With only 2 days to go until the first official day of summer, the smell of cottages, barbecues, and beaches is in the air.

 

While we're counting down until June 21st, we're also counting down the days to our 2014 HR Forum and Awards of Excellence.  With some important related dates between now and October 24th, this issue of our newsletter will look a little more in depth at what's in store. We also look at some of the recommendations from our recent NOS - Industry Trainer project, EHRC in the news and on the move, and some important news from the Government of Canada.

2014 Forum and Awards of Excellence

The Electricity Human Resources Canada 2014 Forum is dedicated to the electricity and renewable energy industry workforce.

 

This half day national event brings business leaders and human resource professionals together. Attended by employers, labour, education, and government representatives working for and with the sector, the aim of this event is to connect, convene and inspire the industry. It represents a unique opportunity to collaborate and learn with your peers.

2014 Awards of Excellence Nominations


 

There's still time! Nominations for the 2014 Awards of Excellence ceremony on October 24th, 2014 are open until June 20th.  Award categories for this year include:

Algonquin College (AC) has a 43-year history of delivering applied post-secondary education and trades training to meet industry and professional standards. AC is dedicated to producing highly trained graduates for the electrical energy sector to address skill shortages and respond to rapidly changing technological and business environments.

 

In November 2007, Hydro One, alongside AC and three Ontario Colleges, partnered to attract qualified individuals into College Electrical Engineering Technician and Technology programs and prepare them for employment within the broader electricity sector. Hydro One supported student scholarships and bursaries, marketing, curriculum development and upgrades to laboratory equipment. This commitment enabled a stream of highly-skilled college graduates who would be ready to fill the impending retirement attrition gap that was anticipated at Hydro One and the electricity sector.

 

With the first phase of the Hydro One partnership successfully completed in 2011, AC and Hydro One continued to partner in a four year program, consisting of five inter-related areas of concentration:

  1. Bursaries and Scholarships;
  2. Capital Investment - Algonquin Centre for Construction Excellence;
  3. Investment in Electrical Energy Instructional Equipment;
  4. Applied Research;
  5. Workforce Diversity Initiatives: Electrical Technician Program for Women (WEET) and Aboriginal Green Energy Advocates.

 

Leacross Foundation, a contemporary organization with a mission to educate Women and Children in society, collaborated with Hydro One and Algonquin College to support WEET.

 

This project addresses a number of key electrical sector needs:

  • Increase the availability of skilled and trained electrical technicians and technologists for the electricity sector workforce
  • Provide applied research
  • Support greater diversity in the electrical sector workforce by preparing increased numbers of women electrical technicians and encouraging Aboriginal people to consider careers in the electrical field
  • Provide Hydro One the opportunity to affiliate with an unparalleled educational facility showcasing new construction and energy technologies

 

The AC - Hydro One - Leacross partnership provides the essentials for student success, financial assistance, state of the art infrastructure and equipment and relevant programs to support workforce diversity needs.

Apprenticeship in Ontario
 

EHRC was recently interviewed for a special insert in the Metro daily newspaper in Toronto and for a website dedicated to apprenticeships in Ontario.  This article looked at the urgent demand for skilled workers, not only in electricity but in 23 other industries as well.  The insert also featured recruitment ads aimed at women encouraging them to learn more about employment in the electricity industry.

Industry Trainer Recommendations

EHRC recently developed  a new  standard and essentials skills profile for a critical role in our industry -  trainers. As we see new hires increase and progression through the ranks, the role of training is front and centre to ensure continuity of service and high standards for all utilities. .  In this newsletter, we would like to examine two of the recommendations that emerged from both the research and the industry steering committee who led this initiative:

 

Development of a Resource Toolkit

Throughout the research process, numerous trainers and training managers (particularly those from small organizations and/or organizations just starting to offer training internally) indicated that it can be challenging (from both monetary and human resource standpoints) to develop procedures, documents and processes for various levels of the training cycle.

 

Just as project stakeholders explained that the role of Industry Trainer is unique to electricity, so too was it explained that aspects of the training cycle (although commonly accepted) are also unique to the sector. In particular, the realities and constraints placed upon the training function within an organization depends not only on size (small, medium or large enterprise) but also the structure of the internal training capacity (e.g., if there is a dedicated training department, number of resources dedicated to training, etc.). Project participants indicated that while there may be a wealth of generic training resources available on the internet, training personnel (inclusive of trainers, training managers, HR managers, etc.) do not have the time to source, assess and adapt the plethora of resources available to meet their individual needs. Instead, they require resources - in the form of templates, benchmarks, models and outlines - for the various levels of the training cycle to guide their practice. These resources, being industry-specific, will elaborate upon the unique requirements that the industry poses for training. Special considerations, including the various stakeholder groups impacted by the training initiative, the health and safety implications of effective training and the consequence of potential training error, as well as other aspects that make industry training unique, will be considered for the development of each tool and resource.

 

Development of a Train-the-Trainer Program

Previous and current research indicates that many Industry Trainers become trainers after having worked in the field as qualified journeypersons. While these individuals often have years of technical experience, some new trainers are not provided with any training or education regarding how to be a trainer. Knowledge and skills in the area of adult learning, training methodologies, effective communication and learning management are critical for industry trainers; however, many project participants indicated that they did not receive this training prior to beginning their training careers. While continuous learning is imperative for trainers, a Train-the-Trainer program would be a highly useful method for gaining foundational knowledge and skill upon which the trainer can build throughout his/her career.

 

While there are numerous Train-the-Trainer programs already in existence, many industry stakeholders suggested that Industry Trainers require unique skills and knowledge that differ from other trainers. As such, they require specialized training to hone the specific training skills required for the industry. Training offered within the electricity sector is not strictly 'lecture style' training (i.e., training that is delivered by an instructor to a group of learners). Instead, industry training involves classroom training using various technologies (e.g., smart boards, simulators and computers) and lab- and field-work training (e.g., hands-on, practical instruction and training) on a range of subjects that are often technical, legislated and safety and compliance related. It is imperative that a Train-the-Trainer program for Industry Trainers provides guidance on how to develop and manage practical training exercises, how to ensure safety and compliance within the training and work setting, how to conduct objective and accurate assessments of competence to enhance safety records, and more. An effective Train-the-Trainer program will identify all of the characteristics that make an Industry Trainer unique and provide instruction and direction for trainers based on these characteristics.

Federal Government Launches new Caps under the Federal Skilled Worker and Federal Skilled Trades Programs, and Canadian Experience Class 

 

Effective May 1, 2014, Citizenship and Immigration Canada (CIC) issued a new set of Ministerial Instructions to immigration officers regarding the processing of applications to the Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class.  The new caps include:

  

Federal Skilled Worker Program

  • Overall cap of 25,000 applications in eligible occupations stream
  • Cap of 500 applications for PhD eligibility stream
  • No limit on applicants who have a valid job offer from a Canadian employer
  • Sub-caps of 1,000 applications for each of the 50 eligible occupations

Federal Skilled Trades Program

  • Overall cap of 5,000 applications
  • All 90 skilled trades from the NOC Skill Level B groups are eligible

Canadian Experience Class

  • Overall cap of 8,000 applications
  • Sub-caps of 200 applications each for any NOC B occupation
  • Six ineligible occupations

EHRC On The Move

 

April 2, 2014 - ENERCOM

 
On Friday April 2nd, EHRC CEO Michelle Branigan was one of many inspiring speakers at the Electricity Distributor Association's ENERCOM conference in Toronto. Ms Branigan spoke about the transformation of the industry and what that means for the workforce, with a special emphasis on succession planning.
 
 
April 30, 2014 - Centre for Urban Energy Open House
 
EHRC attended the open house for the Centre for Urban Energy at Ryerson University in Toronto, Ontario.  This event was a chance for graduating engineering students to meet with industry to discuss their capstone projects.  If this event was any indication, our industry has a very promising future ahead filled with bright young men and women.
 
 
May 7&8, 2014 - Solar Ontario Conference 2014
 
EHRC recently attended the Solar Ontario Conference 2014 in Ottawa, Ontario.  This conference, attended by industry, education and government featured 2 days of learning and a trade show.  EHRC's own Kevin Joseph spoke during one of the conference's Learning Pods on what solar companies can do to attract and recruit more women to their organizations.  There was some great discussion during this session and set the stage for active engagement of women by solar organizations.  EHRC also participated in the trade show with our very own booth.

  

  

May 14, 2014 - YWCA's Pre-Apprenticeship Electrician Program for 

Women

  

EHRC Project Manager, Kevin Joseph, addressed 22 women participating in the YWCA's Pre-Apprenticeship Electrician Program in Toronto, Ontario.  During this visit, the women heard about what to expect from the industry and tips for finding apprenticeships and work in electricity.  It was also a great opportunity to hear from these women about their own life experiences.

  

May 29 & 30, 2014 - Military Employment Transition Conference 2014

CEO Michelle Branigan spoke  at the 2014 METCon in Calgary, AB in which employers met with various military support organizations to work together to help transition members of the military into civilian careers.  Michelle spoke to the need in the electricity industry for new skilled workers and how the electricity industry can benefit from transitioning military members.
