, BC, Canada, on April 2, Mohr explained that housing affordability in the US is relatively high since mortgage rates are still low, although rates are expected to increase in the next 18-24 months, creating some moderate head winds.

Scotiabank is forecasting that lumber prices will strengthen in 2014-15 as modest improvement in US housing starts hit a 'wall' of limited supplies. Mohr cited data that the equivalent of 140 sawmills were closed in the US and Canada from 2006 to 2012. OSB prices posted a strong recovery in early 2013, but lost ground again in the second quarter of 2013, the result of a build up in inventory, a stall in US housing starts, and 2.5 billion SF of mill restarts (80% of which was in the U.S. south). Mohr also spoke at length about China's growing impact on the global economy:

1) China will be the main driver in global auto sales, having accounted for more than 60% of the world total in 2013.

2) China is planning 7.4 million socially-assisted housing starts in 2014, as it has unveiled a new urbanization plan allowing 100 million people to transfer from rural to urban areas.

3) In 2013, China consumed almost half (46.7%) of all the four major base metals (copper, zinc, nickel, aluminum) used in the world, compared to just 10.2% by the US.

Baseball Season is Back!
Broken batsThe 2014 Major League Baseball (MLB) season is underway, and TECO is pleased to announce that it is continuing its work to reduce the likelihood that wooden bats will break into multiple pieces when used in MLB games. Working in concert with the USDA Forest Products Laboratory, MLB, and the MLB Players' Association, scientists and managers at TECO inspect wooden bats produced by the 35-plus approved MLB bat suppliers, and assist them in training their production staff. During the recently completed spring training in Florida and Arizona, TECO inspected bats at team facilities to ensure bat suppliers are complying with the MLB Bat Regulations.

TECO's work with MLB and the MLBPA began midway through the 2008 season, and since then the combined efforts of TECO and the USDA FPL have led to a more than 50% reduction in the occurrence of multiple-piece broken bats.

UPDATE:  Formaldehyde Regulations

There continues to be progress in the amendment of the California (CARB) formaldehyde regulation and development of the U.S. national (EPA) regulations for formaldehyde emission from composite wood products. The EPA released drafts of the proposed national regulation and rules for third-party certifiers (TPC) early last summer, followed by an extended public comment period that lasted into early fall. CARB held meetings in Sacramento, CA, in August and November of 2013, and again in March of 2014 to discuss several key topics, including:

    1) potential harmonization of the CARB and EPA formaldehyde regulations;

    2) amendments to the requirements for TPC's; and

    3) the treatment of laminated products under the regulation.

Summaries of the CARB meetings, stakeholder presentations and a draft of the new regulation can be found at this link to the CARB website

On April 28, 2014, the U.S. EPA will be hosting a meeting to discuss the treatment of laminated products under the regulation. Information can be found at the following sites:

Following the April 28 meeting, the public comment period for the June 10, 2013 draft regulation will be reopened for 30 days. The general intent is to have the regulations finalized in the fall of 2014 so enforcement can begin one year later.

TECO Passes MAFF JAS and SCC CSA Audits with Flying Colors
TECO proudly announces the annual approval as a Registered Overseas Certifying Body (ROCB) by the Japanese Ministry of Agriculture, Forestry, and Fisheries (MAFF) and reassessment approval as a Certification Body by the Standards Council of Canada (SCC). Since 1993, TECO has been approved to certify engineered wood products - specifically, plywood, OSB, LVL and glued-laminated timber - to JAS. As an accredited certification body by SCC since March 2006, TECO provides certification for OSB, plywood, and glulam to CSA standards.

Each year, auditors from MAFF conduct a review of TECO's JAS certification and testing program in order to verify continued compliance with JAS requirements. In March, two MAFF auditors visited TECO's Eugene, Oregon, testing laboratory (where JAS testing is conducted) and also TECO's corporate office in Wisconsin, where the JAS program is managed. In February, auditors from the SCC conducted an annual review of TECO's certification program in order to verify compliance with the ISO requirements.

MAY is Building Safety Month

Founded by the International Code Council (ICC), Building Safety Month is celebrated by jurisdictions worldwide during the month of May.

Building Safety Month is a public awareness campaign offered each year to help individuals, families and businesses understand what it takes to create and sustain safe and sustainable structures. The campaign reinforces the need for adoption of modern, model building codes, a strong and efficient system of code enforcement and a well-trained, professional workforce to maintain the system.

This year's theme is BUILDING SAFETY: Maximizing Resilience, Minimizing Risks. Each week of Building Safety Month spotlights a specific area of building safety.  To get more information about Building Safety Month and its weekly themes, visit the Building Safety Month website.
