DVB At IBC 2013 - Stand 1.D81


IBC logo At this year's IBC, DVB will mark its 20th Anniversary and will celebrate with another world's first technology demonstration. Visitors are invited to the DVB stand (1.D81) to witness the groundbreaking demo of DVB-T2 delivering a wide range of resolutions from 4k Ultra HD down to the smaller screen resolutions typically found in mobile devices. The presentation underlines the power and flexibility of this second-generation standard. In another very important demo DVB is highlighting the new features provided in the forthcoming DVB-CI Plus specification. The specification will incorporate the latest feature set introduced by the CI Plus Extensions and enables, e.g., IPTV to be delivered directly to the television set, without the need of a set-top box.

 

Using DVB-T2 transmission, a 4k service utilizing HEVC encoding, and mobile service will be delivered in a single 8 MHz channel. This is enabled by DVB-T2's featured use of Multiple PLPs (Physical Layer Pipes) that allow for the separate adjustment of the robustness of each delivered service within a channel to meet the required reception conditions. The PLP for the mobile service is compliant to the T2-Lite parameter set.

 

In highlighting the new features of CI Plus v1.4, DVB will show this new version's support for IPTV. In addition to a standard broadcast, a TV display will receive IPTV via its Ethernet interface. A CI Plus module will receive the IP multicast and carry out the necessary processing for Conditional Access. It is envisaged that the new features of CI Plus v1.4 will permit the CI Plus module to provide traditional set-top box functionality.

 

The official IBC Conference program features a raft of DVB related sessions delivered by experts from the DVB and its membership. On Sunday, 15 September from 14:30 - 16:00 in the Forum, DVB's Chairman, Phil Laven will chair the session "New Concepts & Competition for Terrestrial Broadcast", and is joined by Ulrich Reimers, Director, Institut für Nachrichtentechnik, Technische Universität Braunschweig, Joerg Huschke, Master Researcher, Ericsson GmbH, Eurolab R&D, and Gerhard Petrick of Multichoice South Africa. In other sessions, IBC Conference attendees can expect to hear more on DVB related topics ranging from DVB-S2 Extensions to HEVC encoding for DVB standards.

 

The DVB stand will be tended by DVB representatives and technology experts available to answer queries and provide information on DVB's wide ranging family of open, interoperable, market driven standards.

 

The annual "DVB Members Get Together" will once again be taking place during IBC. This year's event is being sponsored by Intelsat, a world-leading satellite operator with a fleet of 52 geostationary satellites. DVB Makes A Showing At IFA Hall 11.1/17

IFA logoAt this year's IFA, on the joint DVB/ANGA booth (11.1/17) in the prestigious TecWatch new technology zone of the IFA Exhibition DVB and ANGA are partnering with Eutelsat and Kabel Deutschland to bring three different groundbreaking demonstrations of 4k UHDTV being delivered via DVB-S2 and DVB-C2.

 

In the first of three demonstrations, a 4k HEVC encoded signal will be transmitted from Eutelsat's uplink station in Paris using DVB-S2. The signal is then demodulated and fed directly into Village Island's HEVC contribution decoder.  The frame rate of the source material is 50 frames per second providing good video quality even for fast action movement such as sports.

 

In a world's first ever showing of DVB-C2 delivering 4k video. A C2 transmission system consisting out of a C2 modulator and a C2 demodulator will carry the 4k content.  In addition to the 4k content being delivered via the Eutelsat 10A satellite link, there is also a local play-out with content provided by Sky Deutschland. After decoding with a Broadcom receiver the content is presented on an LG 4k display.

 

In the third demonstration, 4k content encoded with H.264 and transmitted via DVB-S2 by Eutelsat from Paris will be fed directly into a display with an integrated S2 receiver.

DVB Visits Caribbean Broadcasting Union's AGA in Guyana

Senior technologists, regulators, broadcasters and market watchers leading the transition from analog to digital transmission in the Caribbean region converged at the Guyana International Conference Centre at Liliendaal, Greater Georgetown for the 44th Annual General Assembly in an event organized by the Commonwealth Broadcasting Association (CBA) and the Caribbean Broadcasting Union (CBU) on "The Business of Broadcasting in the Digital Age". Broadcasting CEOs and senior managers from all CBU members were in attendance.

 

The Caribbean region consists of a wide range of different countries, several languages, different cultures and economic conditions. Therefore, it is not surprising that most of the countries have not yet decided on a digital terrestrial standard. At present only a few countries have officially decided for either DVB-T2 or for ATSC. In addition, in countries like Haiti and Surinam private broadcasters are on air with DVB-T2 whereas the regulatory authorities have not yet decided on an official standard. Considering that most of the Caribbean countries want to stick to the official analog switch-off (ASO) date of 2015, the question of which standard to choose was a hot topic at the event. Following presentations from ATSC and DVB, there was general agreement that DVB-T2 is the more efficient and flexible solution. However, most of the TV sets in the region are already equipped with an ATSC tuner, because they are sourced from the USA. It can be expected that the decision for the digital standard will be done on a country by country basis. But deciding on a DTT technology is only one step to ASO. In addition, there several are other hurdles like defining the regulatory regime for digital terrestrial broadcast. The various regulatory authorities are aware of this problem but it may be challenging to get the agreement of all the relevant stakeholders. There is also the question of how to finance the transition to digital.

 

Despite these challenges there is a general commitment and even enthusiasm to go for digital. This was clearly emphasized in the opening speech by His Excellency President Donald Ramotar from Guyana. In Guyana, as well as the public broadcaster NCN, there are seven free to air private broadcasters serving a population of about 700,000.  Transition to digital will allow a more efficient use of spectrum. Similar arguments apply to other Caribbean states and so it can be assumed that broadcasters and regulators will work together to make DTT happen, even if it may not be 100% ready by 2015.

Tajikistan Ahead Of Schedule Implementing DVB-T2

The Central Asian nation, the Republic of Tajikistan announced its approval of DVB-T2 for the country's digital broadcasting standard back in 2011. The announcement was made after careful consideration by the Committee on Television and Radio Broadcasting, which was tasked to examine the role of digital television in the country. The testing began back in May 2010 and was part of a six stage program for the roll-out of digital television that is being carried out in stages and was originally expected to take up to ten years. However, it is now anticipated that migration from analog to digital will be concluded by the end of 2015 when coverage will extend to 82 percent of the country covering  the capital Dushanbe, all major cities, regional and district centers. The country is currently carrying out stage 4 of the implementation program.

UK To Expand HD Services With DVB-T2


OFCOM logo The UK regulator for the communications industry, OFCOM, has increased the capacity made available on digital terrestrial television (DTT) by using airwaves freed up by the digital switchover, located at 600 MHz, and could triple the number of HD channels currently available on the platform.

 

Ofcom awarded the licence to run the new multiplexes to DVB Member, the transmission company Arqiva.

 

The move from analog to digital TV in the UK, successfully completed at the end of 2012, cleared two frequency bands for new uses. Following consultation, Ofcom decided that one of these bands should be made available for additional DTT capacity on an interim basis, as originally proposed. The other was recently auctioned for 4G mobile services.

 

Arqiva has indicated that the new channels will be broadcast to up to 70% of the UK population - above the minimum requirement of 50%.

 

Viewers will need a HD-compatible DTT receiver in order to access the new services. About 20% of households already have such a device to watch existing HD channels on the platform. This proportion is growing rapidly with most new televisions now sold with inbuilt HD tuners. It is thought the addition of these new HD channels will help to further encourage take-up of HD receivers and so help the transition of the DTT platform to the DVB-T2 transmission standard, which will make more efficient use of the limited available spectrum. The wider range of HD content available on DTT will also continue to benefit viewers.
