DVB At CSTB 2013

'Connected Everywhere' was the theme of this year's CSTB Exhibition and Conference in Moscow that ends today. Despite the cold Russian winter, around 450 exhibitors and an estimated 25000 visitors came to the Crocus Exhibition Center in the northwest of the Russian capital. Over the years, CSTB has become the most relevant broadcast show in the CIS.
An important topic on the exhibition floor was DVB-T2 technology. The Russian Federation has adopted the DVB-T2 standard and is currently rolling out the network. About 20% of the 6,000 transmitters needed for national coverage have already been upgraded to T2, which means that already some 50% of the population is covered.
The complete end-to-end chain of a T2 network could be found on the exhibition floor. A wide range of T2 modulators, gateways and transmitters, as well as test and measurement equipment was presented. In addition, STB manufacturers not only from the Far East, but also from Russia and other parts of the world presented their products. With availability of lower cost T2 receiver chips, prices for STBs have dropped drastically. This is good news for all the countries that have adopted T2 and starting roll-out.
CSTB is an attractive platform for DVB Members to present their products and to speak about DVB technology. About 25 DVB Member companies attended the show and demonstrated their latest developments.
DVB was also an important topic in the conference. Several presentations covered DVB related subjects including an update on the latest developments for DVB's satellite specification, presented by Gerard Faria (Teamcast) and an outlook on the future of terrestrial TV, provided by Peter Siebert, Executive Director of DVB.
CSTB 2013 clearly demonstrated that for broadcast television in the CIS region, DVB is the solution for all delivery platforms. Based on the worldwide success of DVB technology, a wide range of products at very competitive prices is available to serve the needs of the region.

Co-Primary Use Of Spectrum Study Mission
|

At the January 2013 Meeting of the DVB Technical Module, a Study Mission on the "Co-primary Use of Spectrum" was established. In the light of the increasing demand for terrestrial spectrum, the Study Mission investigates approaches enabling the co-primary use of terrestrial spectrum, in particular the joint use of the terrestrial spectrum by broadcast and broadband systems. The Study Mission will consider the different degrees of freedom for co-primary spectrum usage and possible ways to exploit them. Such degrees of freedom are, among others: using a channel for different purposes at different times, using a channel depending on the situation, using a channel for different purposes in different regions or introducing a channel/service differentiation.
An example for such an approach is the use of a Tower-Overlay network, supporting cellular broadband networks by means of broadcast cells with larger cell size in the UHF band, to improve the efficiency of point-to-multipoint services. Another approach is Dynamic Broadcasting, which takes advantage of current terrestrial broadcasting terminals also being connected to the internet via broadband networks and being equipped with hard disc storage. The choice of the delivery network of the broadcasting services is then carried out depending on the number of viewers, reducing the required amount of terrestrial spectrum. In addition, other degrees of freedom can be exploited dynamically over time, such as the choice between live broadcast and pre-download of the content, the terrestrial channel allocation and the choice of the transmission parameters of the broadcast network. The Study Mission is chaired by Jan Zoellner of Technische Universitaet Braunschweig.

EBU Delegation Meets EU Commissioner To Emphasize The Importance Of DTT Platform

EBU President Jean-Paul Philippot and Director General Ingrid Deltenre met with European Commission Vice-President Neelie Kroes earlier this month in Brussels to impress upon her that the DTT platform is crucial for the efficient delivery of media. The point of the meeting was to start engaging in a constructive dialogue with all relevant stakeholders, and to find future-proof solutions that put the needs of European citizens first and maximize the socio-economic benefits for the EU.
They discussed EBU's views on the future of the 700 MHz band in the EU and the implications for terrestrial broadcasting. The EBU delegation explained why the 700 MHz band is very important for Digital Terrestrial Television (DTT) services. Today DTT enables 275 million people in the EU to access culturally diverse and high quality content; DTT networks deliver around 2,000 TV channels in the EU, including national, regional and local services. In the future, DTT will continue to grow in importance as consumers enjoy an expanding and increasingly diverse range of audiovisual media.
Also, discussed at the meeting was that audiences today also expect access to audiovisual content on multiple, mobile devices. Content produced by broadcasters is a major driver for broadband uptake and an important element to achieve the objectives of the Digital Agenda. The EBU President and DG described the exchange of views with Vice-President Kroes as "extremely useful". Commissioner Kroes and the EBU delegation agreed on the potential benefits of creating a platform to develop a shared vision.

DVB Goes To Vietnam's TV Festival

Every year VTV, Vietnam's public broadcaster, organizes a TV festival showcasing the best television work produced by state-owned television stations and private studios. A conference and exhibition also form part of the four day event, which this year took place in the north central coastal city of Vinh. Participants of the festival, include the 63 national broadcasters, one from each province, and broadcasters from the neighboring countries of Laos, Cambodia and China. International experts are also invited to participate in the conference and this year experts hailed from Australia's ABC, (Michelle Fisher), Japan's NHK (Mazakazu Iwaki) and DVB (Peter Siebert).
Vietnam has chosen DVB-T2 and ASO is now planned for 2020. T2 services are already on air and the country also utilizes DVB-C and DVB-S2.
A highlight of the opening ceremony on day one was a TV show that was transmitted live on VTV1 nationwide. During the show all international participants were mentioned and thanked for their attendance. It may just be the first time that 'DVB' made it into a Vietnamese TV show. Interestingly the show started with a song about Ho Chi Minh.
On day two of the conference DVB's Peter Siebert presented an update on the latest activities of DVB. He also answered a host of questions that focused on the use of T2 for mobile applications and whether there will be a T3, and what DVB will do with HEVC.
