ITU Telecom World Update

ITU Telecom World 2012 brought together all the relevant stakeholders in the ICT industry to exchange views as well as to discuss the latest developments. DVB was represented by its Executive Director, Peter Siebert, who participated in the panel discussion on Dynamic Broadcast. The panel was chaired by Alcatel-Lucent's Philip Kelley and, in addition to DVB, also included representatives from the German Regulator BNetzA, as well as regulatory experts from Qualcomm and Microsoft.
An interesting discussion evolved around all aspects of Dynamic Broadcasting, such as the availability of spectrum and how to share this resource between broadcast and broadband. While there is a big demand for mobile broadband that is driven to a great extent by mobile TV, linear terrestrial broadcasting will remain relevant for the next decades.
A potential solution may be to deploy a "White Space" approach to using the spectrum more efficiently. The discussion touched on the pros and cons of this solution and also the technical and regulatory challenges. Also the concept of Dynamic Broadcast, where popular content is transmitted via a broadcast network with long tail content delivered via the broadband channel, was regarded by the panel as a potential solution to deliver video and other services in a more efficient way. Dynamic Broadcast could also be combined with the push download of popular content to local storage.
The panel concluded that all these approaches will be quite relevant in the future. The best way forward is for all the relevant groups to work together to create an optimal solution. Peter Siebert pointed out that DVB is committed to participating constructively in this process.

Lieven Vermaele Speaking at ABU Technical Committe Meeting

Broadcast leaders from Asia and beyond gathered in Seoul last week for the ABU (Asia-Pacific Broadcasting Union) and WBU (World Broadcasting Unions) meetings. Among the hottest topics discussed were spectrum, terrestrial broadcasting and hybrid platforms. With broadcasters globally having similar priorities, against the backdrop of the same technical developments and challenges, the need for collaboration and a unified position and voice was strongly evident.
The meetings taking place in the South Korean capital included the ABU General Assembly along with various committee meetings, the WBU Directors General meeting and the WBU Technical Committee meeting. The EBU's Director of Technology & Innovation, Lieven Vermaele, was invited to contribute to a number of sessions. He used these opportunities to stress the importance of stronger worldwide collaboration between broadcasting organizations to defend and optimise their position in the value chain.
The ABU Technical Committee included a presentation from Mr. Vermaele on the evolution of smart TV, second screen and broadcast platforms. He called for joint action in the defence of spectrum for broadcasting worldwide and proposed that the DigiTAG organization might be an ideal forum for such cooperation. The issue of spectrum was also on the agenda of the WBU-TC when a recommendation on spectrum use was agreed.

Phil Laven To Speak At Russia's NATEXPO 2012

Russia's NATEXPO is the country's annual, international conference and exhibition focused on technologies, equipment and services targeted for the television, radio and new media broadcasting and cinema production professional. The largest event of its kind in Russia will take place on November 6 - 8 at Moscow's International Exhibition Center.
The opening session of the conference will include an introduction of digital television and radio broadcasting in Russia and its integration into the global information space. Opening remarks will be delivered by Eduard Sagalayev, President of the National Association of Television and Radio Broadcasters. DVB Chairman, Phil Laven will deliver a session on 'Digital Broadcasting Development Prospects'.
The conference will go on to include: the Federal target oriented program and the market; digital and analog broadcasting - plans and reality; Digital Partnership - the principles of interaction between television and radio companies, communications operators and telecommunication companies; Multimedia platforms - a new stage for broadcasters and operators. Another key session will be Electronic Media and the concept of telecommunications development - a look into the future which will be presented by Nikolai. Nikiforov, Minister of Communications and Mass Media, the Russian Federation.
In September 2011, Russia adopted DVB-T2 as its new digital television standard and announced plans to build the most innovative broadcasting networks throughout the country. A recent study by J'son & Partners Consulting states that some 12 million urban and five million rural households, representing more than a third of Russia's households, were able to receive DVB-T2 based digital terrestrial TV at the beginning of this year. DVB-T2 transmissions are on air in several regions of the country including Moscow, St. Petersburg and Kazan.

Accessibility Conference

CSI magazine is to present a one-day conference on TV accessibility at London's British Film Institute on Thursday 5th December. The event will gather key decision makers and opinion formers to discuss the key issues affecting the future progress of access services in the TV space.
With millions of people affected by some form of visual or hearing impairment, these services are a strategic priority for broadcasters and other companies in the TV value chain. Extending these services to new VoD and connected platforms is a key challenge for the industry going forward, one that this conference will look to address, both in the UK and an international level.
The day will see expert speakers debate a range of topics in a series of lively panels, including those dedicated to regulation, technology, user experience and business models. In addition, unique case studies will be given by those directly involved in some of this work.
DVB Chairman of the TM-AVC (audio-visual coding) Ken McCann (Zetcast) will be representing DVB at the event and will be moderating the technology panel.

Sustainability At The BBC

Broadcasting is an energy intensive industry and the BBC is actively looking for ways to reduce its carbon and water footprints and waste. To this end they have created Albert, the carbon calculator for television programs. The tool highlights which part of a production process is carbon intensive thereby encouraging a behavioural change. Victoria, a carbon calculator for projects, is currently under construction.
The BBC is studying the environmental impacts of one way of working versus another in order to use the data for decision-making. Project managers are being educated in order to apply sustainability principles to both small and large projects. Changing legislation and evolving European directives require a dynamic approach to broadcast planning and more and more manufacturers are now including life cycle analyses of their products in their bidding submissions. Whether an LED light operates at a lower energy than another source is important but to address sustainability thoroughly, the industry needs to evaluate all eco-indicators.
Technological innovation will provide some answers to growing global environmental problems but not all as technology takes time. Striving for sustainable technology, is not limited by technical abilities but by economic constraints, resource availability and unanswered questions about the sustainability of digital communications. These questions cannot be answered in isolation so instead the BBC is driving a collaborative effort in the industry to initiate appropriate research. The purpose being to help the broadcast industry find solutions to deliver services in balance with preserving social, human, natural and financial capital.
Sustainability goes beyond carbon reductions and recycling yet is necessary to respond to a world where valuable and finite resources are being depleted, where energy prices are soaring, where new processes can improve cash flow and where a sustainably aware generation want to work to provide broadcasting services into the next century.
A sustainability event is planned for next year on March 6th at BBC's New Broadcasting House in London. We will try to bring you further information at a later date.
