Every Student Succeeds Act School Health & Physical Education in ESSA * School health and physical education are identified as part of a student's "well-rounded" education. The term "well-rounded education" replaces the term "core subjects" used in previous authorizations of the Elementary and Secondary Education Act. * Subjects included in a "well-rounded education" are allowable uses of TITLE I and TITLE II funds by states and school districts. * Being part of the definition of a "well-rounded education" puts school health and physical education on a LEVEL playing field with other academic subjects. * School health, physical education and physical activity programs will have access to significant funding under Title IV of ESSA. Block grants will be distributed to states under the Safe and Healthy Students program within Title IV. School districts will apply to their state department of education for funding for a wide range of safety, health and school-climate programs, to include health education and physical education. * Funding previously allocated to school districts through the Carol M. White Physical Education Program (PEP) from the Department of Education will NO LONGER EXIST. The funding available in the block grants through Title IV will replace PEP grant funding. * School districts will be able to access funding from TITLE I, TITLE II and TITLE IV through their STATE DEPARTMENT of EDUCATION. The process for accessing these funds is still being developed by the Department of Education with oversight of Congress. It's not too early to put this special day on your calendar!Project ACES (All Children Exercise Simultaneously), a signature program of the Youth Fitness Coalition, Inc. Project ACES was created by NJ physical education teacher Len Saunders in 1989 as a method of motivating children to exercise. ACES takes place on the first Wednesday in May as part of National Physical Fitness and Sports Month along with National Physical Education Week. It has been labeled as "the world's largest exercise class" by the media. Since 1989, millions of children from all over the world exercise together to promote proper health and fitness habits. With the obesity epidemic facing the youth of the world, children's fitness plays a major role in fighting heart disease. MORE

Health and Physical Education Job Fair!
Some of the best and brightest new graduates and experienced health and physical education teachers will be in Atlantic City, NJ, May 22-24, for the SHAPE America Eastern District Conference.
If you have K-12 teaching and coaching openings, you can showcase your school district at the first-ever Health and Physical Education Job Fair, which will be held during the conference on May 23rd. This is your opportunity to collect resumes, speak with candidates one-on-one, and even hold pre-screening interviews.
The event is tentatively scheduled for 10 a.m. to 3 p.m., and the $250 registration fee includes one complimentary conference registration (which includes a SHAPE America membership). Each participant will have a table and two chairs, and there will be private areas for interviews.

The webinar provided an overview of the risk and impact of bullying and suicide in school-aged children and highlighted the connection between these public health issues and the "whole child" concept. Celebrate National Walking Day (April 4) All April Long
Get Up and Move! These days, we're spending more time at work and sitting in front of a screen than ever before. We're becoming less active, which can increase our risk of heart disease, stroke and other diseases.
Take the first step to a healthier life by taking part in the American Heart Association's National Walking Day. On the first Wednesday in April, we kick off a month-long celebration designed to help us all become more active. On the day of the event, participants are encouraged to lace up their sneakers and take 30 minutes out of their day to get up and walk.

Applications for New Farm to School Award and Recognition Program Available through June 1
New Jersey Secretary of Agriculture Douglas H. Fisher today announced the new Jersey Fresh Farm to School Recognition and Award program to find the top school in the state participating in farm to school activities. The program also will recognize schools that work with farmers and the community to ensure students have access to healthy Jersey Fresh fruits and vegetables in their school cafeterias and teach about agriculture through growing school gardens.
Applications are now available for the Jersey Fresh Farm to School Recognition and Award program. The deadline to complete and submit the application is June 1. One exemplary school that provides the most extensive number of meaningful Farm to School activities will be presented with the "Best in New Jersey Farm to School Award" during Jersey Fresh Farm to School WeekSeptember 26-30, 2016.

Carol M. White Physical Education Program (PEP) Grant
The Carol M. White Physical Education Program (PEP) provides grants to local educational agencies (LEAs) and community-based organizations (CBOs) to initiate, expand, and improve physical education for students in grades K to 12. Grant recipients must implement programs that help students make progress toward meeting State physical education standards. Absolute Priority: Physical Education Program applicants are required to develop, expand, or improve its physical education program and address its State's physical education standards. Competitive Preference Priorities include:
- Partnerships Between Applicants and Supporting Community Entities
- Development of Non-Cognitive Factors
- Supporting High-Need Students
Invitation Priority includes evidence of promise. Expected award range is $200k - $800k per year. Total amount available is $23 million and the anticipated number of awards is 15. Awards will be front-loaded for all 3 years using FY2016 funds.
Deadline: May 20, 2016

ESSA
In looking ahead to the sunset of the PEP grant program, funding opportunities for health and physical education programs will now be available under the newly passed Every Student Succeeds Act (ESSA).
To ensure full implementation of the legislation, appropriators in Congress have changed the timeline for accessing these funds so states and school districts have ample planning time. The 2016-2017 school year will be a transition year for states and school districts.
In July 2016, federal education funding will be distributed to states using No Child Left Behindformulas, and states will use the 2016-2017 school year to complete ESSA's required plans and needs assessments ahead of the 2017-2018 school year.
In July 2017, funding will be distributed to states using ESSA formulas, which will include the new funding for Title IV, Part A block grants for Student Supports and Academic Enrichment Grants.

It may come as no surprise that boys are more physically active than girls, but according to a new body of research published in the journal PLOS ONE, the gender disparities may have been caused by school and family influences. Researchers from the University of Canberra in Australia examined factors that could be potentially impacting the gap in physical activity levels between boys and girls. MORE

Grant Opportunity - Riding with Focus
Specialized Foundation just announced they are accepting application for theirRiding with Focus program for next school year. Application Deadline: April 15 "The Specialized Foundation uses cycling as a tool for children to achieve academic and social success. Over the past few years, we've worked with schools across the United States to create a comprehensive cycling program, and to support research on how cycling can positively affect student learning, health, and wellbeing-with a particular focus for those with learning differences such as ADHD." If you are interested in starting or developing a school cycling program for grades 6, 7, or 8, check this out. Selected schools will receive up to 30 youth bikes and helmets, maintenance kit, curriculum, and a trip to Specialized Headquarters for training and support--valued at $15,000. While Mother Nature curtailed outdoor activities recently in Texas, the rain did not stop recess from happening at Hettie Halstead Elementary School. PE coach Chris Wienecke and music teacher Krissie Pulley took students to the gym to have a dance party. Getting Control of Your Young Persons Tech Use
I am consistently receiving phone calls from parents asking how they can limit or reduce the use of electronic devices by their adolescent, teen or young adult children. While I appreciate the concerns and problems it is causing, parents and caregivers need to recognize that the problem did not start today.
Children become habituated very easily and rapidly, developing patterns of behavior. If these patterns are continued, they can be very difficult to break. Additionally, children often lack significant boundaries, so they need assistance in developing them.

Why apps like Siri and Cortana need to understand suicide Study reveals that smartphones respond to emergencies with confusion, bad info.
What happens when you tell Siri that you have a health emergency? What if you confess to Cortana that that you've been raped, or that you're feeling suicidal? These sound like weird questions until you consider how many people rely on apps to get health information.
Of course your smartphone may not be the greatest tool to use seeking this kind of help, but if you're extremely upset or hurt, you might not be thinking logically and have nowhere else to turn. That's why a group of researchers set out to discover what the four most common conversational agents say in these situations. They wanted to know what these apps do when asked about rape, suicide, abuse, depression, and various health problems. MORE

A recent Finnish study showed that individualized and family-based lifestyle counseling helps 6-8-year-old children increase their physical activity levels and improve their diet quality during a two-year follow-up. The study showed that children from families who received lifestyle counseling particularly increased their leisure-time physical activity, while it decreased in the control group. Screen-based sedentary behavior, such as watching TV and playing computer games, increased in both groups, but less in the intervention group compared to the control group. MORE

Students who eat two breakfasts are less likely to become overweight or obese than those who skip the morning meal, according to a new study. Students who skipped or didn't have breakfast on a regular basis were more than twice as likely to be overweight or obese than those who ate breakfast at home and again at school, the investigators found. Move! Active Schools National Award. Last year, 525 schools across the country were recognized. If your school is meeting or exceeding the requirements to earn the Let's Move! Active Schools National Award, please submit the online application by April 15, 2016.
All schools that meet the requirements and submit a complete application will receive an award package and large banner to recognize their commitment to quality physical education and physical activity before,during and after the school day.

The Pulse is the only newsletter dedicated to the Jump Rope For Heart (JRFH) and Hoops For Heart (HFH) programs. It contains lesson plans, best practices, survivor stories and school success stories, as well as tips and tactics for hosting successful JRFH and HFH events.
We're looking for your voice! You can help increase collaboration across the JRFH/HFH programs by sharing your tips, ideas, event recaps and other relevant content in The Pulse.

Certification and Recess Bills Update!
The Certification Bill has been introduced and referred to the Assembly Education Committee. Thank you to the Assembly Primary Sponsor Patrick Diegnan. At the present time we do not have a Sponsor in the Senate. A2764 Requires teachers of health and physical education in grades kindergarten through six in public schools to process appropriate endorsement to instructional certificate. Last session Bill #: A4653/S3067. The Recess Bill has been reintroduced and referred to both the Assembly and Senate Education Committee. Thank you to the Assembly Primary Sponsors, Erik Peterson, John DiMaio, Patrick Diegnan and Mila Jasey. Primary Sponsor in the Senate is Shirley Turner. A2469 Requires a public school district to provide a daily recess period for students in grades kindergarten through 5. Last session Bill #: A4044. S1144 Requires a public school district to provide a daily recess period for students in grades kindergarten through 5. Last Session Bill #: S1594.

Get Active NJ Grants
The New Jersey Prevention Network, through funding from the New Jersey Department of Health, Office of Tobacco Control, Nutrition and Fitness, the Get Active NJ program will provide technical assistance, training and incentives to assist municipalities to find ways to educate stakeholders on policies that can help promote walking and the many benefits this can have on their communities. Maternal & Child Health Services Title V Block Grant
New Jersey Department of Health (NJ DOH) through its Maternal and Child Health Services Title V Block Grant is providing $120,000 for Sustainable Jersey Small Grants Program to fund health and wellness actions in schools. This cycle will fund thirty $4,000 awards to implement specific health and wellness actions in middle and high schools (including K-8 schools).

2016-2017 School Grants for Healthy Kids Action for Healthy Kids is accepting School Grants for Healthy Kids applications for the 2016-2017 school year. Schools may apply for School Breakfast grants ($500 - $5,000) to pilot or expand their School Breakfast programs or Game On Grants ($500 - $2,500) to fund physical activity/nutrition initiatives. Game on Grants Through partners CSX Transportation, IU Health, Tyson Foods, Materne Go Go Squeez and Saputo, Action for Healthy Kids is pleased to release its School Grants for Healthy Kids Game On grant opportunities for the 2016-2017 school year. Around 500 schools will be awarded funds ranging from $500 to $2,500 to support physical activity and nutrition initiatives that support schools in becoming recognized as a health-promoting school. Schools funded in previous grant years are eligible for a sustainability grant of $500. Deadline: April 1, 2016 MORE
GO! Grants
GO! Grants are $1,000 to $5,000 grants to elementary schools to spark and sustain physical activity programs that take place before, during or after the school day. The funds may be used for equipment, facilities, professional development for adults and programs that increase students' physical activity to the recommended 60 minutes or more per day.
