Board of Directors approves walking dogs on the golf course before and after golf hours: After considerable input and debate, the Board approved walking dogs on the golf course on a TRIAL basis only during the times before and after golf when non-golfers are allowed to walk on the course. Please keep in mind that if the Rules established by the Board are not followed, the ability to walk dogs on the golf course may be revoked at any time. The Rules that the Board approved are as follows:

Rules for walking and taking dogs on The Views Golf Course

  1. Dogs may be in a golf car or walked on the golf course during the hours posted for walkers before and after golf.
  2. Dogs must be under the control of a responsible adult on a leash that is no more than six (6) feet long. No retractable leashes are allowed.
  3. Dogs must be walked on or as near to the golf cart path as practical. Dogs are not allowed on the golf course greens or any over seeded areas.
  4. Individuals walking dogs must pick up after the dogs and properly dispose of any dog droppings.
  5. Dogs that are causing a disturbance such as frequently barking or being aggressive toward other animals and/or people must be removed from the golf course as quickly as possible.
  6. Violations of any of the above will be subject to enforcement of Rules as outlined in Board Policy ADM-007, which includes fines and loss of amenity use.
  7. Board approval to allow dogs to be walked on the golf course was established on March 24, 2015 on a one year trial basis. At the end of the trial period, the Board will evaluate continuation/discontinuation of the practice of walking dogs on the golf course. However, if deemed necessary, the Board may revoke the privilege of walking dogs on the golf course at any time.
  8. Individuals who walk on the golf course with or without a dog do so at their own risk.

Please keep in mind that golfers always have priority. If you are walking on the golf course, please always yield to those who are golfing, move out of the course area when golfers are hitting and be quiet and courteous. In addition keep in mind that Oro Valley has a "Dog Leash Law" and a Town Code, Article 18-3 that prohibits "Dogs at Large". In other words, dogs must be on leashes.

Golf Course Walkers, Time Change: As is done throughout the year as daylight changes, the times when walkers may be on the course has changed. Effective immediately, walkers may be on the course up to 7 a.m. and may begin walking at 6:30 p.m. in the evening.

Personnel Issues: You have a bad experience. Maybe that not so good experience happens more than once but you don't hear about anything that is being done to correct the problem. The assumption may be that nothing is being done to correct this issue or issues. I can understand your thoughts and feelings; however, most often if not all the time, action is being taken to correct the problem. The challenge I face as the general manager or a department manager faces is that we cannot talk about personnel matters and we must follow a procedure to correct poor service, attitudes, quality of work, etc. Regardless of the fact that Arizona is a "Right to Work" state, that doesn't mean an employee can be easily suspended or terminated without going through a step-by-step process. Further, hiring and training is more expensive that many people can imagine. Therefore, the preferred approach is to counsel, implement new procedures and attempt to correct the existing problem(s). Of course, if corrections are eventually not realized, severe action such as termination becomes necessary.

Message From Recall Petition Volunteers: As many of you are aware, considerable effort has been expended towards obtaining signatures on petitions to recall the mayor and three members of the Oro Valley Town Council who effected the purchase of the El Conquistador golf courses and country club.  A significant number of signatures have been obtained, and the committee is grateful for all who have signed. At this point we are very close to having the requisite number of signatures, but with the inevitable invalid signatures likely to be discovered during the validation process (and experience tells us that the authorities doing the validating are going to be giving our signatures very thorough scrutiny) the committee feels it necessary to get extra signatures to provide a "cushion." If you have not yet signed and are inclined to support the recall, please come to the Activity Center between 9 and noon any day before Friday, April 10, which will be the last day the desk will be open.

Weathered Brown Wrought Iron Fence Painting Countdown: Have you painted your fence yet? If not, please keep in mind that there are 9 months left until January 1, 2016 when all fences need to be painted Dunn Edwards Weathered Brown. Any brand of paint may be used as long as the color is Dunn Edwards Weathered Brown.

Fall Prevention Event: As your SCOV Active Health Committee, we are pleased to present information that promotes Healthy Lifestyles. As we age, falling becomes a bigger concern due to the potential for injury. On Friday, April 17, 1pm, at the Activity Center Auditorium, Ruth Taylor-Piliae, PhD, RN, FAHA, will do a presentation on Fall Prevention. The content will include Creating a Safe Environment and an Interactive Session to Improve Balance by learning a few simple Tai Chi movements. Dr. Taylor-Piliae is an Associate Professor in the College of Nursing at the University of Arizona; her research focus is to increase physical activity for people with cardiovascular disease, including stoke, by using innovative physical activities. She is also an athlete who is running the marathon in the Arizona Distance Classic! The presentation is free but you need to obtain a ticket to attend at the Welcome Center starting on March 23. Beverages will be provided. If you are interested in joining this committee, or have suggestions for topics and/or presenters, email the chair

Drainage Easements: Recently an issue arose regarding individuals accessing the WAPA line area in the Honey Bee Association from Alamo Canyon. This access has taken place through drainage easement/spillway areas that are situated between homes. When dealing with this situation, it was determined that this property actually belongs to the property owners on each side of the spillway. To minimize liability exposure and help prevent people from entering the Honey Bee area through the spillways, the owners have placed no trespassing signs in the spillways and are asking people not to access the Honey Bee area through their property.

The Board Invites You: The Board of Directors wants to invite you to each and every Study Session and Board Meeting. Your thoughts and input are important and one of the best ways to be heard is by attending these monthly meetings. In addition to this invitation the Board would like you to stop by the meetings 15 minutes before the meetings begin so you and the Board Members can have an opportunity for a casual conversation. This pre-meeting period will give you an opportunity to have one-on-one time with Board Members so you can either talk about light social issues or an Association related issue that may be very important to you. The Study Session will be held Thursday, April 9th, at 9 a.m. in the Welcome Center, Conference Room 3. Please stop by a little early.

Swimming Pool Etiquette: Here's a friendly reminder that the SCOV pools are heavily used. If everyone is respectful and follows the rules, the pool areas will be a very fun place to exercise, sun and have fun. Remember to take a moment and sign up for swim lanes; understand that swim lanes need to be shared; realize that some people want to do laps while others want to enjoy classes and yet others want to just wade in the pool and enjoy the wonderful Arizona sunshine. Sometimes a little respect for others and compromise goes a long way toward creating a wonderful environment.

Clock Tower: It's been a fairly long time since all the clocks in the Clock Tower have worked so I understand the complaints or questions that have been registered. As I have explained in previous reports, delays in repairs have been due to a few issues including a nesting owl. However, we are very close to getting a contractor here from Phoenix who will be replacing all the clock mechanisms. This is a big undertaking as a very large lift needs to be brought in and considerable time will be taken to complete the repairs. So, please continue being a little patient as the clocks will be ticking again soon.
