2017 Inpatient Prospective Payment System Final Rule

The Centers for Medicare and Medicaid released their final fiscal year (FY) 2017 Inpatient Prospective Payment System rule, effective Oct. 1, 2017. The following is a summary of updates that you need to be aware of and act on--some by Sept. 1 (see low-volume hospitals below). 
 
Market Basket Update
The market basket increase is again adjusted up or down for submission of quality data (or not) and being an Electronic Health Records (EHR) user (or not). Additionally, there is a -1.5 percent adjustment for MS-DRG documentation and coding, as well as a continued multifactor productivity (mfp) adjustment. 
 
The 0.2 percent reduction for the two-midnight policy is prospectively removed, and there is a one-time prospective increase to 2017 to reverse the impacts of this reduction from 2014, 2015 and 2016.
