Special Meeting of the Board
The Board will meet in a special meeting on Tuesday, January 17, 2017 at 9 AM in WC3. One topic is scheduled for the agenda, and that is meeting the requirements of a new Arizona State law as it pertains to HOA voting and having a special vote to bring SCOV into compliance (see below).
 
STATE LAW SAYS NO MORE SECRET (ANONYMOUS) BALLOT WITHOUT BYLAW AMENDMENT - In a recent meeting with our attorney to prepare for the next election, is was made known to us that as of July 1, 2016 the state law no longer allows us to conduct an anonymous election unless our Bylaws specifically provide for a secret ballot (A.R.S. 33-1812.A.6). Our Bylaws do not currently have that provision. This means that at the next election you will be required to provide your name, address and signature on both the return envelope and the ballot. This is different from our previous process where you were required to sign only the outer envelope (not the inner envelope or ballot) allowing for a secret ballot. This year we will be providing everyone with an email address the option to vote electronically. Even the electronic vote option will require you to provide your name, address and signature on the electronic ballot. If the Board and community would like to continue its practice of an anonymous (secret) ballot, then the community will need to pass an amendment to the Bylaws. What's most important to know is that before any secret ballot could be conducted, the community must vote to allow it.
 
Election Preparations: As you are aware, we will be offering an electronic voting option for our election in March. To prepare to receive the electronic ballot, please do the following:
  1. Create contact. If you haven't already done so, please create a contact in your email program with the name of SCOV Elections and the email address of elections@vote-now.com. This will allow your email program to recognize the sender of our election ballot.
  2. Send test email. Also, please send a test email to  elections@vote-now.com with the subject TEST. (There will be no reply to the test email, but your email program may see a sent message as an indication that this is a good address to receive from as well.)

SCOV 30th Anniversary Celebration: We (Heart) SCOV High Tea, Wednesday, February 15, 2 PM, Auditorium, $15/pp. Join us for a High Tea celebrating 30 years of active adult living in Sun City Oro Valley. There will be special recognition for those Trailblazers who were the first to live in our community. Tickets go on sale Tuesday, January 17 in the Administration Office.
 
Club Presidents: There will be a SCOV 30th Anniversary Celebration on February 15. As part of the event, we will be showing old photos from Sun City's rich history in a slide show on the big screens in the Auditorium. We are requesting you send us 2-3 digital, or hard copies of historical photos which represent your club and its activities. We will use as many as we can, but might not be able to include them all. Please complete this form online to submit your digital photos, or you may deliver hard copies to Kat Peabody in the Welcome Center. If you drop off a hard copy, please make sure it is labeled and who it should to be returned to. To be included in the slide show, we need your photos by January 31. Rent Your Home? Please note:
  • Your Facility Access Cards (Membership cards) are non-transferable and may only be used by you. You may not give your renters your cards.
  • Before any cards are issued to renters, we MUST have your Facility Access Cards on file in the office AND your HOA dues must be up to date.
  • A renter form must be completed by you and returned by your renter(s) when they come in to receive their cards. You will find the form on the website here.
  • There is a $25 renter registration fee (for up to two cards)
  • Please note the front office will not keep on file any future rental agreements. It is the responsibility of the renter to submit all paperwork upon arrival to SCOV.
Resident Input Requested on Activity Center - We are seeking resident input on what you would like to see happen in the Activity Center upgrade/remodel. Please click here to provide your feedback.
 
Time dedicated to you for architectural changes: There have been questions about why the Community Service Coordinator's (CSC) office is open for architectural changes from 9-11 AM. This time is reserved for our residents to come in and meet with Katy Mosier to discuss what's needed to get their project off the ground and compliant with governing documents. The employees in the front office can answer some, but not all, of the home improvement questions, and you may be asked to return during the 9-11 AM time frame. When the CSC's office is not open, the CSC is busy processing home sales, and homes going into escrow, which involves working with the realtors and title companies, as well as the Architectural Compliance Team for home inspections. Violation letters are also processed through this office; which account for a significant number of phone calls with questions about the violations. This provides a little insight as to what happens when the office isn't open. Please plan to bring your requests to the CSC's office from 9-11 AM, Monday-Friday and please be considerate to our employees out front when this time frame is brought to your attention. If you forget the times, they are published in the Tipster monthly on page 2 under Community Services.
 
New Development Standard Enforcement
In December 2016, the Board approved a new Development Standard regarding the height of shrubs located near a driveway within close proximity to the sidewalk which could possibly block line of sight if someone is exiting a driveway.
No shrub or planting which significantly obstructs sight lines of persons exiting a driveway in an automobile, golf car or the like, shall be allowed. Such shrubs must be pruned to a height of 42" or less to allow a safe exit. Development Standard Section 2.17.c.vii.
In order to give residents ample time to inspect their front landscaping for this situation and trim the shrubs, no violation will be sent for three months on this matter. Beginning May 1, the 42" height rule will be enforced.
Please check your shrubs so that the line of sight is not obscured by the height of your bushes and take action to prune them.

We explain the Article Standards by which the Tipster Editorial Committee edits your article, and provide information about using the online submission system. This includes submitting photos to enhance your article and accessing and printing pages from the online version of the Tipster. We hope you can make one of these classes. Registration is online.
