How are you?

Thank you for opening issue No. 98 of From Dave's Desk. Since I took office in January 2013, I have published this electronic newsletter every Friday. I hope it serves you well.

 

As your elected representative, I want you to know my position on policy issues. You'll find that information here.

 

I want you to see legislation I bring to the fore. Anything I prepare for the Board of Supervisors' agenda appears on this electronic scroll. 

 

I represent the county on many regional, state and national boards. From Dave's Desk is a place to discuss that aspect of my job.

 

News about the important work of the County of San Diego -- from our public safety, health and social service, financial, community and land-use departments -- gets reported here.

 

Who am I meeting with? Which nonprofit groups are working with me? What are the latest county issues? Who am I recognizing with county certificates and proclamations? What ceremonial events am I attending? What's going on in the Third District? All that gets reported here, too.

Taking aim at Alzheimer's disease

The Board of Supervisors on Tuesday launched the Alzheimer's Project, an initiative brought forward by Chairwoman Dianne Jacob and myself to unite top elected leaders, researchers and caregivers in an effort to find a cure.

We are determined to improve the lives of patients and caregivers and to support research to find a cure for a disease that has no known cure.

Nearly 60,000 residents of our county suffer from Alzheimer's disease. Officials say it is the region's third-leading cause of death.

Beyond that, four out of five Alzheimer's patients are cared for at home, and most of the care comes from family members or unpaid caregivers. Sandwiched by the demands of aging parents and growing children, many caregivers say they feel overwhelmed.

We must not let Alzheimer's disease continue to devastate families.

That's why the Alzheimer's Project is aiming high.

At our meeting, pledges of support came from San Diego Mayor Kevin Faulconer, executives from the county's Health and Human Services Agency and researchers from UC San Diego, The Scripps Research Institute, Sanford-Burnham Medical Research Institute and the Salk Institute.

Other partners include BIOCOM, the San Diego County Medical Society, local law enforcement, individual physicians and caregivers, the Alzheimer's Association and philanthropist Darlene Shiley.

The Alzheimer's Project includes: 

  • A multimillion-dollar fundraising campaign, "Part the Clouds," to spur research innovation and drug discovery;
  • Development of clinical standards for the screening, diagnosis and management of Alzheimer's disease and other forms of dementia;
  • An effort to boost public awareness and involvement in clinical trials;
  • Training for people who work with Alzheimer's patients and expanded support for patients and caregivers; and
  • A program to curb incidents of wandering through the use of GPS devices, the county's Take Me Home registry and other methods.

Staff spotlight: Glynnis Vaughan

Introducing Glynnis Vaughan, my new chief of staff, whose first day on the job was Monday.

Glynnis brings great experience and enthusiasm to the position. She is a former marketing and community outreach manager for King County, Wash., who previously served as San Diego district director to former Gov. Gray Davis. Earlier, she worked on the staff of Rep. Lynn Schenk in San Diego and Washington, D.C.

Glynnis earned a Master's degree from The George Washington University and a Bachelor's degree from UC San Diego. She's a native of San Diego.

As my top advisor, Glynnis will supervise the Third District staff at two offices and will manage my legislative and policy agendas.

She replaces John Weil, who began his tenure with the County of San Diego in 1992 as chief of staff to former Supervisor Pam Slater-Price. John is leaving to pursue other opportunities. He will be greatly missed. John's final day with our office is Jan. 6.

Unanimous approval for grant recommendations

My recommendations to fund nearly two-dozen Neighborhood Reinvestment Program grants applications passed Tuesday on a 5-0 vote. 

 

NRP grants improve quality of life throughout the Third District and beyond.

 

This round of grants provides funding for military veterans, burn victims, law enforcement, arts groups and many other nonprofit organizations.

Talk to us about mental health services
What kinds of mental health programs are needed in your communities? The county's Health and Human Services Agency wants to know.

The agency has scheduled meetings to gather input as part of its budgeting for revenue from the state's Mental Services Act of 2004, which imposes a 1 percent tax on personal income for those earning more than $1 million a year. The tax pays for mental health programs across California.

Bad start for flu season
We're seeing way more influenza cases than were reported at this time last year -- 141 confirmed cases compared with 55 for the week ending Nov. 29.

Influenza can be deadly, and last season was the most-fatal on record in San Diego County, with 70 deaths attributed to flu-related complications.

That's not good.

Did you get your flu shot? If not, please do so right away.

Wildfire safety for Scripps Ranch
With fire season and Red Flag warnings upon us, Scripps Ranch residents must always be on alert.

Because of the community's proximity to the backcountry, and because it is located in a wooded area, Scripps Ranch faces year-round fire danger.

As your County Supervisor representing you, I know it is my duty to do everything possible to protect you. That's why Assemblyman Brian Maienschein and Councilman Mark Kersey and I are working together on an important fire-safety project for Scripps Ranch.

Appointments approved on a 5-0 vote
The county's boards, commissions and committees play an important role in engaging citizens, gathering public testimony and providing information to the Board of Supervisors.

On a unanimous vote on Tuesday, Supervisors approved my recommendation to re-appointment two Third District residents to the Air Pollution Control Control District Hearing Board.

Water managers: Give your sprinkler's a break!

How nice was the rainfall this week? I hope we get a lot more. Our reservoirs need all the help they can get.

 

That's why local water managers are asking residents and business owners to shut off their sprinklers for two weeks. The soaking on Tuesday and Wednesday will provide plenty of moisture for lawns and landscapes to survive for that period and will help us save our precious reserves of stored water.

 

As my colleagues at the San Diego County Water Authority say, it's time to let Mother Nature do the watering!

Health officials: Beware of ocean pollution
Rainy weather has prompted a routine advisory from the county's Department of Environmental Health to beware of elevated bacteria levels in the ocean, especially near river outlets and storm drains. Storm water flushes great amounts of bacteria, petrochemicals and other pollutants into our beaches, bays and lagoons. Avoid coastal waters for 72 hours after a rain storm. Learn more here.

Holiday parade in Encinitas
I can't wait for 5:30 p.m. tomorrow to march in the Encinitas Holiday Parade. Team Dave Roberts will be one of 100 entrants to travel the route along South Coast Highway 101.

The parade's theme, "Droppin' In for the Holidays," celebrates the city's great traditions of surfing and action sports. 

The event begins with a 5 p.m. tree-lighting ceremony in The Lumberyard shopping center on South Coast Highway 101 at H Street.

Surfin' Supervisor Santa in the PQ
Surfin' Santa. That's me. 

From 2 to 4 p.m. Dec. 7, I'm set to smile for photographs with any and all children for the Rancho Penasquitos Town Council's "Cookies & Cocoa with Surfin' Santa." The event supports one of my favorite charities, Voices for Children.

Please bring a stuffed animal, book or gift card for a foster child to the get-together at the Double Tree Hotel, 14455 Penasquitos Drive, San Diego.

LGBT panel discussion on safe work environment
The public is welcome to attend a professional development forum, "Creating a Safe Work Environment for Lesbian, Gay, Bisexual and Transgender Employees," from noon to 1 p.m. Dec. 8 at the County Operations Center, 5520 Overland Ave., San Diego. Networking begins at 11:30 a.m.

The County of San Diego's LGBT and Allies Association is hosting the event. I will participate in a panel discussion with District Attorney Bonnie Dumanis and Public Defnder Henry Coker. April Heinze, director of the county's Department of General Services, will moderate.

Benefit performance for TERi Campus of Life
Looking for some holiday fun? Come and see an original holiday musical written and performed by the TERi Players, with yours truly playing the part of Santa Claus.


The nonprofit TERi Campus of Life is on a mission to help people with special needs. 

"Dear Santa" begins at 6:30 p.m. Dec. 12 at New Venture Community Church, 4000 Mystra Way, Oceanside.

Tomorrow through Dec. 30: Garden of Lights in Encinitas
I can't wait to bring my family to the San Diego Botanic Garden's "Garden of Lights." The dazzling display of 100,000 sparkling lights enlivens the already-spectacular gardens in Encinitas. Installations will illuminate the Lawn Garden, Tropical Rainforest, Waterfall Deck, Undersea Succulent Garden, Eucalyptus Grove, Seeds of Wonder and Bamboo Garden. Sunday: Holiday Happenings in Del Mar
The Del Mar Village Association has organized a full slate of holiday fun Dec. 7 in the heart of the village. Kids can get prizes with the holiday passport program, and all are welcome to sip hot cocoa and watch the tree-lighting at 5 p.m. Click here for details.

For the past six years, Santa Claus has made a special trip to Cardiff-by-the-Sea, and this year is no different. The Cardiff Kringle Mingle is set for 1 to 5 p.m. Dec. 7 at the Cardiff Town Center on San Elijo Avenue and Birmingham Drive. The free, community celebration includes goodies from VG Doughnuts & Bakery, crafts for the kids and plenty of live music. Sunday: Holiday tree lighting in Solana Beach
Santa Claus is visiting Fletcher Cove in Solana Beach for the community's annual holiday tree lighting at 5 p.m. Dec. 7. Live music and treats will add to the fun. Fletcher Cove is located at the west end of Plaza Street.

Dec. 13: Cardiff-by-the-Sea Library holiday sale
Books make great gifts, and the Friends of the Cardiff-by-the-Sea Library have plenty to sell at half-off prices during a holiday sale from 9:30 a.m. to 3:30 p.m. Dec. 13. Also on the block are homemade baked treats. The library is located at 2081 Newcastle Ave., Cardiff-by-the-Sea.

Many thanks to the Honorary Deputy Sheriffs Association for inviting me to speak at its December luncheon on Tuesday in Solana Beach, where my remarks centered upon public safety.

Local history comes to life at the San Dieguito Heritage Museum in Encinitas. On Tuesday evening, I attended a meeting of the museum's board of directors.

Key to the County
If anyone deserves a Key to the County, it's Thomas Pastuszka, outgoing clerk of the board, who attended his final meeting on Tuesday. Thomas has worked for the County of San Diego since 1989 as part of a 29-year career in public administration. Congratulations, Thomas!
