The Minister/CEO Position in the new Policy Governance System
William Derr, President, Board of Management

As part of the Policy Governance System, the board and the Minister/CEO (Aaron) have a yearly retreat where goals are set for the CEO and the board. In the Policy Governance System the Minister/CEO is responsible for all the ministry work of the church, which includes all the daily practical work of the congregation. This may seem like a daunting amount of work, but the CEO sets up teams of volunteers and staff to help him with the ministry of the church. For this system to work well the minister needs to be able to focus on the big picture items of the ministry, such as what the church should try to accomplish with its ministry work, developing leaders to assist him in this work, making sure individual teams aren't wasting effort on overlapping work, and ensuring that each team is accomplishing their team mission and goals.

At the retreat this year the board set goals for Aaron (as the CEO)  to improve the delegation systems in place for the CEO position in the Policy Governance system so that the CEO can take on the role of an adviser and less time can be spent on managing the small parts of the UUCW ministry. Most teams should be organized in such a way that they can become self-sustaining for large absences such as sabbaticals. The CEO will demonstrate improved delegation systems by reaching the following goal posts:

Goals for the CEO for the 2016-2017-Aaron Approved 8 11 16
  1. At the retreat on August 28, 2016 the CEO will present an updated version of the Functional Organizational Chart that will contain information regarding what the current active teams are, approximately how many members are on each team, and which teams the CEO thinks are running well and which ones he thinks are struggling and may need some extra guidance to improve. The CEO will let the board know if he thinks any structural changes need to be made in how the teams are organized and managed by the CEO.
  2. During the October 2016 board meeting the CEO will share with the board a written report on some meaningful annual goals set for each team. The CEO should engage the teams or the team leaders in discussion and use the team's input to help set these goals.
  3. Beginning with the November 2016 board meeting, the Minister/CEO's monthly reports to the board should include a restatement of each team's goals, progress and barriers to success for these goals and an explanation of how improved delegation is being achieved.
  4. By the December 2016 board meeting the CEO will have worked with the treasurer to develop and implement fundraising accounting procedures. The CEO will give the board a report on the accounting system that has been developed during the December 2016 board meeting.
  5. By the February 2017 Board meeting, the CEO will work with each staff member to develop a chart which explains the functional structure of each staff member's area of responsibility and will  report on goals that have been set for each of those areas. The CEO should help guide each staff member to work with any teams in their areas of responsibility to set annual goals for 2017-2018. The CEO will present this information to the board at its February, 2017 meeting.
