River park membership a bargain for San Diego
|
In my capacity as Chairman of the San Diegutio River Park Joint Powers Authority Board of Directors, and in hers as a board member, Escondido City Councilwoman Olga Diaz and I have prepared this commentary.
A U-T San Diego commentary of April 14, News Flash: A responsible budget for San Diego, discusses a city hall budget that only cuts one item, a Civic Innovation Lab.
However, overlooked is a line item in the budget that would eliminate the city's contribution to the San Dieguito River Park.
Without a doubt, if the City were to withdraw from the Park or eliminate its funding, it would be a tremendous loss to the citizens of the region.
Should the City of San Diego decide to withdraw from the JPA, it will mean that its portion of the River Park will be operated by city staff, at what appears to be a much higher cost, under whatever rules and regulations city officials deem appropriate. Whether those regulations are in keeping with the current principles of the River Park would be up to them.
The remainder of the park - outside city land - would remain in the river park. In fact, only half of the park has been completed. Loss of the City of San Diego as a partner would set back completion of the Coast-to-Crest Trail.
For 25 years, the City of San Diego has outsourced operations and maintenance for its territory and currently pays $254,100 per year to the JPA. Yet managing and patrolling 30-miles of trails on City property at Lake Hodges and San Pasqual Valley and the San Dieguito Lagoon would be an expensive venture. So the city's contribution is a low-cost investment when contracted out to the JPA. (Click here for the full story).

Support for domestic workers

The county-administered In-Home Supportive Services program should be turned over to the state, and that's why Supervisor Greg Cox and I are asking for our colleagues to support Assembly Bill 485.
Our board letter is scheduled for a vote on Tuesday.
Under the IHSS program, elderly, blind and disabled people can receive home care as an option to institutionalization. I see home care as a cost-effective and far more compassionate way of serving vulnerable people, whose lives depend upon reliable care.
Throughout California, our 58 counties have been responsible for salary and benefit negotiations with IHSS providers. Counties also have borne the cost pressures.
Supervisor Cox and I feel thpse responsibilities should revert to the state, and that's why we are supporting AB 485.

TOMORROW IS PRESCRIPTION DRUG TAKE-BACK DAY!
Safely dispose of unused Rx

Tomorrow, at locations across the county, authorities are making it easy for people to responsibly dispose of unused prescription drugs.
Thanks to a program initiated by the County of San Diego, dozens of locations are providing free and anonymous collections. Click here for a complete list of locations. I am scheduled to visit a collection site at Scripps Rancho Bernardo Clinic, 15004 Innovation Drive, San Diego, from 12:45 to 1:45 p.m. tomorrow.
Think of all this as a kind of spring cleaning, one that could save a life.
As a senior elected official on the multi-agency Prescription Drug Abuse Task Force, I am determined to keep harmful drugs from falling into the wrong hands. Thank you for taking the time to dispose of dangerous medicines properly.

The Waterfront Park at the County Administration Center opens in two weeks, and I hope you will join me for ribbon-cutting ceremonies and a full day of activities and excitement.
I can't think of a better use for 12 acres of premium real estate on San Diego Bay than to build a park and turn it over to the public. I am bringing my family to the ceremony and I hope you will bring yours. The fun starts at 10 a.m. May 10.

Wednesday: Free family law legal clinic
The San Diego Law Library is hosting a free, first-come-first-served clinic for individuals to discuss family law issues with an attorney or mediator from 10 a.m. to noon April 30. The library's address is 1105 Front Street, San Diego.
May 3: Lawnmower trade-in event
Ready to ditch that sputtering, old, gas-powered lawnmower? The county's Air Pollution Control District is hosting its 15th annual lawnmower trade-in event from 8 a.m. to noon May 3 at Qualcomm Stadium, 9449 Friars Road, San Diego. An old, working mower -- plus $100 -- can get you a brand new, Black & Decker rechargeable model. Be sure to read APCD's requirements and to show up early because the new mowers always sell out. May 8: Studio One Theater ribbon-cutting in Escondido The public is invited to mix and mingle at newly-renovated community performance space at the California Center for the Arts Escondido. May 8: Taste of Cardiff
Hungry people can eat their way from one end of Cardiff-by-the-Sea to the other from 5 to 8 p.m. May 8 at the fifth annual Taste of Cardiff. More than 20 restaurants are participating and other businesses will be open as "sip stops," where folks can taste the creations of local breweries and wineries. May 13: Ribbon-cutting at open-air classroom I am very excited for 10 a.m. May 13, when ribbon-cutting ceremonies for the Birdwing Open Air Classroom at the San Dieguito River Park are scheduled to begin. The seating blends into the contours of the restored river valley and will provide a home for numerous classes and public events. I have supported construction of the Birdwing with a Third District grant. |

May is Bike to Work Month
|
|
An invigorating bike ride is a great way to start the day. That's why I'm gearing up for Bike to Work Month, which lasts all of May. On the third Friday of the month -- that's May 16 this year -- communities across the country will celebrate Bike to Work Day. I did it last year -- Solana Beach to downtown San Diego -- and had a great time riding through Torrey Pines State Reserve and UCSD. Our route included stops along Mission Bay and San Diego Bay. Can't wait to do it again!

Proclamation Awards

 What an honor on Wednesday to recognize Center for Community Solutions and its CEO, Verna Griffin-Tabor, during a celebration of the Center's 45th anniversary. The county proclamation also recognized April as Sexual Assault Awareness Month.
|
 The Professional Fiduciary Association of California held its annual conference in San Diego on Thursday. I enjoyed meeting members of the group, delivering welcoming remarks and formally recognizing the group with a County proclamation. Receiving the honors were Stella Shvil, conference co-chair, and Association President Scott Phipps.
|
 What a privilege to recognize Marc Morial, president of the National Urban League. During his tenure, Marc has expanded the League's empowerment agenda and has renewed its emphasis on closing economic gaps between Whites and Blacks and the rich and poor.
