PHOTO OF THE WEEK:  Mike Brown (L), outgoing Chief Administrative Officer for the City, Mayor McDonnell (behind Mike), and Father Jack Costello (to Mike's left) were at the front of the parade this year when the annual St. Peter School St. Patrick's Day parade stepped off.  There was lots of green and some bagpipes (which we didn't realize were Irish), and we got a little bit of video too.  You can watch that here, on our YouTube Channel, where you can also watch the nice segment Fox2 did on Mr. Brown.

the Kirkwood Des Peres Area Chamber. The public is invited to shop and taste at the Grand Marketplace Expo, at the Holiday Inn SW Route 66, 10709 Watson Road, corner of  Lindbergh, in Sunset Hills. This festive free event features more than 80 exhibitors and several local restaurants that will be providing free tastes and sips of their delicious fare. The variety of exhibitors ranges from hair cuts to hospitals. In addition, attendees can take a chance on winning a $500 Walgreens gift card or dinner for six at Café Provencal. Also, the Premier Prize Wheel will be back with lots of great items.   

Be sure to visit the City of Kirkwood table, where staff from the Police, Fire, and Zoning departments will be on hand to answer all kinds of questions!  See you there!!

Each day you visit your Kirkwood Public Library with your valid library card throughout the month of April 2014, ask a library staffer to scan your card to enter you into the drawing to win a Kindle Fire. MEET THE CAO CANDIDATE FINALISTS:  RECEPTION 
The candidate finalists for Chief Administrative Officer are scheduled to come to Kirkwood and meet with the City Council April 4 and 5, 2014, for final interviews.  A reception will be held at 5:30 p.m., on Friday, April 4, at Kirkwood City Hall in Council Chambers.  This is open to the public for anyone wishing to meet the finalists. Comment cards will be available for anyone wishing to leave comments about one or more of the candidates, and these will be forwarded to the City Council.
HUMAN RIGHTS COMMISSION NEWS
KIRKWOOD HUMAN RIGHTS COMMISSION WILL HOST SPEAKER APRIL 8
The public is invited to hear Paul Coutinho, a St. Louis University professor, speak on the top of "Transforming Society."  He will speak at 6:30 p.m., April 8, at City Hall, 139 S. Kirkwood Road, at the beginning of the monthly Human Rights Commission meeting. (The business portion of the meeting will be held after his presentation.)

FAIR HOUSING CONFERENCE, APRIL 4
A workshop bringing together community members, leaders, organizations, policy makers, and advocates that will explore barriers to equal housing in the St Louis region and create collaborative community action plans to overcome barriers and increase access to opportunities for all people. This full-day workshop will feature speakers and action-focused work sessions focusing on key topic areas affecting our neighborhoods and communities.
Details:  Friday, April 4, 2014, 8:15 a.m. to 4:30 p.m., at the Missouri History Museum, 5700 Lindell Blvd.  Sponsored by the Metropolitan St. Louis Equal Housing and Opportunity Council. RAIL SAFETY DAY AND TRAIN STATION OPEN HOUSE
KIRKWOOD RAIL SAFETY DAY - APRIL 19
Please join us for the 8th Annual Kirkwood Rail Safety Day and Open House at the historic Kirkwood Train Station, 110 W. Argonne Drive, on Saturday, April 19, from 9:00 a.m. to 2:00 p.m.  Learn about staying safe around RR trains and tracks.  An operating model train layout will be on display, and Amtrak will give away two tickets to Chicago or Kansas City in a drawing.  Live music by the Station Players from 10:00 a.m. to 1:00 p.m.

NEWS FROM MODOT
MoDOT WILL CLOSE CHESTERFIELD PKWY WEST BRIDGE OVER I-64 APRIL 1

The Missouri Department of Transportation will close the Chesterfield Parkway West bridge over I-64 at midnight on April 1.  The bridge will remain closed for four months to remove and replace the bridge over the interstate. The new bridge will have a total of eight lanes, and will include eight-foot sidewalks on both sides of the bridge. Motorists should use Chesterfield Parkway West and Route 340 (Olive Boulevard and Clarkson Road) to detour around the closure. The bridge is located near Chesterfield Mall (on the south side of I-64) and Chesterfield City Hall (on the north side of the interstate). GARDENING TIP OF THE WEEK!

BULBS ARE POPPIN'!

When bulbs such as daffodils, crocus, etc., begin putting out foliage, it is time to fertilize.  This helps this year's growth, but more importantly this contributes to next year's growth and flowering.  Tulips may be an exception to this rule.  Over time tulips have been hybridized to the point they grow more as an annual than as a perennial.  With any bulb, wait for the flowers to fade and the foliage to yellow before you cut off the greenery.  By doing so you are feeding the bulb for next season.

The Kirkwood Garden Club periodically shares a Gardening Tip of the Week with Happenings' readers.  For more information about the Club, visit their Website at KirkwoodGardenClub.org New members and guests, both men and women, are always welcome to attend their meetings and events.  Meetings are held on the first Tuesday of the month at 7:00 p.m., at the Kirkwood Community Center.

Learn more about your Police Department and about how the police do their jobs. Topics include:

BIKE-WALK SURVEY:
The City of Kirkwood, in partnership with Trailnet, is developing a Pedestrian-Bicycle Master Plan in 2014. The Kirkwood Pedestrian and Bicycle Master Plan will provide a blueprint for the development of pedestrian and bicycle improvements throughout the community, making it safer and easier to reach local destinations, including parks, schools, transit, and commercial areas. As part of this process, the City is seeking input from residents, in the form of this very quick survey. FAVORITE BUILDINGS AWARDS - NOMINATIONS OPEN

May is Preservation Month - and it's the perfect time to show how your community's history honors the past and helps build for the future.  Nominations are currently being sought for "Favorite Buildings in Kirkwood."  The deadline to submit nominations is April 15.

Design plans, buildings, or places that are deserving of recognition and that contribute to the architectural character of Kirkwood may be nominated.  Nominees need not be a designated Kirkwood Landmark. The members of the Kirkwood Architectural Review Board and Landmarks Commission will review all nominations to select this year's recipients. "Recognition Awards" will be announced during National Preservation Month in May.

  • Art at the Station: Kirkwood High School Advanced Placement (AP) Art Students' work will be on display. Please join us for their opening reception on Thursday, April 3, from 5:30 to 7:00 p.m., at the Train Station, corner of Argonne and Kirkwood Road.  Art may be viewed when the Station is open for passengers. The exhibit and reception are free and open to the public. Donations are welcome.

  • VOTE:  Election Day is April 8, and there are four candidates on the ballot in Kirkwood for open positions on City Council. 
  • Electronics Recycling Drive:  Saturday, April 19, 9:00 a.m. to Noon. Hosted by Kirkwood Sanitation, at the Public Works Building, 345 S. Fillmore Avenue.   • Earth Day at the Market:  April 19. This year's celebration includes Edgar Denison Day.

FROM THE EDITOR: The Mini Blog
Are We There Yet?  Whew, what a busy week. It's actually a very busy time of year for City employees.  The Street Department is out and about fixing potholes and taking down trees in the right-of-way (especially ash trees because of the Emerald Ash Borer - you can read about that here).  Parks & Recreation staff are getting ready for their busiest time of year, taking summer camp registrations, getting the pool ready, and signing up residents for summer passes and swim/dive classes and programs (read about all that here). The Engineering department is developing their spring/summer/fall street replacement schedule (we'll publish it here when it's ready). The Police Department is planning their Summer Citizens' Academy (see above) and their Hotdog Dayz in the Park summer series on Fridays (we'll have those dates and park locations in April). The Water Department is getting ready to implement automated meter reading (more details to come), and the Library is getting ready for its summer reading program. Your editor spent this week updating Website pages for the Landmarks Commission, Historic Preservation, and the Aquatics Center - and updating the City's direct-dial phone directory (look for it in your May utility inserts).

The change of seasons means a lot of crazy-busy work for City employees, and this year we are doing it all amid a major leadership transition.  City Council is moving forward in the selection process for the next Chief Administrative Officer for the City.  They have narrowed it to five candidates. Please join us next Friday, April 4, at City Hall, to meet the candidates and give us your thoughts and comments (see above for full details).

It is raining as I write this, which is a good thing.  We are still experiencing drought conditions, and we could use a good drenching. However, if the forecast holds, it looks like we might get two sunny days this weekend - in the 60s.  Sounds wonderful, doesn't it?  Have a great weekend, and see you next Thursday!
