Lake Clerk Tests State Online Registration Days after Governor Signs Law
WAUKEGAN, Illinois - On Wednesday, the Lake County Clerk's elections department completed successful testing of the Illinois State Board of Elections online voter registration application for data transfer to the local elections' office. The Illinois General Assembly's legislation, amended in late May and signed by the Governor on July 27, requires the all electronic registration without the voter signing a paper record. The State Board of Elections is charged to have the system operational by July 1, 2014.
In signing PA 98-0115 to enact online voter registration, the Governor cited the need "to move forward as quickly as we can with the election bill itself, especially online voter registration. We've got to get that ready for next year."
In brilliant planning, the Illinois State Board of Elections initiated contract work for online registration prior to the new law. The state's software contractor, Catalyst, has worked with election vendors throughout Illinois since 2012 to implement the State Board's central elections office serving as the clearing house for E-registration in conjunction with the Secretary of State's driver's license division. Lake County's software provider, DFM Associates, has worked closely with Catalyst since 2012 in the planning and modifications of this application.
Lake County Elections Administrator Cindy Pagano said, "The test went without a hitch. The only component left for the state to comply with the new law is completing the link for the state to send the Secretary of State an applicant's name, driver's license or state ID card number with issue date for extracting a signature for the registration record," added Pagano.
