Solar Finance:  Green funding makes its way into the MENA

Financing has historically proven to be one of the biggest obstacles for solar power developers, and even more so in the Middle East and North Africa (MENA), where the lack of a track record of renewable projects poses a persisting challenge.

 

But the picture is finally changing. Plummeting solar system prices, improvements in module efficiencies, and an industry-led movement to seek alternative means of raising capital, are together leading to an imminent revolution in solar financing in the region.

We've just returned from our first Saudi Solar Trade Mission to Spain, a highly-successful event that proved to be an educational experience for participants from both countries. The Mission helped both sides better understand business and technical practices that will help solar power thrive in the Middle East, while providing an informative baseline of information to several financial industry stakeholders who attended.

The Trade Mission has established several excellent lines of ongoing communication on both sides. We anticipate making it an annual event, and look forward to hosting a similar visit to Saudi Arabia by Spanish stakeholders. We're confident that all of these developments will help smooth the way for future projects in the region.

The oil vs. renewables debate continues to rage as oil prices continue their rapid plunge. While prices aren't expected to stay low, there have been calls in the last month for power tariff hikes in both Saudi Arabia and the UAE. We believe the timing is good for this kind of tightening, which would enable both governments to relieve the strain of costly and unsustainable subsidies.

One of the major stories grabbing headlines in the last month is the announcement that Riyadh-based Acwa Power has bid a record low tariff of just 5.98 cents/kWh in their tender bid for a 100 MW solar power plant for the second phase of the Mohammed bin Rashid Al Maktoum Solar Park, effectively giving Dubai the lowest levelized cost of electricity in the world. This is an exciting development so long as it does not set an unsustainable benchmark for the region. This deal has many advantages that will make it difficult to replicate by private sector efforts elsewhere in the region.

Solar Trade Mission to Spain exceeds expectations

Madrid, Spain: November 17th - 21st 2014

 

The Spanish Photovoltaic Union (UNEF), in collaboration with the Saudi Arabia Solar Industry Association (SASIA), held a Trade Mission to identify  potential investment and partnering opportunities between Saudi and Spanish companies. 

 

Spanish hosts: Vector Cuatro, Solaria, Yingli Green Energy Solutions, Grupotec, Astrom Technical Advisores, OPDE, Grenergy, Pryconsa, GPTech, Altermia, Elyma, t-Solar, ISFOC, ata Technical Advisors , Gestamp Solar , Mondragon Assembly

Is the oil price slump a boon for solar? 
 

As global oil prices hit a five-year low, the fossil fuel industry is facing a gathering storm that could spell great news for the solar power industry.

A series of pivotal events have shaken global energy markets in recent days, potentially clearing the way for renewables to steal a march on their finite cousins. Last Friday, the price of oil fell for the second day in a row, sending the cost of crude down to $63.72 per barrel - a five-year low and a 50% plunge in the space of six months. Opec - the Organization of the Petroleum Exporting Countries - duly announced that it will not cut oil production, opting instead to maintain the cartel's existing output levels in a move that experts suggest highlights just how strapped for cash many of these oil-dependent countries are.

 

The news of cheaper oil was greeted with cheer by some parts of society. Cheaper petrol at the pumps, leading to cheaper transportation costs, leading to cheaper goods was viewed as something akin to a mini early Christmas present by various media cheerleaders.

 

 

KSA aims to become leading renewable energy market. 

Saudi Arabia may be the biggest oil exporter but moves are afoot for it to also become the world's foremost market for renewable energy, according to industry sources. 

 

The Kingdom has earmarked $109 billion investment budget to achieve this goal, they said. By 2032, Saudi Arabia hopes to generate as much as a third of its local energy demand by using renewable energy. The King Abdullah City for Atomic Renewable Energy (KACARE) has released a series of documents detailing the revised National Energy Plan.  KACARE is the Saudi agency in charge of developing the nation's renewable energy sector.In addition to the 41 GW of solar power, 25 GW of CSP and 16 GW of PV, the Kingdom aims to generate 18 GW of nuclear energy, 3 GW of waste energy, 1 GW of geothermal and an 

 
Dubai Shatters Solar Price Records Worldwide - Lowest Ever!

What a year this has turned out to be. To be honest, everyone expected solar to grow at a "good" pace. But the sector has outdone most expectations - taking the fight to the fossil camp at every possible chance

 

So how much south would you think the solar prices would go? Well, the exact number is 5.98 cents/kWh, and the venue for this magic is Dubai. Without any "government support."

The unsubsidised prices (that's a plural, for there is more than one) bid in a commercial setting go on to show that the time has come for rapid expansion of solar in the Middle East.

 

The state utility company of Dubai, the Dubai Electricity & Water Authority (DEWA), had opened a tender for a 100 MW solar power plant for the second phase of the Mohammed bin Rashid Al Maktoum Solar Park early this year. The park is located on a patch of 40 square kilometers of land just south of Dubai. While the solar park had come alive with a 13 MW solar PV plant back in 2013, its ultimate goal is to grow up to a gigantic 1,000 MW solar park by the summer of 2017.

 

AllCell Consortium to Deploy National Network of Solar EV Charging Stations in Jordan 

 

A consortium led by Chicago-based lithium battery manufacturer AllCell Technologies, LLC signed a Letter of Commitment (LOC) with the government of Jordan to begin the deployment phase of a network of solar powered electric vehicles (EV) charging station across Jordan.

 

Jordan's Minister of the Environment Dr. Taher Shakhshir represented the Prime Minster of Jordan at the signing event, with the presence of Mayor of Amman Aqel Biltaji and KHBP Chairman Dr. Moayad Samman. Al Shakhshir stated that "the Jordan Solar EV Project will contribute to addressing issues related to reducing the fiscal deficit in the government of Jordan Treasury on one hand, and mitigating carbon dioxide emissions and preserving the environment." Mayor Biltaji stressed the importance of this project in Amman's effort to green its fleet. The mayor announced that the municipality will immediately issue a request for buying fifty electric vehicles to replace some of the aging conventional vehicles.  

 

Loans approved for 350 MW Morocco solar projects

The African Development Bank (ADB) has approved loans totaling nearly $250m for phase II of the Ouarzazate CSP solar complex project in Morocco. The loans, of €100 million (US$123 million) and $119 million, will be used to develop two new power stations with capacity totaling 350 MW. Total capacity for the Ouarzazate project will be around 500 MW.

Funds for the two loans will come from the ADB's own resources and the Clean Technology Fund. The Ouarzazate project is part of the Moroccan Solar Energy Program.

 

Alex Rugamba, director of the AfDB Energy, Environment and Climate Change Department, said "The project is one of the innovative developments in the energy sector supported by the Bank, based on the technology used and the financial arrangements with the support of the Climate Investment Funds, namely a public-private partnership supported by several donors. The Bank's participation in this second phase will support its position as a leading partner in the development of Morocco and strengthen its dominant role in combatting the effects of climate change,"


Oman urged to use solar for water desal projects

Oman should give greater consideration to using solar power for future water desalination projects, a report from the International Renewable Energy Agency (IRENA) in collaboration with Oman's Public Authority for Electricity and Water (PAEW) has suggested.

 According to the report, solar energy has become an attractive option for water desalination following a steep drop in the cost of photo-voltaic (PV) based systems for electricity generation and is particularly competitive in rural areas where diesel is the primary fuel for electricity generation.

The report, entitled "Sultanate of Oman - Renewables Readiness Assessment", particularly highlighted the potential for solar energy based water desalination in the northern areas of the Sultanate.

 


Gestamp Solar signs a contract with Kuwait Oil Co. to install 10 MW in Kuwait       

 

Spain's Gestamp Solar has signed a $28 million contract with Kuwait Oil Company to build the first utility-scale PV plant in Kuwait.
 

 

Gestamp Solar, the photovoltaic energy division of Gestamp Renewables, will engineer, construct, operate and oversee maintenance of the 10 MW Umm Gudair Field solar plant.

Kuwait Oil is a subsidiary of the state-owned Kuwait  Petroleum Corporation and the world's fourth-largest oil exporter. The installation is Gestamp Solar's  first project in Kuwait and in the Middle East. It is scheduled to be completed by the middle of 2015. The facility will have more than 32,000 and 12 transformation centers. Gestamp Solar estimates annual electricity production to reach 17,600 megawatt hours, equal to the emission of 9,100 tons of CO2.
