Pardon the Disruption - Finding What Works
NECA is launching its newest initiative to prepare its members for the future. NECA Technology - the Project for Applied and Disruptive Technology, will explore the world of technology and keep members informed of what's happening today, and what will be launched in the not too distant future. Dr. Joey Shorter, NECA Director of Research, has an extensive background in education and experience in translating the work of academics into understandable, practical ideas. He will be reviewing research and presenting ideas and examples to help NECA contractors determine the impact they may bring to their business. If you are interested, please sign-up for Dr. Shorter's thread "Pardon the Disruption," and look for other NECA Technology offerings. Your opinions and suggestions are welcomed. Together, we'll find what works!

IBEW Local 595E and Collins Electrical Lend a Hand
Lord's Gym, Stockton
IBEW Local 595E and NECA contractor Collins Electrical Co. is lending a helping hand to restore the former Copeland Sports at Hammer Lane and Tam O. Shanter Drive in Stockton.

Lakeview Assembly Church acquired the building earlier this year and plans to convert it into Lord's Gym City Center, a new and expanded home for the church's youth outreach program and Helping Hands clothing and food distribution program. After spending $2 million to purchase the building the church doesn't have the money to fulfill its ambitious renovation plans, but the Lakeview Assembly is already getting help.

Collins Electrical Co. of Stockton, in conjunction with the IBEW, plans to pitch in. Chris Riley, Collins preconstruction manager, said his company has decided to draft electrical design plans for Lord's Gym, then will help solicit donations of materials from its suppliers for the project. "We believe in what the Lord's Gym is doing," he said. "To bring kids in from off the street, pull them away from gangs and give them something to do and teach them about what's available, college-wise and trade-wise, it's the right thing to do."

"IBEW Local 595 members will volunteer their time to install the wiring and lighting," said Business Representative Sam Kharufeh. He hopes to see other trade unions and specialty contractors help as well. Kharufeh said he was moved to see how Lord's Gym helps to change lives and set new direction for area youth. "The whole thing is just tremendous and I applaud them for their efforts," he said. "How can you not get behind something like that?"

The largest planned section is the gym floor, which will encompass an indoor jogging track, weight training and cardio equipment. Special features include a basketball court, boxing ring, game room and computer lab, rooms for exercise classes, childcare and men's and women's lockers. Separate from the gym and youth center will be Helping Hands, where food and clothing will be prepared and processed for distribution in the larger community.

New Manpower Portability Policy
Effective May 1, 2016 
Effective May 1, 2016, the IBEW Ninth District has created a new Inside Manpower Portability Policy. This means that the employer now has two portability agreements to choose from.

The first Portability Agreement went into effect January 1, 1997. This Agreement allows a contractor to bring up to four bargaining unit employees from their home IBEW Local Union's jurisdiction into the jurisdiction of another IBEW Local Union.

The second Portability Agreement is effective May 1, 2016. This Agreement allows a contractor to transfer up to two bargaining unit employees per construction job, from their home IBEW Local Union's jurisdiction into the jurisdiction of another IBEW Local Union. Furthermore, if a contractor utilizing this new policy provision brings in two employees per job, one may be an apprentice (although this is subject to the approval of each JATC).

Please note: This new Portability Agreement is not intended to restrict the four-bargaining unit employees per jurisdiction Agreement. However, the contractor must choose to use only one Portability Agreement per jurisdiction. For example, a traveling contractor must choose to use either the two-bargaining unit employees per job Agreement "OR" the four-bargaining unit employees per jurisdiction Agreement before traveling into the specific jurisdiction.  When utilizing the two-bargaining unit employees per job Agreement, you must complete the attached Project Notification form and send it to the respective Local Union prior to the transfer of employees.

We do encourage our contractor members to ALWAYS check with the IBEW Local Union where they plan to use the memo prior to implementation to assure its availability. Please contact the Chapter office should you have any questions.
