BlueCross/BlueShield of South Carolina (BCBSSC) has rescinded the $9.12 reinsurance increase that the earlier renewal communication within the October billing statements described. It was noted that the rates you were given for the early renewal date of December 1, 2013 would be increased by $9.12 on January 1, 2014 to capture a new tax required by Health Care Reform. A separate rate sheet was included showing this additional fee. BCBSSC will pay this tax from the premiums that will be billed on December 1, 2013, so you need not present the rate sheet titled "2014 Monthly Rates" to your employees.  Please discard this rate sheet to avoid any confusion.

 

The only rate sheet that you will need to present and keep on file for the upcoming plan year is the one titled "December 1, 2013 Monthly Rates.

 

 

Probation Periods

Beginning in 2014, Patient Protection and Affordable Care Act (PPACA) requires that the probation period for new hires must not exceed a maximum of 90 days. Considering coverage can only start on the 1st of a month, not all employees are hired on the first of a month and that not all months consist of exactly 30 days, we are requesting practices to revise their probation periods to either the first of the month following date of hire, the first of the month following 30 days or the first of the month following 60 days to accommodate this provision within the law. Simply note which probation period you would like for your practice on your letterhead and fax into the SCDA office at 803-750-1644 or email to Mark Brown at brownm@scda.org. This change will be effective January, 2014. If notice is not received, your practice's probation period will be automatically adjusted to the first of the month following 60 days.

 

 

Deductible Plan Changes and Staff Additions

As a reminder, any changes to deductible plans or the addition of staff members to your medical plan, who have not been able to join in the past for a particular reason, will take effect December 1, 2013, so please be sure to send those into the SCDA office sooner than later. Additional reminders - Everyone within your practice does NOT have to be on the same deductible plan and if you wish to make no changes for the upcoming plan year, there is no action needed from your practice at this time.
