December 2012                                                   Issue 2

Greetings!

Strong endings and new beginnings-all part of the process in a business life cycle. We are doing exactly what you are probably doing: taking a look at 2012 accomplishments, analyzing what worked, what didn't, determining what to add, change, or eliminate.

As we plan for 2013 and changing markets, I see an undercurrent of entrepreneurial strength and pent up desire to succeed. This is a time not for the faint of heart or the followers, but rather, leaders who will step forward and set the pace for innovation and growth.

Being surrounded by exactly these people here at the bwtech@UMBC incubator has proven the point-these companies are already on the accelerated growth path, whether it is in the private sector or the federal market.

We are extraordinarily happy to be working with bwtech@UMBC to produce the ONLY Government Contracting Institute offering full day masters-level instruction centrally located in Baltimore. Not only will we serve contractors working at Aberdeen, Ft Detrick, Ft Meade, DC,  Andrews, and Pax River, we also address HHS, SSN, DOL, DOE and all civilian agencies contractors.

This is an aggressive program, worth the trip to Baltimore (30 seconds off I-95) for the classes (and we are within 10 min. of BWI International Airport). It is our intention to help businesses who are ready to accelerate growth: large, mid-size or small-if you are serious, the Government Contracting Institute is your educational vehicle!

I hope you join us, we'd love to be able to tell your success story in 2013 too!

WIPP WORKS IN WASHINGTON                  by Ann Sullivan
Finishing 2012 With a Win: A Big Victory for Women-Owned Businesses
December 2012

As is my customary practice, I usually devote the December article to a list for Santa from the policy team. But something intervened that is much more important and required a break from tradition.

In what can best be described as a gift from the soon to be retired Senator Snowe and the current Chair of the Senate Small Business & Entrepreneurship Committee, the Women Owned Small Business (WOSB) Federal Contracting program has a new lease on life. As you may recall, the original law put a $4 million and $6.5 million cap on awards to women owned businesses under the program. The feedback from the contracting community was that these caps were too small, thereby hampering the program.

Each nation will be looking to engage one another in the exchange of ideas, best practices and perspectives. The U.S. delegation will also be reinforcing their goal of maintaining commercial relations with the people of Taiwan.
Small biz expert sounds off on taxes, fiscal cliff

The fiscal cliff has been getting a lot of attention, but it's the uncertainty factor that's scaring many small businesses.

Dane Stangler is in a position to understand the challenges facing people who own small companies. Stangler is the director of the Research & Policy department at the Ewing Marion Kauffman Foundation. His job is to help the foundation determine how it can encourage and mentor entrepreneurs. His department conducts research and surveys and analyzes studies done by researchers at other institutions. So he is familiar with the issues that entrepreneurs and small businesses face.

Q. What is the biggest issue with the fiscal cliff?

The fiscal cliff is not only about the tax code. It's just the uncertainty. I know that's a catchall term that everyone uses, but it's for real this time. Everyone always says businesses hate to deal with uncertainty, and it kind of has a hollow ring to it because just the nature of running a business, you're always dealing with uncertainty. But at times like this, when politicians have manufactured a crisis, this is serious uncertainty, because no one knows how it's going to change. If we do go over the cliff, we're sort of going to get whipsawed because the Internal Revenue Service is preparing for the government going over the cliff, putting in place all the new tax forms, and then, six weeks later, when they reach a deal, we're going back to the way things were. That uncertainty and that expectation of being whipsawed back or forth is really a serious issue.
