HAPPY HALLOWEEN!
We are all dressed up for Halloween here at City Hall. All three windows - Finance (above) and Administration and Engineering (below) - are filled with the spirit (but not the spirits) of the day.  Be sure to bring the children in your life to City Hall for some treats on October 30, from 4:00 to 5:00 p.m. (just prior to the start of the Downtown Halloween Walk - see details below) OR on the holiday itself, all day.  All three windows will have treat bags to hand out.




HAPPY HALLOWEEN.  STAY SAFE with the following helpful tips for your trick-or-treaters.
HALLOWEEN SAFETY TIPS
STAY SAFE WITH THESE TIPS AND "TRICKS" FROM KIRKWOOD'S SAFETY MANAGER 

ALL DRESSED UP:
  • Plan costumes that are bright and reflective.
  • Make sure shoes fit well and costumes are short enough to prevent tripping, entanglement, or contact with flame.
  • When shopping for costumes, wigs, or accessories, look for and purchase those with a label clearly indicating they are flame resistant.
  • If a sword, cane, or stick is part the costume, make sure it is not sharp or too long. A person may be easily hurt by these accessories if they stumble or trip.
  • Make sure all trick-or-treaters and their escorts carry flashlights with fresh batteries.

HOME SAFE HOME:

  • To keep homes safe for visiting trick-or-treaters, parents should remove from the porch and front yard anything a child could trip over, such as garden hoses, toys, bikes, or lawn decorations.
  • Parents should check outdoor lights and replace burned-out bulbs. 
  • Wet leaves should be swept from sidewalks and steps. 
  • Restrain pets so they do not inadvertently jump on or bite a trick-or-treater.

 

ON THE TRICK-OR-TREAT TRAIL:
  • A parent or responsible adult should always accompany young children on their neighborhood rounds.
  • Plan and review the route that is acceptable, agree on a specific time when they should return home.
  • Only go to homes with a porch light on and never enter a home or car for a treat.
  • Don't assume a right-of-way. Motorists may have trouble seeing trick-or-treaters. Just because one car stops, that doesn't mean others will. Law enforcement authorities should be notified immediately of any suspicious or unlawful activity.
  • Because pedestrian injuries are the most common injuries to children on Halloween, remind Trick-or-Treaters to:
    • Stay in a group and communicate where they will be going.
    • Carry a cell phone for quick communication.
    • Remain on well-lit streets and always use the sidewalk.
    • If no sidewalk is available, walk at the far edge of the roadway facing traffic. 
    • Never cut across yards or use alleys.  Only cross the street as a group in established crosswalks.
    • Never cross between parked cars or out driveways.
TREE CLINIC
URBAN FORESTRY COMMISSION HOSTS SUCCESSFUL TREE CARE CLINIC
Kirkwood's Urban Forestry hosted a tree care clinic on October 18.  Michael Garrett is pictured below, kneeling, with two attendees.  Michael is a plant health care technician for Trees, Forests and Landscapes, a Kirkwood-based professional tree care company. He gave a detailed demonstration on tree root balls.  In this case, a root flair was detected at the base of the tree trunk, which indicated the tree's root balls had been planted too deep. Michael unearthed the root flair, allowing improved access to oxygen for the roots and reducing the chance of the tree trunk becoming infested by pathogens or pests.

VOLUNTEERS NEEDED TO PLANT TREES ON NOVEMBER 1
Now celebrating their 5th year of planting street trees in Kirkwood, the organizers of this year's 50 TREES street-tree planting campaign are pleased to announce that this year's quota for planting sites has been met. The nominating process for Fall 2014 is now closed.

This year's planting day is Saturday, November 1, when teams of volunteers will plant 65 new trees. If you would like to help with this effort, please email: KeepKirkwoodGreen@gmail.com or call Kathy Paulsen at 314-822-8947.

ANNUAL HALLOWEEN WALK IN DOWNTOWN KIRKWOOD
DOWNTOWN KIRKWOOD ANNUAL HALLOWEEN WALK HAPPENS OCTOBER 30

Downtown Kirkwood's annual Halloween Walk will be held Thursday, October 30 with trick-or-treating for children from 5:00 to 7:00 p.m., at participating businesses.  Trick-or-treat locations are located throughout Downtown Kirkwood, and all will give free candy to children.  Names and addresses of participating businesses can be found on the Downtown Kirkwood website at www.downtownkirkwood.com and on the list below. 

 

Kirkwood Kiwanis will give away limited quantities of hotdogs and soda at their food booth from 5:00 to 7:00 p.m., in Ken Connor Park, located at the corner of Kirkwood Road and W. Argonne Drive.  The Pumpkin Patch at Kirkwood Farmers' Market will feature delicious treats, fall decorations, and plenty of pumpkins.  Activities are also available for children including Fort Summit, John Deere Tractor Land, and more.  Kirkwood Farmers' Market is located at East Argonne and Taylor, one block east of the Kirkwood Train Station. 

 

The community is also invited to attend the "Meet Me at the Harvest Party," based on the movie and song "Meet Me in St. Louis" (250th birthday)  on the parking lot next to the Greentree Community Church, 132 W. Monroe., from 5:00 to 8:00 p.m. which will include family-friendly games, entertainment, refreshments, and an abundant harvest of candy. 

 

The Halloween Walk is coordinated by Downtown Kirkwood Special Business District. NEWS FROM MoDOT
MoDOT WILL TEST NEW "WRONG WAY" WARNING SIGNS ON I-44 IN CITY

In an effort to reduce wrong-way interstate driving, the Missouri Department of Transportation will test new wrong-way warning signs on I-44 ramps in St. Louis City over the next three weeks.  Crews will install new flashing signs and update striping on eight I-44 exit ramps in the City of St. Louis, including: 

  • Eastbound I-44 to Lafayette, Hampton and Jefferson
  • Westbound I-44 to Arsenal, Grand, Vandeventer, Hampton and Jefferson

The solar-powered signs are able to detect vehicles heading the wrong direction on the ramp.  They will flash and notify law enforcement about the potential wrong way incident.     In the last eight years, there have been 25 wrong-way crashes on I-44. Of those, 22 were at night, five were fatal, and four resulted in disabling injuries.  Only three of those crashes could be directly attributed to a driver impaired by drugs or alcohol.


As part of the installation and testing, crews will have to close each of the ramps during the day and at night to test the signs and ensure that they are working correctly.  Details on those closures will be released when available

ART HAPPENINGS IN KIRKWOOD
ART AT THE STATION

The Kirkwood Area Arts Council will feature the metalwork of Jeff Mueller from September 29 through November 3, at the Kirkwood Train Station, located at the corner of Argonne and South Kirkwood Road. Exhibits and receptions are free and open to the public. Art may be viewed when the station is open for passengers.   

 

JURY FOR ART AT THE STATION

The Kirkwood Area Arts Council will hold an artist jury to select 2015 exhibits for Art at the Station on Saturday, November 15, starting at 11:00 a.m. The Jury will be held at the Kirkwood Train Station, and appointments are now being accepted.  To request an appointment, call Linda Epp at 314-821-2250 or email her at LindaEpp@peoplepc.com. 

 

KIRKWOOD PUBLIC LIBRARY FEATURES ART OF GRETCHEN WHITTINGTON 

Kirkwood Public Library announces its featured artist for the months of October and November.  Gretchen Whittington's art will be exhibited in the Library's Gallery, on the main floor, through November 30.  A reception for the artist will be held Sunday, November 2, from 5:30 to 6:30 p.m.  Ms. Whittington is a St. Louis-based abstract artist who works with acrylics on canvas.   

  

ARTISTS' BOUTIQUE AT THE COMMUNITY CENTER NOVEMBER 1 & 2

23RD ANNUAL ST. LOUIS INTERNATIONAL FILM FESTIVAL

The 23rd annual Whitaker St. Louis International Film Festival (SLIFF) will be held November 13 through 23.  SLIFF will screen 389 films, including 89 narrative features, 76 documentary features, and 224 shorts. This year's festival has 239 screenings or programs, with 69 countries represented.  The festival will host more than 125 filmmakers and related guests, including honorees Doug Pray (Contemporary Cinema Award), Katie Mustard (Women in Film Award), and Timothy J. Sexton (Charle Guggenheim Cinema St. Louis Award).  The Festival opens November 13, with the premiere of "The Makings of You," a St. Louis-set and St. Louis-filmed drama by Matt Amato. An award-winning director of music videos and commercials, Amato returned to his hometown of St. Louis to shoot his feature debut, which stars Jay R. Ferguson ("Mad Men"), Sheryl Lee, and Grace Zabriskie (both from "Twin Peaks").  SLIFF's primary venues are: Plaza Frontenac Cinema, Stage at KDHX, Tivoli Theatre, Washington University's Brown Hall Auditorium, and Webster University's Winifred Moore Auditorium.  For more details and the full schedule, pleas visit www.cinemastlouis.org, or call 314-289-4150.

GARDENING TIP OF THE WEEK!
ELEPHANT EARS, DAHLIAS, CANNAS, AND MORE

To avoid dealing with mushy foliage on your elephant ears, dahlias, cannas and other plants that can be saved for next year, remove them before there is a frost or freeze.  Simply dig them up, remove the loose soil, remove the foliage and allow to dry in a dry location.  After the "bulb" has dried, there are two basic ways to store.  One option is to remove any remaining soil, wrap in newspaper, and then place in a paper bag.  A second option is to allow for drying, and then place in peat moss.  In either case, store in a cool and dry location, such as a basement, until next spring.  When the soil warms next spring, check to make sure the "bulbs" are still solid, with no signs of mold before planting.  Note: several gardeners have had success with leaving cannas in the ground over the winter.  Remove the foliage and cover with a layer of compost and/or mulch.  This works better in protected areas, such as near the foundation of your house.

That's Why God Made the Movies...
 
I love going to the movies, but over the past six months or so, I've been so busy with other stuff, I've only gone a couple of times.  Every year I tell myself I'm going to check out the St. Louis International Film Festival, and every year something comes up, or I don't see the schedule until it's already started.  I've missed a couple of really good films that way, many of which may never get shown here again.  If you are interested, a quick overview of the Festival is offered above, under Arts Happenings, along with a link to their Website, where you can see the full schedule and read the film descriptions.

Coming soon:  A much more detailed list of upcoming arts events and programming in and near Kirkwood, on the Kirkwood Arts Commission's Website page at www.kirkwoodmo.org/arts.  We'll let you know when it's live.

We are moving quickly into the busiest season of the year, starting with Halloween next week!  Be sure to check out next week's edition of "Eye on Kirkwood (in the October 31 issue of the Webster Kirkwood Times) for a calendar of holiday events you can clip and hang on the fridge!  Of course, many of these events and programs are listed on the City's Website calendar (link), and we post reminders on the City's Facebook page (link).  Check it out!
