San Diego County Library turns 100 |

I am proud to join the year-long celebration of the San Diego County Library's 100th birthday and to reflect upon its great accomplishments over the past century.
Can you imagine our county without a library system? For much of the county, that was case 100 years ago. At the time, Woodrow Wilson was president and 61,000 people called San Diego County home.
The dream of county libraries began in 1898, when James Gillis -- soon to become the California State Librarian -- proposed bringing library service to all Californians.
Locally, only a few of our communities -- San Diego, Coronado, Escondido, National City and Ramona -- operated libraries. All other communities were served by the traveling State Library.
Gillis decided that the only way to bring equal, economical and complete library service to all Californians was to work through the counties. So laws were passed in 1909 and 1911 which allowed county supervisors to establish county library service in areas not covered by city libraries. Cities could choose whether to join the newly-created county system.
The San Diego County Board of Supervisors received many petitions for library service. Harriet Eddy, a County Library organizer, traveled the county by stagecoach to push for library service.
On April 5, 1912, the Board of Supervisors adopted a resolution that stated: "Whereas, it is fitting and just for the best interests and welfare of the people of San Diego County that they be given every proper privilege for education, culture, and pleasure, and whereas the establishment of a free library in San Diego County would offer such means for advancement and improvement, therefore be it resolved that a county free library be established."
The county library opened with a budget of $5,284.54. It would be funded by a 5-cent-per-citizen tax and a 2-cent-per-day late fee.
Our first librarian, Jennie Herman, was appointed in February 1913.
One century later, the library has come a long way.
Today, anyone with an iPhone can get an answer to almost any question. But anyone who questions the relevance of a brick-and-mortar library should visit any of the 33 branches at 4 p.m. on a school day. You will see teens clustered all over, quietly studying, utilizing technology and old-fashioned books they may not have access to at home.
Libraries enrich the lives of patrons from toddlers to seniors with stories, lectures, exercise classes and entertainment.
Library branches are temples of learning, hubs of arts and culture, and important community centers. Each branch is unique and each is reflective of the community it serves.
And even though our county library system is 100 years old, it is not set in its ways. Library workers keep pace with rapid advances in technology. They refresh the collection continually. Floor plans are open and inviting. You can even grab a cup of coffee and take it in with you.
During one century of outstanding service, the library's mission has remained constant: to provide free, unencumbered access to information for all. That is still the case. |
Safety first: Overjoyed with undercrossing |
Encinitas officials and transportation planners were understandably excited with the opening of a pedestrian undercrossing to create safe passage under the rails at Santa Fe Drive. The crossing connects residential neighborhoods to downtown Encinitas and Swami's Beach. |
Registrar of Voters Michael Vu and I discussed how to improve the election process. He answered questions about running elections and how best to serve voters. Staff spotlight: Adam Kaye |
Introducing Adam Kaye, a Del Mar native and graduate of Torrey Pines High School and UCSD. Adam is my representative in Del Mar and my liaison to the county library, registrar of voters, and departments of animal services and housing and community development. He also handles agricultural issues. A former newspaper reporter, Adam edits my weekly newsletter and maintains my Web site. Escondido Rotary works to improve city |
 Trudy Armstrong was one of the many great people who attended Escondido Rotary's annual fundraiser, Coeur de Cuisine. The Rotary plows the funds right back into community improvement projects and programs. It was an outstanding event, and for a great cause. Click here to see more photos. |
Dr. Roger Bolus and other members of the Rotary Club of Encinitas served a delicious pancake breakfast to support the club's "Home Team," a volunteer group that makes minor home repairs for local seniors. |
Making friends at La Vida Del Mar |
 The Del Sol Lions Club, Solana Beach Presbyterian Church and Team Roberts visited La Vida del Mar retirement community for an ice cream social and exciting rounds of Wii bowling. The visit was also a chance to discuss county programs and senior issues. Click here to see more photos. |
The Madison High School Warhawks visited our offices for refreshments before receiving a county proclamation. The football team won its second C.I.F. San Diego championship in 2012 as well as the 2012 California Division 3 Championship Bowl game. Congratulations, Warhawks!

State Sen. Marty Block hosted a reception in his downtown San Diego offices. I look forward to working with the Senator as I advance initiatives to support mentally ill people and to counter domestic violence. Senator Block's district overlays much of the Third Supervisorial District. |
Dan Silver, chief executive officer of the Engandered Habitats League, visited my office to discuss environmental issues. A physician by training, Dan retired in 1991 to devote himself to the work of Endangered Habitats League. He is truly a great environmental champion.

Congratulations to the Del Mar Village Association, a group that promotes a clean, safe and prosperous downtown. The association celebrated the grand opening of its visitors center at 1104 Camino del Mar. I was pleased to greet the association's executive director, Jen Grove, Mayor Terry Sinnott and former Mayor Richard Earnest. |

Grandparents, grandkids needed for project |

North County Health Services, in collaboration with the county's Health and Human Services Agency, is seeking bilingual grandparents 50 years of age or older, and grandchildren between the ages of 9 and 14 to complete a health education project. The project, Generations 4 Change, invites participatns to learn about the importance of eating well and staying active. Parcipants receive a $20 gift card for each session. Nonprofits can apply to receive mini buses |

As vice chairman of the Facilitating Access to Coordinated Transportation board, I am happy to announce a collaboration with Metropolitan Transit System to donate 10 small buses to eligible nonprofit groups. The 16-passenger buses can accommodate up to four wheelchairs. Applying groups must operate within the Metropolitan Transit System service area.
