CBO Projects Large Deficit Reductions, but Assumes SGR-based Medicare Cuts |

A report released by the Congressional Budget Office (CBO) estimates that cumulative federal deficits will reach $3.5 trillion between 2012 and 2021 - a reduction from $6.9 trillion deficit that CBO projected earlier this year. However, the CBO projections include Medicare pay cuts of approximately 30 percent currently mandated under the Sustainable Growth Rate (SGR) formula and scheduled to take effect January 1, 2012. The agency explains that, should Congress vote to extend a group of policies - including certain tax rates and current Medicare pay rates - annual deficits from 2012 through 2021 would average 4.3 percent of GDP, compared with 1.8 percent in the CBO's baseline projections, and reult in cumulative deficits of nearly $8.5 trillion.

However, in a decision last year the board declared that beginning Nov. 3, 2010, it would enforce a Legislative Counsel opinion, arguing that physical therapists cannot be employed by any professional corporation, except those owned by physical therapists or naturopaths. The California Medical Association states that it is working through various channels to prevent the PT board from completing its disciplinary actions.
