Message from Superintendent Curtis L. Jones, Jr.

 

The month of August is behind us and I know many of our teachers are saying "hallelujah!" One of the reasons teachers are excited to see September is because August is full of assessment and testing. One of the comments I've received is, "We cannot teach and instruct because of all the testing we are doing. You want us to STEEP everyone and do benchmarks and that takes up so much time in the beginning of the year, right when we are trying to teach our students our expectations for behavior in the classroom, cafeteria, restrooms, bus yard, etc. There is only so much time in one day." So goodbye to August and all of that testing!

 

I understand the concern. I know August is the first month of school and during that first month we need to find out who are students are. Well, assessment is the key for us to accomplish that. Like you, I am happy that a large amount of our assessments are complete but I also know those assessments will help us determine where we need to go.  

 

In May, many educators think that because the CRCT and EOCT are done that it is just time to start on next year. Well, this May is going to be different for us, we will be able to come back and do those same common assessments from August again through final exams. Now teachers and students will be able to see how much progress they have really made August through May.

 

The problem is the CRCT and EOCT happen before the end of the school year so it is really difficult to see just how much learning really occurred. If you have studied the work of Dr. John Hattie, author of Visible Learning, you know that it is important not to lose any time with our students. Some of the standards that may have not been so important before the CRCT and EOCT actually are important to our students' learning.

 

Now by having a common assessment at the beginning of the year and at the end of the year we will be able to capture that. Our students are going to be better, you will be better because you will see how much growth has occurred in our students These students will also begin their next school year better equipped, better informed, and better educated.

 

So, let's not look at the assessments that we just completed as something that had to get done but an opportunity to learn more about our students.

Background: The ACT is an indication of how well students are prepared for college-level work.  The ACT consists of curriculum-based tests of educational development in English, Math, Reading and Science designed to measure the skills needed for success in first year college coursework.  Over the last five years, GSCS has seen an increase in the number of students taking the ACT.

 

ACT has updated the college readiness benchmark scores for designated college courses. A benchmark score  is the  minimum score needed on an  ACT subject area test to indicate a 50%  chance of obtaining a B or higher or about a 75% chance of obtaining a C or higher in the corresponding credit-bearing college courses. 

 

The benchmark scores are:

English Composition:18 on ACT English Test

Algebra: 22 on ACT Math Test

Social Science: 22 on ACT Reading Test

Biology: 23 on ACT Science Test

 

"WARM BODY COUNT"

At the beginning of each year we collect the number of students that have actually reported to school. This count helps us ensure compliance with state and federal guidelines and stay within the class size waiver approved by the BOE for 2013-14. 


The results are fairly consistent with last year's numbers. The elementary school with the most students enrolled is Orrs Elementary with 657 students. Rehoboth Road has 739 students enrolled, which is 100+ more students than the other middle schools. Griffin High leads with 1374 students, but that is only 147 students more than Spalding High.

GSCS Financial Reporting Honored Again

Jim Smith & Ryan McLemore were recognized at the Board of Education meeting on Sept. 3, 2013.

 

The Griffin-Spalding County School System has been recognized by both the Government Finance Officers Association and the Association of School Business Officials International with each organization's highest award for excellence in financial reporting. 

 

The awards recognize excellence in financial reporting for the System's Comprehensive Annual Financial Report issued for the year ended June 30, 2012, as judged by an independent panel using established criteria.  This is the eighth consecutive year that Griffin-Spalding County School System received these prestigious awards. 

 

The number of Georgia school systems receiving this recognition is small.  For the year 2011, the last for which a full list of recipients has been published, only eight Georgia school districts received recognition from both organizations.

 

A comprehensive annual financial report includes the basic audited financial statements; however, additional explanatory and comparative data is also included providing stakeholders with better context for understanding the financial condition and results of operations of the System. The System's Comprehensive Annual Financial Report for the year ended June 30, 2012, can be accessed via the System's website, www.spalding.k12.ga.us.

 

Assistant Superintendent Jim Smith is Chief Financial Officer for the school system and Ryan McLemore is the Director of Accounting.  Other department members are Elaine East, Rosalind Rathborn, Rita Smith and Jo Wallace.

Wellness Appeals - 

The deadline for submitting your initial 2013 Wellness Appeal forms has ended. If you or your covered spouse's initial appeal was denied, and you disagree with this decision, beginning September 9, 2013, you may appeal this decision to SHBP. The process for submitting these appeals will be provided on the SHBP website by September 9, 2013.

Griffin Spalding County Test Administration  2013-2014

Message from Sheila C.Mincey, Ed.S, Director of Special Education,
Assessment, Data and Program Evaluation  

 

In support of student success, the Griffin-Spalding County School System 

shall implement the assessment program specified by the State Board of 

Education and the superintendent, including both norm-referenced and 

criterion-referenced tests. The tests shall be administered in accordance 

with the requirements of the governing agency for the assessment and with 

a high level of security to ensure an appropriate testing environment, the 

integrity of the assessment and the accuracy of the data produced by the 

assessment. The test administration shall be conducted in such a way that 

prevents, mitigates and reports any irregularities arising at any time before, 

during or after testing.

Test & Assessment Procedures
The Griffin-Spalding County School System adheres to all written regulations and procedures relating to testing and test administration, including the distribution and collection of test materials, test security, use of test results and official testing dates established in the Student Assessment Handbook, test administration manuals including the System Coordinator's Manual, School Test Coordinator's Manual, and Examiner's Manual, and assessment supplements and correspondence.  

 

Training, Monitoring & Reporting
Prior to the administration of state-mandated assessments, the system will 

provide training for school testing coordinators who will then train school level staff. Copies of agendas and attendance logs will be kept for all trainings. Training will be based on Georgia Department of Education (GaDOE) guidance provided by the Georgia Student Assessment Program.

System and school level administration will monitor assessment administration. Any irregularities will be reported to the system test coordinator for review in accordance with DOE guidelines. 


Test Security
The school system shall follow written procedures relating to testing, test 

administration (distribution and collection of test materials), test security, use of test results, testing dates, assessment supplements and correspondence from the Georgia Student Assessment Handbook and other guidance from the Georgia Department of Education. 


Consequences
Employees shall comply with all Griffin-Spalding County School policies 

and procedures, State Board of Education rules, and Georgia Professional 

Standards Commission rules with regard to testing ethics. Employees who 

violate these provisions shall be subject to disciplinary action, up to and 

including termination.

Georgia Professional Standards Commission Consequences 

for Educators   

(Excerpt from Georgia Professional Standards Commission Code of 

Ethics for Educators)
An educator shall administer state-mandated assessments fairly and 

ethically. Unethical conduct includes but is not limited to:

1. committing any act that breaches Test Security; and
2. compromising the integrity of the assessment.

The Professional Standards Commission is authorized to suspend, revoke, 

or deny certificates, to issue a reprimand or warning, or to monitor the 

educator's conduct and performance after an investigation is held and 

notice and opportunity for a hearing are provided to the certificate holder.

Each school will annually provide a written plan for test administration and security procedures. This plan should be submitted to the system test coordinators for approval.

GSCS KIDS COMMUNICATE
 
I was trying to help a pre-k student make the "W" sound. Thinking he would know his colors and be able to say "white," I bared my teeth and asked him, "What color are my teeth?" "Yellow," he said.  HAHAHA!

I was helping pre-k students learn the names of baby farm animals.  I asked,  "What do we call a baby pig?" One little girl raised her hand and answered, 
"Oinklets."
 
Most random response I have ever been given... 
pre-k student: "Can I go sit down now?" 
Teacher: "Sure, you can sit down if you want" 
pre-k student: "Ok because sometimes I sneeze at school and sometimes I sneeze at home." 
(And...she wasn't even sneezing...? LOL!)
