Wally's Last Message~
Well, I guess this is really "goodbye."
I just can't believe that my four-year term as your County Superintendent is coming to an end. It seems like yesterday that I was nervously watching the election results, hoping and praying that it would be "good news." The last four years at LCOE have been, for me, a wonderful experience of a lifetime.
There is a saying that "Time flies when you're having fun" or "Fun flies when you're serving time."
I definitely had fun!
I am proud to be part of the LCOE Team. What really makes LCOE great is you, each and every one of you. Great people make great organizations, and that is certainly the case with LCOE. Each and every one of you plays a critical role in improving the lives of our children and their families. For that I say, Thank you!
Please know that our work, even though sometimes challenging, is the greatest gift we can give to our children.
I leave with many great memories, thanks to all of you.
Wally
P.S. Please save me a "Seat" at the "Standing" meetings.

Since its initiation in 1994, Healthy Start has expanded from one program at Pomo Elementary School to a total of 10 programs in all seven school districts. Some coordinators have been involved with the program since its inception. The celebration included good fun, great food, and the sharing of 20 years' worth of accomplishments and memories with community partners, school representatives, and current and former Healthy Start staff.

Taylor Observatory Welcomes New Coordinator
Taylor Observatory/Norton Planetarium is a program of the Lake County Office of Education and is located in Kelseyville. This year, Taylor Observatory welcomes new coordinator Nick McNicholas, following the 2013 retirement of Barbara McIntyre. McNicholas was an educator for 36 years, 25 of which were spent as a Principal. From 1999-2005 McNicholas was the Principal at Lower Lake High School. Since retiring in 2009, he continues to work as a Lead Reviewer for the Western Association of Schools and Colleges. McNicholas is thrilled to continue and elaborate on the Taylor Observatory vision. Already making diligent efforts toward organization, cleanliness, and safety, McNicholas is implementing simple solutions for improvement. McNicholas explained, "the Taylor Observatory has a number of goals with the most important being to provide the children of Lake County with science centered activities and unique learning experiences through workshops, camps, afterschool programs, and hands-on exposure to current technologies. We have a very knowledgeable and experienced group of docents" - Barbara McIntyre, Ed Giannelli, Janis Traub, and Eduardo Alatorre - "who offer educationally innovative fun-filled learning experiences. They also support auxiliary programs such as the Rocket Club (lead by Bill Bordisso) and the Art and Science Camp (lead by Carolynn Jarrett)." Read Full Article Here

Countywide $2.93 Million Dollar School Climate Grant
The Lake County Office of Education is pleased to announce the receipt of a countywide $2.93 million dollar Federal School Climate Transformation Grant to be carried out over a 5-year period. Kelseyville Unified School District and Upper Lake Elementary Unified School District are set for immediate implementation while Konocti Unified School District and Lucerne Elementary Unified School District are slated for year 2. The remaining districts will follow in years 3-5. This grant will allow the creation of 3 new full-time staff positions.
The purpose of this grant is to develop, enhance and/or expand systems of support, and provide technical assistance to improve behavioral outcomes and learning conditions for all students. By focusing on the PBIS framework, some of the projected outcomes of the program are:
- A reduction in office disciplinary referrals.
- A reduction in suspensions and expulsions including those related to drugs or alcohol.
- An increase in the attendance rate.
- An increase in the number of schools that annually implement a multi-tiered behavioral framework.
What is the PBIS framework? Established by the U.S. Department of Education, Positive Behavior Interventions and Supports (PBIS) is a proactive approach to establishing the behavioral supports and social culture that are needed for all students to achieve social, emotional, and academic success. Attention is focused on creating and sustaining primary (school-wide), secondary (classroom), and tertiary (individual) systems of support that improve lifestyle results by making targeted misbehavior less relevant and desired behavior more functional (pbis.org).
PBIS supports the success of all students by providing organizational supports and systems that give school personnel the ability to use effective interventions at the school, district, and state levels. These supports include team based leadership, data-based decision making, continuous monitoring of student behavior, regular and universal screenings, and effective on-going professional development. PBIS is a prevention-oriented way for school personnel to organize evidence based practices, improve their implementation of those practices, and maximize academic and social behavior outcomes for students.
The excitement surrounding this grant is contagious. Rob Young, Program Director, expressed that, "this program will provide the framework to lead decision makers to evaluate results and base decisions off real data and feedback. We can target the specific culture in Lake County, train our staff with specific challenges in mind, and implement changes that give all our students an even greater chance for success."
For more information, contact ryoung@lakecoe.org
Congratulations, Rob! Thank you for your work and initiative on bringing these new resources to Lake County!
