TREE TRIMMING:  The weather is warming up and our crews are out in force.  This week alone, we had tree trimming crews working in several areas, including this one working on a large oak tree at the corner of West Monroe and South Clay.  Street crews are out fixing potholes and taking down hazardous trees in the right-of-way, and construction crews are out repairing roads after water-main repairs. MSD crews have been out working on sewer repairs as well.  It must be (almost) spring!  Be sure to follow the City's Facebook page or Twitter feed - @KirkwoodCity - to get reports of road closings due to all of the spring repair work going on.

BIKE-WALK SURVEY:
The City of Kirkwood, in partnership with Trailnet, is developing a Pedestrian-Bicycle Master Plan in 2014. The Kirkwood Pedestrian and Bicycle Master Plan will provide a blueprint for the development of pedestrian and bicycle improvements throughout the community, making it safer and easier to reach local destinations, including parks, schools, transit, and commercial areas. As part of this process, the City is seeking input from residents, in the form of this very quick survey. IT'S THAT TIME OF YEAR:  FOG!

SAFETY TIPS:  DRIVING IN HEAVY FOG 

Have you noticed all the foggy days we've had lately?  With spring almost here, there will probably be more.  Driving in heavy fog is like driving with a blindfold on and it is statistically the most dangerous driving hazard in existence. Here are some tips to help you stay safe should you find yourself in fog conditions:  

  • Turn on your headlights. Because many cars today have headlamps programmed to automatically turn on at night, some drivers have come to assume their lights are on whenever needed. It's a wrong assumption because these lights don't turn on automatically in foggy conditions during daylight hours.
  • Use low beams and fog lights, if equipped. Low beams direct light down onto the road and help other drivers to see you. 
  • Reduce your speed and keep an eye on your speedometer. Studies show that some drivers acclimate themselves to foggy conditions and unconsciously increase their speed over time. Most fog-related traffic fatalities occur because someone was driving too fast and couldn't stop in time to avoid a collision.
  • Don't use your emergency flasher. Studies have shown that drivers are attracted to flashing lights and tend to drive into them inadvertently. 
  • Keep your minimum safety gap to three seconds in ideal conditions; with the decreased visibility fog causes, this interval should be increased substantially. 
  • Signal early and apply your brakes slowly smoothly.
  • Always use your defroster and windscreen wipers in foggy conditions to keep the windows clear. 
  • Use the right edge of the road (aka fog line) as a guide rather than the center line, to avoid running into oncoming traffic or becoming distracted by their headlights.

TRAFFIC WILL SHIFT OVER I-44 BRIDGE DOWNTOWN THIS WEEKEND

The Missouri Department of Transportation and its contractor, KCI, will begin a major shift in traffic around downtown St. Louis this Friday, March 14.  The shifts will end with the reopening of the new, wider Walnut Street bridge over I-44 on Friday afternoon.

 

Between 9:00 a.m. and 1:00 p.m., on Friday, crews will be installing signs and preparing for the traffic shift. Cews will close northbound Memorial between Walnut and Pine Street and close southbound Memorial between Chestnut and Market Streets.  In addition, crews will reverse traffic on Memorial between Walnut and Market as well as between Chestnut and Pine. This will allow traffic to come across Walnut and loop around Luther Ely Smith Park.

 

After the traffic switch, drivers heading into downtown can use the Congressman William "Bill" Clay Sr. Bridge (the PSB) or eastbound I-44. From the Clay Sr. Bridge, drivers will be able to take the ramp to eastbound I-44 or exit to Walnut. From Walnut, they can head west to 4th Street or north to Market. From Market, they can loop around Luther Ely Smith Park to Chestnut.  From eastbound I-44, motorists will be able to take the new exit ramp at Washington Avenue, take the U-turn ramp before Washington and get onto Pine Street to head into downtown.

 

Heading out of downtown, drivers can use Walnut to access westbound I-44, southbound I-55 or eastbound I-64.  Drivers can also take Broadway to Gratiot, turn left and take the 6th Street ramp to eastbound I-64.

 

This work is part of preparations for the CityArchRiver Park Over the Highway project. Crews have completed some substructure work for the Park Over the Highway, and will soon start to build the bridge over I-44.  Work around Memorial Drive and the interstate ramps near Pine continues. The CityArchRiver Park Over the Highway project will create a seamless park experience from the city to the Mississippi River, providing visitors with a more vibrant and safer place to visit, enjoy, and return. This work will not significantly impact access to the Gateway Arch, which remains open during construction.

FAVORITE BUILDINGS AWARDS - NOMINATIONS OPEN

May is Preservation Month - and it's the perfect time to show how your community's history honors the past and helps build for the future.  Nominations are currently being sought for "Favorite Buildings in Kirkwood."  The deadline to submit nominations is April 15.

Design plans, buildings, or places that are deserving of recognition and that contribute to the architectural character of Kirkwood may be nominated.  Nominees need not be a designated Kirkwood Landmark. The members of the Kirkwood Architectural Review Board and Landmarks Commission will review all nominations to select this year's recipients. "Recognition Awards" will be announced during National Preservation Month in May.

ELECTRONICS RECYCLING DRIVE
ELECTRONICS RECYCLING DRIVE HOSTED BY KIRKWOOD SANITATION
Did you know - in 2013, Kirkwood Sanitation, in partnership with RNA Worldwide, accepted and recycled 29,071.8 pounds (or 14.5 tons) of electronics at the events they held in April and October.

FIRST DRIVE OF THE YEAR:  The next electronics recycling drive will be held as follows:
~ Saturday,. April 19, 2014, 9:00 a.m. until noon
~ At the Public Works Building, 345 S. Fillmore
~ FREE.  One Exception:  Television drop-offs are limited to ONE per car.  If you have more than one TV, they will cost $15 each to be recycled.

    The photography of Brian Nedwek and Fritz Schaeffer continues through March 31.  In April:  Kirkwood High School Advanced Placement (AP) Art Students' work will be on display. Please join us for their opening reception on Thursday, April 3, from 5:30 to 7:00 p.m., at the Train Station, corner of Argonne and Kirkwood Road.  Art may be viewed when the Station is open for passengers.   • Chamber Grand Marketplace EXPO:  Tuesday, April 1, 4:00 to 7:30 p.m. Hosted by the Kirkwood Des Peres Area Chamber. The public is invited to shop and taste at the 26th Annual Grand Marketplace Expo, at the Holiday Inn SW Route 66, 10709 Watson Road, at Lindbergh in Sunset Hills. This festive free event features more than 80 exhibitors and several local restaurants that will be providing free tastes and sips of their delicious fare. The variety of exhibitors ranges from hair cuts to hospitals. In addition, attendees can take a chance on winning a $500 Walgreens gift card or dinner for six at Café Provencal. Also, the Premier Prize Wheel will be back with lots of great items.

GARDENING TIP OF THE WEEK!

TIME TO CUT THE GRASS(ES)!  

Now is a good time to cut back ornamental grasses and loriope (monkey grass) as well as mums and other flowers you may have left for the birds to enjoy during the winter.  Tall and bushy ornamental grasses are easiest to cut if they are wrapped in twine or bungee cords before cutting.  This makes it very easy to pick up the cut blades.  If the plant is very thick, a hedge trimmer or chain saw will make the job easier.  For loriope, a lawn mower or grass whip makes the job easier.

FROM THE EDITOR: The Mini Blog
Additions to the Newsletter:  Have you noticed that we added a few new things under the "Quick Links" at the top of the newsletter (on the left)?   A couple weeks ago, I added a link to the page on the City Website where City Council minutes are posted.  If you are curious about any ordinances or resolutions that have been passed by Council, this is the place to go.  Typically, minutes get posted about two weeks after the meeting.  That's because we don't post them until they have been approved by Council, which happens at their next meeting.  On occasion, there may be a three-week gap if the meeting was the second one of the month, and it's a five-week month.

The Council approves their minutes after they have had a chance to read them over and make sure there are no mistakes. We do not post un-approved minutes. However, if you need to know about the outcome of a vote, you can call the City Clerk (Betty Montano at 822-5802) to find out or to request a copy of the DRAFT minutes by email.  We also post audio recordings of the meetings on this same page, although it may take up to a week to get them edited and posted. Finally, the Work Session minutes are also posted on this page, toward the bottom.

Today, we added two new links.  The first link, "Meeting Minutes - Boards and Commissions," will take you to a landing page for all the boards and commissions.  From there, you can choose the specific group you want on the right side of the page (in the gold sub-navigation).  Each City Board or Commission has its own page, with information about its mission and a list of approved meeting minutes.  Most of these groups only meet once per month, so it may take up to a month to get their minutes approved and posted.

Finally, the last new link, "Calendar of Meetings and Events," will take you to the Website Calendar, where all of the City's upcoming meetings are posted as well as many City events. If you want to know what a particular commission or board will be discussing at their next meeting, click on this link, scroll down to the meeting you want, and if the agenda has been posted (typically about two to three days prior to the meeting), the name of the meeting will also be a link - to the agenda. Click on that and it will open in a PDF.

The Kirkwood Arts & Culture Commission:  My Bad:  I inadvertently left out one of the members of the new Arts & Culture Commission in last week's newsletter.  Susan Grigsby has not only agreed to serve on the Commission; she will also serve as the Commission's Secretary.  Welcome to Susan and to ALL of the new members.  We can't wait to see what you have planned.

Change Your Clock...Change Your Battery:  Now that we're all getting used to the time change (well, almost), Kirkwood's Fire Marshal Leo Meyer wants me to send out another reminder about changing the battery in your home smoke detectors.  There have been multiple fire fatalities in the St. Louis region over the last month or so, and these homes had no working smoke detectors.  It only takes a minute: Be safe out there!

It looks like some wonderful weather is on the horizon for us this weekend and in the coming weeks.  We may still see an occasional dip into the 30s, but overall, the worst of this miserable winter may finally be behind us.  Have a great weekend, and see you next Thursday!
