Meeting Held Last Week
|
 On Friday, April 29th, Greg Long (Long Electric) and Kurt Brinkman (Intrepid Electronic Systems) joined Greg Armstrong, Darlene Besst, Julie Russell and Scot VanBuskirk at the Solano Economic Development Corporation Breakfast meeting, which focused on transportation in Solano County. The meeting started with a welcome from Solano EDC President Sandy Persons, followed by a presentation from Darryl Halls of the Solano Transportation Authority regarding an overview of the streets in Solano County. It was noted that there has been a decline in the quality of the streets and roads within the County. Supports are looking to create a local fund source through Measures G & H, which would help to improve these streets and roads. - Measure H is a proposal from the County of Solano that would increase the sales tax by one-half of one cent per dollar (0.05%).
- Measure G is an advisory vote concerning the expenditure of any revenue from the proposed new Solano County 2016 Transaction and Use Tax.
A highlight of the breakfast meeting was the 'town hall' event featuring mayors within Solano County. Jack Batchelor Jr. (Mayor, City of Dixon), Len Augustine (Mayor, City of Vacaville), Norman Richardson (Mayor, City of Rio Vista), Pete Sanchez (Mayor, City of Suisun City), Harry Price (Mayor, City of Fairfield), Elizabeth Patterson (Mayor, City of Benicia), Robert McConnell (Council-member, City of Vallejo) and Jim Spering (Solano County Board of Supervisors) answered questions regarding Measures G and H. It was noted that all Mayors within Solano County are in favor of these two Measures. |
ELECTRI International's Newest Study is Now Available

ELECTRI International's newest study Measuring Productivity and the Impact of Prefabrication on Productivity is now available for the electrical construction industry. The study examined how field and office productivity and the use of prefabrication on the Electrical Contracting industry are intertwined. The research explored the impact and use of prefabrication within Lean Construction and BIM and VDC. The focus was to untangle and objectively characterize the relationship between productivity and prefabrication. The investigation resulted in a set of best practices that can help Electrical Contractors optimize prefabrication to obtain peak productivity.
The research team, led by Mark O. Federle, Marquette University, conducted specific "case studies" with 14 leading union and non-union electrical contractors and with leading mechanical contractors throughout the United States. Individual site visits and personal interviews allowed a deeper dive into the changes electrical contractors made to increase their use of prefabrication. The case studies explored the impact on productivity for field and office operations. These studies provided tactics to guide other electrical contractors who want to increase their prefabrication efforts and understand how they could use prefabrication to increase their competitiveness in the marketplace. The final investigative report includes the findings from the case studies and provides a series of tactics that may be used by an electrical contractor for implementing prefabrication and measuring its impact on productivity.
The report presents three different levels of tactics for contractors at different stages:
- beginners at prefabrication,
- contractors seeking to dramatically increase their prefabrication efforts, and
- advanced prefabricators who can benefit from a few additional tactics

New Manpower Portability Policy
Effective May 1, 2016
|
Effective May 1, 2016, the IBEW Ninth District has created a new Inside Manpower Portability Policy. This means that the employer now has two portability agreements to choose from. The first Portability Agreement went into effect January 1, 1997. This Agreement allows a contractor to bring up to four bargaining unit employees from their home IBEW Local Union's jurisdiction into the jurisdiction of another IBEW Local Union. The second Portability Agreement is effective May 1, 2016. This Agreement allows a contractor to transfer up to two bargaining unit employees per construction job, from their home IBEW Local Union's jurisdiction into the jurisdiction of another IBEW Local Union. Furthermore, if a contractor utilizing this new policy provision brings in two employees per job, one may be an apprentice (although this is subject to the approval of each JATC). Please note: This new Portability Agreement is not intended to restrict the four-bargaining unit employees per jurisdiction Agreement. However, the contractor must choose to use only one Portability Agreement per jurisdiction. For example, a traveling contractor must choose to use either the two-bargaining unit employees per job Agreement "OR" the four-bargaining unit employees per jurisdiction Agreement before traveling into the specific jurisdiction. When utilizing the two-bargaining unit employees per job Agreement, you must complete the attached Project Notification form and send it to the respective Local Union prior to the transfer of employees. We do encourage our contractor members to ALWAYS check with the IBEW Local Union where they plan to use the memo prior to implementation to assure its availability. Building Partnerships Through Customer Service
The Solano/Napa ECT is hosting a NECA Education Class where participants will learn:
