June 2013 Update

Greetings!

I am often asked what pieces of legislation our office is working on, so we thought we'd dedicate this newsletter to letting you know.  I have made it a mission of mine to listen to and work with both public and private sector stakeholders to update existing laws or craft new laws that will better serve our community. While no single bill will fix any of the major issues and concerns we have, we believe that many of them help move us in the right direction.  Please feel free to share your thoughts on them!

If you have any ideas or suggestions on laws that need to be reviewed, please send an email to info@judibuckley.com.

Much love,

Senator Judi Buckley

How an idea becomes a Bill and then a Law in the USVI
School House Rock! - Just A Bill
School House Rock! - Just A Bill

  1. An idea for a law is formulated and then a brief description is sent to Legislative Legal Counsel.
  2. Between our Research Department and the Legislative Legal Department it is checked for legal validity and language. Often times this includes reviewing similar laws that have been enacted in other states and territories and/or holding meetings with local stakeholders to ensure that the law will properly serve its purpose and be enforceable.
  3. Once the submitted idea has been vetted, it is put into bill form by the Legal Department and is assigned a number.
  4. The draft bill is then sent back to the sponsoring Senator for final review and "sign off".
  5. Once signed off on by the Senator, it formally becomes a bill and is sent to be pro forma'd.
  6. The Senate President, Legal Counsel and a person of Senate President's choosing consider all bills put forth, assign them to the appropriate Senate Committee (pro forma session) and it is put on the Senate Calendar.
  7. Once assigned to Committee the bill is considered and either tabled, approved to move on to the Committee on Rules and Judiciary or sent back to Committee for further discussion.
  8. In the Committee on Rules and Judiciary, the bill is considered and, again, it can either be tabled or approved and sent to the Full Senate Session to be considered for a law.
  9. In the Full Senate Session, once again, it is considered, voted on, and either is tabled or approved to become a law.
  10. If the Full Senate votes the bill to become a law, it is sent to the Governor for further consideration.
  11. If the Governor signs the bill, it becomes a law. If the Governor vetoes the bill, it goes back to the Senate for revision or it may be tabled at that point. The Governor has ten (10) days after transmittal of legislation to either sign or veto the bill. If the Governor does not sign the bill then it becomes a law without his signature.
  12. If the Governor vetoes the bill, it can be overturned by a 2/3 vote in the Senate.
