Message from Wally ~

Another school year comes to an end! And what a year it has been! This year has been marked by many significant changes to education both at the local, state and federal levels. We now make regular references to the Local Control Funding Formula (LCFF), Smarter Balanced Assessment Consortium (SBAC), Local Control Accountability Plan (LCAP), and the implementation of the Common Core Standards (CCS). Just one of these initiatives would be considered "major change" in any other year.

On the local level, we have seen the startup of the "HUB" in Upper Lake, growth in all four initiatives for the Literacy Task Force, the start of our own P-16 (Lake County Education Partnership), growth and development of the new Marymount California University campus, and lastly the beginning of  a countywide parent engagement initiative, "The Hero Project".

While all these new things are being developed, we remain steadfast in our commitment to programs and services that meet the needs of our students and families.

Thanks for all you do to make LCOE the great organization it is!

Have a great summer!

Thanks,

Wally

Interagency Collaboration

SELPA's Workability Program

During the month of May 2014, the Lake County SELPA's WorkAbility 1 Program is planning to host two Interagency Collaboration meetings for high school students and their families.  Information will be available to learn what programs or agencies are available to begin the process of planning for a successful transition to the world of work.  Anyone interested in attending is welcome.  Please call Marty Bardelmeier at 995-9523 ext 416 for information and location.

It is never too early to begin learning about what is available for students' future plans. For students who have special education services in an Individual Education Plan (IEP), interagency collaboration is a very important part of the transition from high school into the adult world. Through the Individual Transition Plan (ITP),  and as part of the IEP process during high school, students receive assistance in applying for services that can help them succeed in their futures.  These services include getting assistance with continued education, career training, job development, independent living skills training and supported employment or day programs. We work together with many agencies to help students while they are still in school and then after, to plan for their post graduation transition goals and a quality adult life.

Interagency collaboration is an important element in planning services for students of all ages. Combining resources, funding, time allocations and general information helps provide successful goal planning for Special Education students and their families. In particular, the Lake County SELPA WorkAbility program would like to thank the Department of Rehabilitation, Workforce Lake, the Regional Occupation Program, Redwood Coast Regional Center, LCOE Healthy Start and the many supported service agencies and programs we have locally for their significant contributions to the success of our students.

Lake County Recognizes 2014 Early Childhood Educator of the Year Award Recipients

The Lake County Child Care Planning Council held its annual Early Childhood Educator of the Year Award Dinner Friday, May 09, at Pine Crest Farms Event Center on Cobb Mountain, offering recognition and award packages to 13 exceptional early childhood educators and team members.  Over 200 people attended and many Lake County organizations, businesses and individuals offered significant support to make this event possible.  Lake County Department of Social Services;  North Coast Opportunities, Rural Communities Child Care; Lake County Office of Education, Child Development Division; Mendo Lake Credit Union; First 5 Lake, Yuba College and Lakeshore Learning were significant supporters, along with The Beat Zumba Studio.  The Kelseyville Rotary Club provided bar services as well.  "It is encouraging to see our community's organizations and leaders unite in recognition of the valuable contribution early childhood educators make throughout Lake County," says Shelly Mascari, Director of the Lake County Child Care Planning Council.

Approximately 95 nominations were received for Lake County providers in recognition of commitment to excellence by their peers, community members and the families they serve.  Winners were selected based on a detailed interview and evaluation process that took into consideration education, commitment to their profession, answers to specific interview questions, and effectiveness in their role as educators.

Early childhood educators contribute significantly to our communities.  Quality early childhood education dramatically impacts high school graduation rates, keeps our communities working, and helps Lake County develop productive, effective, happy citizens of the future.  According to Shelly Mascari, "Many of these educators have dedicated decades to their profession, in the face of dramatic budget cuts and statewide funding priorities that work in opposition to consistent, quality care.  Their education, in many cases, equals that of the K-12 educator, and this program provides a forum to recognize that commitment and the important work they do."

Jan Tubbs
Child Development Secretary
By Laurie Allen

Jan's colleagues enthusiastically refer to her as the backbone of their programs. Jan began her education career in 1998 working alongside Cindy Adams in the Konocti Unified School District. When Cindy came to LCOE to start the After School program, Jan came with her and the rest , as they say, is history. Beginning with four latch key programs, Jan has worked alongside Cindy to support the creation of LCOE's After School and Early Connections Preschool Programs, no easy feat. I pressed Jan for how they did it and she chuckled and replied "by the seat of our pants." Grant writing, reporting  building purchasing, program writing, it was all unknown territory at the time; but now, 15 years later, it's a well-oiled machine and Jan is the heartbeat.  Asked how her co-workers might describe her she said "stickler for detail." Rather than relying on multiple support staff, Jan does it all: attendance reporting, enrollment, interview support, billing, fee deposits, budgets, purchasing, program support and more.

Now that's just the 9-5, Monday-Friday Jan Tubbs; I want you to hear the rest of the story.

Knowing Clear Lake  from family vacations, Jan, her husband Al and their young children moved here in 1978, settling in the Clearlake Highlands area. Family is number one to Jan. "My husband and I are very fortunate to have both our sons, daughter in-laws, and our 4 grandchildren live within 5 miles of each other. We are very involved in any functions that involve any of the family. We attend every event possible -- baseball, basketball, football, cheerleading (grand kids). My oldest son coaches JV Basketball at Lower Lake High School and I attend most games to support him." That coaching legacy was passed down when Jan and her husband retired after 17 years of coaching their sons from t-ball to baseball as well as other sports. I  often see Jan at the Clearlake ball field Saturdaymornings at 8:30 am cheering for her grand kids.

But that's not all, there's water skiing on the lake and house boating and camping on Lake Shasta. There are holidays with all of her family and the in-laws who all live in the Clearlake area and all get along with each other. There is no fuss about who gets what holiday and how do they split up time - it's one big happy family celebration with Jan's jello salad, fancy mashed potatoes and spinach dip. I venture to say that is a rare gift in our world today. Yet it is all summed up in the 5 words Jan used to describe herself: Wife, Mom, Nana, Detail Monster and Fun!  Her plans to keep it all up include taking the whole family on a cruise (think Disney Cruise Lines) perhaps to the Caribbean or Easter Island. Then of course, there's Bingo which she loves to play and her job which she loves as well.

After all that would it surprise you to know that Jan was a roller derby champion? She has the trophies to prove it! She loves diamonds, big hairy wolf spiders (seriously Jan??!!), animals, singing, dancing and having a good time. But not to fear, there is also a slowed down version of Jan. Sleeping in and staying at home with her husband (they are celebrating their 43rd wedding anniversary this December) are luxuries. She loves taking cruises to exotic places (Hawaii is a favorite). Of course, we couldn't conduct the interview without asking about the fingernails. She has had the long nails for 36 years and she just lets her manicurist do what she wants to with them. The brighter the better. That's a manicurist's dream.

Wife. Mom. Nana. Detail Monster. Fun. +  Kind. Conscientious. Considerate. Patient. That's the Jan Tubbs formula. Thank you for all you do to make LCOE a great place to be.

Exhibition - not competition - was the goal of this exciting new event designed to inspire educators and students to explore the concepts of the STEAM initiative.

On Saturday, May 3rd,  over 73 students and teachers gathered at Terrace Middle School's Marge Alakszay Center to present student work integrating two components of science, technology, engineering, art and math (STEAM).

Student work spanned from computer programmed robots to candy wrappers drawn to scale and a primitive projector. Each student received a ribbon for their exhibition and will have the opportunity to display their work at the Spring Fair.

Student work came from the classrooms of Eric Larson, Kelseyville High School; Becky Kenner, Upper Lake Middle School; M. Sturr, Elisa Prather and Shelly Lawson, Terrace School; Lynn Andre, Lakeport After School programs, and Clearlake Creativity School.

Thank you to all who participated in our first annual STEAM exhibition.

When one of their feelers hits an obstacle, the Bug Bot reverses its opposite motor to rotate around and avoid it.

Rainbow Trout Release
Trout in the classroom project

On Saturday, 04/19/2014, Lloyd P. Hance Community School and Terrace Middle School released rainbow trout eggs into a fork of Kelsey Creek.  This was the third year that LCOE has participated in the "Trout in the Classroom" program; 2014 was our most successful year, as we were able to release 20+ trout fry.  A special thank you goes out to project liaison Tony Blyleven, who assisted Hance staff and students each step of the way.

Raise Your Hand for Lake County Children
Children's Festival and Advocacy Walk

Lake County organizations and families joined together during the month of April for Week of the Young Child and the nationally recognized Child Abuse Awareness Prevention Month. All our young children were honored with an Advocacy Walk and Children's Festival at Library Park in Lakeport on Saturday, April 12.

Events began at 10:00 am, with a special ceremony and Advocacy Walk, and continued throughout the day in the park with free activities and entertainment.

Additional activities throughout the month included a poster project and placemat contest, as well as proclamations by the Board of Supervisors, Clearlake City Council and Lakeport City Council.

Approximately 2,000 posters were distributed throughout the county and decorated by children to help raise awareness on child abuse prevention and the importance of early childhood education. The beautiful artwork was then displayed in businesses and organizations all month long throughout the county.

Lakeport Taco Bell, partnering with Lake County Children's Council, First 5 Lake and the Lake County Child Care Planning Council, featured student artwork on their placemats for the month of April in honor of Child Abuse Awareness Month. Stop by for a taco and thank them for their support! Contest winners were honored at a special ceremony lunch at Lakeport Taco Bell on March 22 at 3:30pm.

Mock Trial

The Middletown High School Mock Trial Team recently received recognition at a Middletown Unified School Board meeting where the perpetual trophy was put into circulation.  Middletown High won the Lake County Mock Trial competition for the second year in a row, advancing to the state-level competition. Middletown High School not only improved their skills at the state level but had a team member nominated and awarded Outstanding Defense for portraying Rae Concha in the People v. Concha Mock Trial.  There is only one award given state-wide to a student for this role and Middletown High School worked hard to support their team member in receiving this recognition.

Winning team teacher coach, Danielle Bruns is excited to begin another year with a new trial. She has willingly offered to share her lesson plans and extension activities that have been created over the past two years. Any school site interested in participating in the 2014-15 competition, please contact Stephanie Wayment at 262-4163 orswayment@lakecoe.org.  We have attorney coaches standing by to help more high schools participate.

Wally Holbrook thanked Jon Hopkins (attorney coach) for helping with the Middletown High School team and supporting the Mock Trial Program in Lake County.

Pomo After-School program burglarized again

Pomo After-School Program is devastated to announce, that last week our program was burglarized once again. Several items were taken from our students, including our end-of-the-year art and science supplies. While sharing our thoughts and feelings on the matter many students declared, "Enough is enough." It was then decided that Pomo After-School, would voice our concerns to the public. The students are sad, scared, and angry that someone within their very own community would take from them. Here are some of the many thoughts and feelings, students have shared...

"I am sad."- Yuliza, Grade 3

"When you steal, it's disrespectful."- Sonja, Grade 5

"You stole our feelings."- Dominic, Grade 5

And, several students suggested that those who are responsible should, "Get a job." While we are sad to report this information, we are united and remain faithful to our community.

Anyone with information regarding the recent theft at Pomo Elementary School is urged to contact the Clearlake Police Department at (707) 994-8251.
