East Boston Climate Change Planning

NOAH is holding a series of participatory community meetings leading towards the development of a resident-driven climate resiliency plan for East Boston. With our key partner, the Urban Land Institute Boston/NE (led by East Boston's own Sarah Barnat), Chris Marchi and Magdalena Ayed of NOAH's Community Building & Environment staff are gathering community residents, soliciting input on various climate change preparedness topics and providing technical expertise sessions through Dr. Paul Kirshen, a climate change expert. The 'Climate Resilience and Urban Opportunity Initiative' comes from a grant from The Kresge Foundation, which is funding 20 groups nationally to help US cities and neighborhoods prepare for the effects of continuing sea-level rise. NOAH and ULI are holding three major Climate Change Workshops (open to any East Boston resident) between March 25th and mid-July. At the March 25th workshop at the East Boston Library, 10 City and State agencies such as the MBTA, Massport, Boston/Water Sewer, DOT as well as the City's Energy and Environment Department, will be presenting their thoughts or plans on Climate Change preparedness for East Boston. NOAH's intention is: 1) to assist local residents in understanding the challenges Climate Change, Sea-level rise and Green House Gas emissions impose on our neighborhood, and 2) to assist agencies in understanding the neighborhood and household needs of East Boston families due to the effects of Climate Change.

The Kresge grant is enabling this essential dialogue and we are very grateful for this opportunity. The eventual goal will be for State/City agencies to take feedback from East Boston and then make future capital expenditure plans to preserve East Boston property, our workforce needs and local assets, such as the Neighborhood Health Center. Residents will also learn about technologies and plans they can make to lower their own Green House Gases and to preserve their property in the event of major storm surges in the years ahead.

FINCAP:
The next FREE Financial Capability course will be held at NOAH over three nights, on Tuesday, March 31, Wednesday, April 1 and Thursday, April 2, from 6-9 PM. Our comprehensive bilingual (Spanish and English) financial capability programming teaches students to set realistic financial goals, maximize their income, save money, build assets, make prudent spending decisions, borrow appropriately, and adequately protect assets and wealth. Upon completion of our 8-hour financial capability seminar, students are invited to participate in our no-cost financial coaching programming, which helps ensure that after students learn these skills, they have the necessary support and resources to put them into action. These free financial capability services are provided by a certified financial counselor, a consumer banking officer, and a licensed financial adviser. Participants in the course will gain skills and knowledge that will help them improve their credit scores, increase net worth, and increase/maximize net monthly income. EITC: The Boston Tax Help Coalition offers FREE, fast and easy bilingual tax preparation services at NOAH on Mondays and Wednesdays from 5 to 9 PM and Saturdays from 10 AM to 3 PM. There is free electronic filing by IRS certified volunteer tax preparers. If someone earned  less than $53,000 in 2014, they are qualified for this help. Certain income-qualified filers may even receive a rebate from the federal government. Appointments must be made by calling 617-418-8266.

Real Estate Department Update
 
The $20.5 million Sitkowski School senior development in Webster's downtown is near completion, with tenant move-ins starting on April 1st. This historic school has been rehabilitated into 66 apartments along with a spacious community senior center. The units are 100% affordable and will be available to households age 55+. There are 59 one-bedroom units ( three handicapped accessible, one sensory impaired) and seven two-bedroom units (one accessible). The new senior center boasts a multi-purpose room and kitchen, reading room, conference room, art space, exercise room, health office and salon. Many thanks to our great project funders and partners, including MassHousing, MHIC, MAPFRE/Commerce, Selective Insurance, RBS Citizens, DHCD, the Town of Webster, Dellbrook Construction, DiMella Shaffer Architects, and Winn Property Management. We also continue to make progress on additional pipeline projects. The $33 million mixed-income Coppersmith Village in East Boston will create 56 apartments and 15 for-sale town-homes, with 49 affordable and 22 market rate units, as well as a 3,000 square foot restaurant. The City is making funding decisions this month. We will file for State funding in late April. Shoe Shop Place in Middleborough, which we are redeveloping along with our partner The Neighborhood Corporation (TNC), will result in 25 units of 100% affordable family housing with a mix of four one-bedroom units, 18 two-bedroom and three three-bedroom units. Construction will begin in June 2015 on this $10 million south suburban project.

Snow, Cold & More Snow Impacted Seniors

February's record levels of snow and cold were troubling for everyone, especially for the senior and disabled residents we serve. NOAH's SHS Program Manager Anthony D'Andrea received call after call for weather-related emergencies. Roofs covered in snow and ice dams caused numerous leaks, as did burst, frozen pipes. There were also many 'no heat' calls, as older heating systems couldn't handle the strain of the prolonged cold temperatures. Kudos to Anthony for addressing each of these cases in a timely manner. The attached photo is of a client's roof, just before Anthony went out the window and shoveled off all the snow.

Boston EHAP Resettlement Grants Available

Grant money is potentially available for renters needing emergency housing! NOAH has Emergency Housing Assistance Program (EHAP) resettlement grant funds available for Boston residents displaced from their homes due to fire, building collapse or condemnation, or other sudden catastrophe. These grants can help income-qualified Bostonians in need obtain apartments, and can be used towards their rental deposits or moving costs. This initiative is one component of our Emergency Housing Assistance Program (EHAP) activities. In addition to working with emergency cases, we are also continuing to provide case management and housing search and placement services to additional Boston residents in need of rental housing-related services. Funding is provided by the City of Boston, Martin J. Walsh, Mayor, through its Department of Neighborhood Development, Sheila A. Dillon, Director.

First-Time Homebuyer Classes
The next available Spanish First-Time Homebuyer course will meet at NOAH on Saturday, April 11 & Saturday, April 18 from 9:30 AM to 2:30 PM. The next English First-Time Homebuyer course will meet on Saturday, May 16 & Saturday, May 23, also from 9:30 AM to 2:30 PM at NOAH. To receive a City of Boston certificate, attendees must be present at all class sessions. Students learn from industry guest speakers, including home inspectors, as well as from NOAH staff, about how best to select and purchase a home and about appropriate loan products. The cost for the group course is $45 per individual or $55 per couple (or any two family members registering together). Also, now we are offering individual online course sessions in both English and Spanish. For more information, please call Christinne Flores at 617-418-8263.
   

Loan Modification/Foreclosure Prevention Clinics

Our next bilingual Loan Modification/Foreclosure Prevention clinics will occur on the following Monday evenings: March 16, 23 & 30 and April 6, 13, 20 & 27 from 5:30 to 8 PM
at NOAH. These workshops are the initial counseling and education sessions for NOAH's foreclosure prevention and mitigation counseling. The sessions are held in Spanish and in English. All of NOAH's foreclosure prevention education and counseling sessions are free of charge. Workshops are held weekly, except for holiday weeks.
