2016 NJAHPERD Mini Grants
NJAHPERD is pleased to announce the availability of Mini-Grants for 2016. The grant provides financial assistance up to $1,000 for new program development or to expand an existing program. Grants may be used to purchase equipment, software, or other materials that focus on student learning in Health & Driver Education, Physical Education, Physical Activity (before and after school) and Dance Education.
The Mini-Grant application deadline is September 30, 2016.

We are holding elections for the executive committee of the New Jersey Council of Administrators for Health and Physical Education this month. The positions are President Elect, Vice President, Treasurer and Secretary. The link following http://www.njcahpe.org/ is to our website where you can find our Constitution and Bylaws. (We added the position of Vice President informally....amending the Constitution will be a priority item for new officers). The President Elect will be mentored and serve in that capacity alongside the current President for 2016-17, and then take office as President in 2017-18 school year. All positions are for a two year term. The current Executive Committee has been in office since 2011-12 We need you to share the load and to keep our organization strong and functioning. If not, YOU need to advocate and remind administrators that students in grades 1-12 are REQUIRED to have a minimum of 150 minutes per week of Health and Physical Education and cover all the Comprehensive Health and Physical Education Content Standards set by the NJDOE. If you don't, who will?

Ray and the Sunbeatables™: A Sun Safety Curriculum for Preschoolers, is an evidence-based program developed by The University of Texas MD Anderson Cancer Center to educate children, parents, and teachers about sun protection. The program emphasizes the sun safety behaviors of seeking shade, applying sunscreen, wearing protective clothing, and minimizing time outdoors during peak sun hours (10:00 AM-4:00 PM). Sunburn during childhood is a major risk factor for melanoma, the most serious type of skin cancer, so it is important for children to develop sun protection habits early. It is also important for children's teachers and parents to be protected from the sun, not only to reduce their skin cancer risks, but also to model these behaviors for children.
All childcare centers to sign up and attend the Sunbeatables™curriculum training at the Community YMCA will be offered one free curriculum toolkit per implementing site. MORE

During this one-hour webinar, CDC will highlight the findings from the recently released MMWR on reductions in teen birth rates and persistent disparities. Program partners in North Carolina and South Carolina will describe their efforts to address the social determinants of health through the Office of Adolescent Health (OAH)/CDC Teen Pregnancy Prevention Community-Wide Initiative (2010-2015) that may have contributed to narrowing of differences in birth rates between white and black teens in the targeted communities in their states. Applications for New Farm to School Award and Recognition Program Available through June 1
New Jersey Secretary of Agriculture Douglas H. Fisher today announced the new Jersey Fresh Farm to School Recognition and Award program to find the top school in the state participating in farm to school activities. The program also will recognize schools that work with farmers and the community to ensure students have access to healthy Jersey Fresh fruits and vegetables in their school cafeterias and teach about agriculture through growing school gardens.
Applications are now available for the Jersey Fresh Farm to School Recognition and Award program. The deadline to complete and submit the application is June 1. One exemplary school that provides the most extensive number of meaningful Farm to School activities will be presented with the "Best in New Jersey Farm to School Award" during Jersey Fresh Farm to School WeekSeptember 26-30, 2016.

Carol M. White Physical Education Program (PEP) Grant
The Carol M. White Physical Education Program (PEP) provides grants to local educational agencies (LEAs) and community-based organizations (CBOs) to initiate, expand, and improve physical education for students in grades K to 12. Grant recipients must implement programs that help students make progress toward meeting State physical education standards. Absolute Priority: Physical Education Program applicants are required to develop, expand, or improve its physical education program and address its State's physical education standards. Competitive Preference Priorities include:
- Partnerships Between Applicants and Supporting Community Entities
- Development of Non-Cognitive Factors
- Supporting High-Need Students
Invitation Priority includes evidence of promise. Expected award range is $200k - $800k per year. Total amount available is $23 million and the anticipated number of awards is 15. Awards will be front-loaded for all 3 years using FY2016 funds.
Deadline: May 20, 2016

ESSA
In looking ahead to the sunset of the PEP grant program, funding opportunities for health and physical education programs will now be available under the newly passed Every Student Succeeds Act (ESSA).
To ensure full implementation of the legislation, appropriators in Congress have changed the timeline for accessing these funds so states and school districts have ample planning time. The 2016-2017 school year will be a transition year for states and school districts.
In July 2016, federal education funding will be distributed to states using No Child Left Behindformulas, and states will use the 2016-2017 school year to complete ESSA's required plans and needs assessments ahead of the 2017-2018 school year.
In July 2017, funding will be distributed to states using ESSA formulas, which will include the new funding for Title IV, Part A block grants for Student Supports and Academic Enrichment Grants.

Free Every Kid in a Park Annual 4th Grade Pass to National Parks
Available to U.S. 4th Graders including home-schooled and free-choice learners 10 years of age. The pass is valid for the duration of the 4th grade school year through the following summer (September - August). Covers entrance to U.S. Fish and Wildlife Service and National Park Service sites that charge Entrance Fees, and Standard Amenity Fees at Forest Service, Bureau of Land Management, Bureau of Reclamation and US Army Corps of Engineers sites. Mayor's Budget Adds $100 Million for Physical Education in Schools
Mayor Bill de Blasio's revised executive budget includes $100 million over the next four years to finally ensure that all New York City public schools meet the state's physical education requirements. A report last year by City Comptroller Scott Stringer's office found 506, or 32 percent, of city schools lacked a full-time certified physical education teacher and 28 percent didn't have a dedicated physical fitness space. The time marching band members spend sweating it out on the practice field would satisfy physical education requirements if the South Carolina Legislature passes a proposed law. Sen. Vincent Sheheen told his senate colleagues recently that he introduced the bill after witnessing the long practices in the heat his youngest son goes through while participating in marching band. Some South Florida middle school students are taking part in a very different kind of physical education class with the help of new technology. Students get a GPS to see the course around Oleta River State Park. When they get to each stop, they have a different exercise to perform. MORE

Armies of psychologists and administrators have banded together to rectify the disappearance of recess and they've used formal research as their biggest bargaining chip. The main findings: The more play a school gives its student body, the greater rewards kids see in their character development, academic achievement, safety and overall health. At a time when sports appear to be more popular than ever at elite levels, participation rates across age groups continue to decline, according to a new study prepared by Vital Signs and the True Sport Foundation. By about age 13, many youngsters have already stepped away from an active lifestyle. And it can't simply be chalked up to laziness, video games or "kids these days." MORE

National Teen Pregnancy Prevention Monthe
The report highlights that teen birth rates have fallen nearly 50 percent among Hispanic and black teens, dropping the national teen birth rate to an all-time low. While dramatic declines among Hispanic and black teens have helped reduce racial/ethnic gaps, birth rates remain twice as high for these teens nationally compared to white teens, and more than three times as high in some states. Data also highlight the role socioeconomic conditions play, finding that higher unemployment and lower income and education are more common in communities with the highest teen birth rates, regardless of race. The next battleground in the debate about transgender rights may be locker rooms, basketball courts and soccer fields. For high school students, the debate centers on Title IX, the federal law that bans discrimination based on gender. Does it also ban discrimination based on gender identity? MORE

New research from the University of Adelaide in Australia shows children aged 9-10 years old are receiving almost half of their daily energy requirements from "discretionary" or junk foods. The results - published recently in the Journal of Human Nutrition and Dietetics - show that 45 percent of the children's daily energy intake was sourced from discretionary foods high in fat, salt and sugar. Despite a widespread belief, tied at least in part to a 2014 CDC report, that childhood obesity is trending downward, a new study argues that the opposite is true: Childhood obesity might not be growing quite as fast as it used to, but it's still growing. The progress among 2- to 5-year-olds, the study argues, is overstated. MORE

Research shows that girls tend to start dropping out of sports and skipping PE classes around the onset of puberty, a sharp decline not mirrored by adolescent boys. A recent study in The Journal of Adolescent Health found a surprisingly common reason: developing breasts, and girls' attitudes about them. MORE

A new report from the Center for Disease Control and Prevention concerning the treatment of children suffering from the learning disorder ADHD (Attention-Deficit/Hyperactivity Disorder) says that children should first be offered behavioral treatment before medication, although this is not currently the standard. The CDC says that 49 percent of children with ADHD are only receiving medication for the disorder as opposed to accompanying behavioral treatment, let alone receiving some kind of behavioral treatment first. Playgrounds are supposed to be safer than ever. So why are more injuries being reported? A new study shows the number of playground-related brain injuries has risen steadily over the past decade, from 18,000 in 2001 to 29,000 in 2013. Monkey bars are one of the pieces of playground equipment cited in a number of injuries. MORE

Call for Articles -The Pulse
The Pulse is the only newsletter dedicated to the Jump Rope For Heart (JRFH) and Hoops For Heart (HFH) programs. It contains lesson plans, best practices, survivor stories and school success stories, as well as tips and tactics for hosting successful JRFH and HFH events.
We're looking for your voice! You can help increase collaboration across the JRFH/HFH programs by sharing your tips, ideas, event recaps and other relevant content in The Pulse.
We are looking for teachers, principals, coordinators, AHA staff and other individuals involved in JRFH/HFH to submit articles. You can find contributor guidelines on The Pulse website.

Message from the New Advocacy Chair
Hello, my name is JoAnn Doherty, NJAHPERD Past President and the newly appointed Advocacy Chair. I have accepted the position because as you know Advocacy was and is my main focus and passion. I truly want to keep "Advocacy Moving Forward" for our profession and for the students of New Jersey.
I personally want to thank Dr. Jim McCall for his many years of service and dedication as the former Advocacy Chair. Jim worked diligently on many projects to get NJAHPERD in the forefront as an Association, dedicated to our professional members and students. Jim will continue to serve on the Advocacy Committee as we move forward.
What can YOU do to help?
Be Informed, Get Involved and Take Action!
- Start a dialogue now with your Supervisor and/or Principal. Explain who we are as an Association, and emphasize that Health Education and Physical Education are critical to a "well rounded education" under the new Every Student Succeeds Act (ESSA).
NJAHPERD has already had a meeting with the NJDOE Deputy Commissioner of Education, Peter Shulman, Deputy Chief Talent & Performance Officer, Jill Hulnick, and Brendan O'Reilly, Coordinator of Comprehensive Health & Physical Education, on May 3rd. Please refer to NJAHPERD's website as to what ESSA means to your Health Education and Physical Education programs.
- Contact your Federal Legislators to ensure that funding for ESSA is authorized at the level Congress recommends of $1.65 Billion! Visit the SHAPE America Legislative Action Center and TAKE ACTION NOW - Fund Every Student Succeeds Act Block Grant! Write your legislators-fill out your contact information and send the message. New Jersey needs to overload their email boxes.
- Physical Education, Health Education and safety are required in NJ Law by Statute, in grades 1-12, for a minimum of two and a half hours or 150 minutes per week. If that is not happening in your school talk to your principal. If you have questions, contact Brendan O'Reilly or your County Superintendent. If we do not speak up for our students, who will?
Together we can continue to "Move Advocacy Forward" to promote exemplary Physical Education, Health Education and Physical Activity for the students of New Jersey.

The Aftermath- Part 2 of Last Year's Belleville High School Mock Car Crash Simulation, Friday, May 20, 1pm
On Friday, May 20th, 2016 Belleville High School is hosting the second year continuation of the Crash Course in Safe Driving simulation. The simulation will focus on the consequences of last year's mock car crash. The Belleville High School gymnasium will be utilized as a mock emergency room in a hospital and a mock funeral home.
Belleville High School educator Ms. Deborah Strano is once again coordinating this event to raise awareness regarding driving safely. Belleville High School Juniors and Seniors will be attending the event at 1:00 pm on Friday, May 20th, 2016 in the Belleville High School gymnasium.
This year's mock simulation will include Belleville High School student Tommy Uribe pretending to suffer from cardiac arrest and the A.E.D. (Automated External Defibrillator) will be mock used on him. It will also feature a video clip of last year's simulation. It will also feature a heartfelt mock eulogy.
In last year's simulation, a student was pretending to be driving while texting and under the influence of alcohol, which caused the car to mock crash into a telephone pole.
This year's simulation will educate students on the aftermath of that event. It will include the Belleville Fire Department, Belleville Police Department, and the use of a real casket supplied by Cozzarelli Memorial Home owner Mr. James J. Cozzarelli, Jr.
Ms. Deborah Strano said, "The main goal of this simulation is to raise awareness of the dangers when someone drinks and drives or texts while driving. When someone texts and drives, there is a 23% increased chance of an accident. When someone has been drinking, that number rises to 25%. I'm hoping this event sends a clear message to students regarding safe driving habits. I'm hoping that this event hits a nerve in students that says 'whoa, that could have been me' and I'm praying that students will not drink and drive or text and drive. I hope that students learn to pull over if they need to text and never drink and drive."

Maternal & Child Health Services Title V Block Grant
New Jersey Department of Health (NJ DOH) through its Maternal and Child Health Services Title V Block Grant is providing $120,000 for Sustainable Jersey Small Grants Program to fund health and wellness actions in schools. This cycle will fund thirty $4,000 awards to implement specific health and wellness actions in middle and high schools (including K-8 schools).

GO! Grants are $1,000 to $5,000 grants to elementary schools to spark and sustain physical activity programs that take place before, during or after the school day. The funds may be used for equipment, facilities, professional development for adults and programs that increase students' physical activity to the recommended 60 minutes or more per day. ASCD Teacher Impact Grants ASCD Teacher Impact Grants (TIGs) provide funding and support directly to teachers for promising teacher-led, administrator-supported ideas, programs, or initiatives to improve education. These grants allow teachers to develop and execute projects that can serve as models to be replicated and scaled.Applicants must be active classroom teachers (i.e., pre K-12 certified teacher who is teaching at least 50 percent of their workload). Applicants must also obtain approval from (at least) one school administrator (e.g., principal, assistant principal, school director).The application period will be open from May 16 to June 16, 2016.
