 GOVERNMENT AFFAIRS UPDATE

 

Cook County passed an ordinance, 12-O-3, effective 4/1/13, that imposes a new nontitled personal property use tax for non-titled personal property purchased outside of Cook County but first subjected to use within Cook County at 1.25%

 

If the purchaser resides within Cook County or the personal property is delivered to an address within Cook County, is prima facia proof that the property was purchased for use within Cook County and was first used within Cook County on the date of delivery.

 

People subject to this tax must register with the Cook County Department of Revenue.  Tax returns appear to be due monthly.

 RRP  RULE

Remember, if you are working on houses built pre-1978, you must be Lead Certified!  Fines are in the tens of thousands of dollars!  Find out if you are required to be certified and if the buildings you work on qualify under the rule.

NEW "KNOW YOUR CONSUMER RIGHTS" BROCHURE

 

 

 Before engaging in the business of home repair and remodeling, this brochure must be presented to the client.  If the contract is more than $1,000, in Illinois a contractor is required to put the contract in writing, provide the customer with a copy of the "Home Repair: Know Your Consumer Rights" pamphlet, and obtain written acknowledgement of their receipt of the brochure.

 

The Illinois Attorney General's office has updated that pamphlet and requires that this up-to-date version (click link above) be distributed and signed by the homeowner.

 

If the contractor does not retain a signed copy of the Homeowner Acknowledgement portion of this pamphlet, Illinois court cases have been decided that the contractor may forfeit his or her rights to collecting monies owed!
