India is not only famous for its production of Bollywood movies it also has a thriving broadcast sector. A wide range of TV services is available on cable, satellite and terrestrial, and when it comes to digital transmission, DVB is the system of choice for all three delivery schemes. There is a very active community of broadcast engineering professionals that are organized under the umbrella of the Broadcast Engineering Society (BES).

Once a year, BES organizes its flagship event, the BES Expo. This year's conference and exhibition took place at the beginning of February in Delhi. The conference program covered a wide range of topics. In the session on Digital Terrestrial Transmission, broadcasting to mobile was addressed, together with an update on the latest implementations of Emergency Warning Systems (EWS). DVB's Executive Director, Peter Siebert gave an outlook on the future of DTT. In addition, new and upcoming technologies such as OTT and UHD with HDR, HFR and Immersive Audio were covered in the program.

The inauguration session was attended by the Minister of State, Col. Rajyavardhan Singh Rathore and Shri Jawhar Sircar, CEO of Prasar Bharati, which is the parent organization for India's public radio and TV broadcaster. The keynote was provided by Peter Siebert who used the opportunity to point out the relevance of broadcast for information and education purposes, at a time when new delivery schemes including OTT and new devices such as smartphones and tablets are gaining in popularity.

The BES Expo was well attended and provided a good platform to discuss the latest developments in broadcast technology. With the roll-out of the terrestrial network in India, it was not surprising that DTT was one of the hottest topics. Despite implementation being already underway, there are still open questions on the best use cases and services to be provided. DVB is pleased to be involved in these discussions and to support decision makers by providing experiences from other countries.
iCAS - India's DVB-Based Conditional Access System

India, with a population of 1.25 billion, is the world's second most populous country after China. The country's viewers enjoy offerings from over 600 cable operators, six satellite operators, and the public service broadcaster whose services are available via terrestrial, cable, and satellite.

In 1995, the decision was made to convert the country's some 200 million TV households from analog to digital by December 2016. Along with the transition from analog to digital transmissions, lawmakers decided that all digital signals would be encrypted. This stipulation was made for two simple reasons. Firstly, the national public service broadcaster, Doordarshan, is legally entitled to collect broadcast license fees from viewers, but in practice has never been able to effectively do so. Secondly, content piracy is a vibrant business, harming both legal operators and tax revenues. As India adopted DVB standards from day one, the use of DVB Conditional Access was a given.

The Department of Electronics and IT of the Ministry of Communication and Information Technology tendered a project to develop an Indian DVB Conditional Access System. The government also specified that the CAS license fee should be 0.5 USD per STB for three years.

In November 2014, the project was awarded to DVB Member, ByDesign. The year-long project resulted in iCAS, a DVB-based solution with a head-end CAS, STB middleware, and a Subscriber Management System, which included integration on receiver SoCs from three leading chipset vendors, and integration with DVB Simulcrypt equipment from three leading head-end vendors.

With the launch of the 'Make in India' campaign in September 2014, the project became an object of national pride, and received wide media coverage and political attention in the parliament of India as well as the highest government offices.
Don't Miss DVB At the SATELLITE Conference and Exhibition

The SATELLITE Conference and Exhibition takes place March 7-10, 2016 at the Gaylord National Convention Center in National Harbor, Maryland. The event attracts more than 13,000 delegates from 100 countries and features more than 350 exhibiting companies with a full conference program led by more than 300 experts and innovators in satellite communications. 

DVB will be represented by many of its Members exhibiting as well as participating in the conference program.

On Tuesday, 8 March, DVB's Executive Director, Peter Siebert, will participate in a panel discussion alongside DVB Members Eutelsat, Newtec and others in 'The Promise and Perils of Ultra HD'. With Ultra HD showing the early signs of broader adoption, the stakes are high for the satellite industry, as the adoption of Ultra HD should drive greater demand for bandwidth in contribution, distribution and satellite TV, although advances in compression will inevitably limit how much bandwidth is really required. The session will discuss what the early experience with trials and deployment reveals about the future of Ultra HD, what issues and challenges confront the market, and what to expect in the years ahead.

On 9 March, Thomas Wrede (SES) will moderate the session 'The Challenges of UHDTV Standardization', which is co-organized by DVB. Peter Siebert will take part in a discussion that will address some of the key issues of the technologies and timescales that are part of the standardization process. By 2020, 'Ultra-HD' displays with certain features like HDR or HFR are expected to amount to 70% of the sales of new television sets in Europe. How does this match up to the technology and the roll out of UHD delivery services that are under discussion? What are the issues that remain to be resolved? UHDTV is the inevitable future of television, but on the path to get there, there will be hurdles to overcome, especially when it comes to standardization.

DVB At The ABU Digital Broadcasting Symposium

The ABU's annual Digital Broadcasting Symposium will be held from the 29 February through to 3 March at Hotel Istana in Kuala Lumpur. The three day conference is set to address a wide range of topics covering the entire gamut of radio and TV broadcasting as well as issues pertaining to the media industry.

The 2016 symposium, with the theme 'Innovating Digital Connections', will showcase how the integration of media and communication technologies are helping to bring further innovation, improve efficiency, increase reach, creating new revenue streams and drive the development of creative content, bringing more choice for the audience and benefits to the industry as a whole.

DVB and its Members will feature prominently in the Symposium. On 19 February there will be a half day workshop on Digital Broadcast Technologies & Implementation.

- What you always wanted to know about HDR (Kush Kundi, Ericsson)
- How to bring UHD to a TV Near You (Markus Fritz, Eutelsat)

On 1 March, Peter Siebert will give a presentation on 'The More and the Better Pixels - Reinvention of TV'  in a session titled 'Evolving Technologies: Towards Enhancing Experience'.

DVB World - Not Just All Work!

Ham Ops In The USA Go High Def With DVB-T

For all of you who appreciate a bit of ingenuity here's one for you. In a recent article in TV Technology, the author and technical advisor, James O'Neal introduced his readers to the enthusiasts of electrical engineers that inhabit the world of the Amateur Radio Television operators in the USA in the age of Digital TV. They even have their own niche publication Amateur Television Quarterly and a plethora of websites devoted to Ham Operators.

What was most interesting about this article titled 'Ham TV Operators Go High Definition - Experiments with QAM and DVB coding' is that it revealed that the devotees of the hobby have discovered that they could use DVB-T to broadcast their high definition pictures to one another. And why not. If you are a Ham Op don't you want to use the digital technology that is on offer? In the early days of transitioning to digital most Ham Ops found the new range of digital equipment on offer just a bit too expensive to feed their hobby and interest of keeping up with the times. However times have changes and Ham Ops have discovered the wide range of DVB-T dongles that are in the marketplace at an unbeatable price point of around 10 USD. The dongle are enabling them to broadcast in HD satisfying their need for "higher clarity pictures".
