New Manpower Portability Policy
Effective May 1, 2016
|
Effective May 1, 2016, the IBEW Ninth District has created a new Inside Manpower Portability Policy. This means that the employer now has two portability agreements to choose from. The first Portability Agreement went into effect January 1, 1997. This Agreement allows a contractor to bring up to four bargaining unit employees from their home IBEW Local Union's jurisdiction into the jurisdiction of another IBEW Local Union. The second Portability Agreement is effective May 1, 2016. This Agreement allows a contractor to transfer up to two bargaining unit employees per construction job, from their home IBEW Local Union's jurisdiction into the jurisdiction of another IBEW Local Union. Furthermore, if a contractor utilizing this new policy provision brings in two employees per job, one may be an apprentice (although this is subject to the approval of each JATC). Please note: This new Portability Agreement is not intended to restrict the four-bargaining unit employees per jurisdiction Agreement. However, the contractor must choose to use only one Portability Agreement per jurisdiction. For example, a traveling contractor must choose to use either the two-bargaining unit employees per job Agreement "OR" the four-bargaining unit employees per jurisdiction Agreement before traveling into the specific jurisdiction. We do encourage our contractor members to ALWAYS check with the IBEW Local Union where they plan to use the memo prior to implementation to assure its availability. California Conference on Apprenticeship Held Last Week
|
The 29th Biannual California Conference on Apprenticeship was held in Monterey on April 26th - 29th. The conference advocates the improvement of the quality of apprenticeship programs throughout the state with a balance of politics, education and collaboration for the benefit of all labor. This year NECA representatives Darlene Besst and Pete Halver joined our apprenticeship training directors and other educators in an information filled agenda that kicked off with guest speaker Mark Breslin addressing the participants on 'Apprenticeship: A Foundation for the Future.' Mr. Breslin discussed the results of a survey that examined meeting the challenges of the changing workforce. With 80 million baby boomers (1946 - 1965) ready to retire over the next 1-7 years and 46 million Generation Xers (1965 - 1980) replacing them, he spoke on what will happen as the Millennial generation (1981 - 2000) becomes the workforce. Mr. Breslin also focused on getting away from the status quo, and starting to look at ways to open our apprentice centers to community, business, legislators, etc., as a way to create awareness.
The conference featured workshops covering various topics such as Women in Apprenticeship, Career and Technical Education, The Future of California Transportation, Leadership for the Future, Building Sustainable Workforce Diversity, Electronic Agreement Submittals, Expanding California Apprenticeship, and Apprenticeship Plans and Fiduciary Responsibilities.

Message from Training Director Byron Benton

The Spring 2016 school semester is nearing the finish line, and it won't be long before we recognize and celebrate the accomplishments of this year's graduating class. On June 4, 2016, the Alameda County Electrical JATC will be proud to honor the Spring 2016 class on their significant accomplishments of completing the five-year Inside Wiremen Electrical apprenticeship program. These dedicated and hardworking individuals will have attended and successfully completed their required classroom instruction, and received a minimum of 8,000 hours of on-the-job training. To rephrase a wise and accurate statement, "It takes a village to train and educate an apprentice to reach IBEW Inside Wiremen Electrician status." Thank you to all those in the field as well as the instructors, staff and committee members in the apprenticeship program for making this possible!
The 595 apprenticeship program continues to experience full employment of apprentices in 2016. With large projects such as Uber in Oakland, the Alameda County Electrical JATC took action to start a new class. A group of 20 individuals from the current ranking list will be provided an opportunity to become indentured apprentices in one of the finest electrical apprenticeship programs in the country. This new group of apprentices will hit the jobsites in late spring/early summer.
The apprenticeship community is saying farewell and good luck to a truly outstanding Training Director with the impending retirement of David Brooks from the Stockton Electrical Apprenticeship program at the end of May. For more than 16 years, Dave has been the wise and steady force that has produced an outstanding group of IBEW 595 Inside Wiremen Electricians in San Joaquin and Calaveras counties. What many do not realize are the significant contributions Dave has made to other apprenticeship programs in the IBEW-NECA family. As an active and trusted member of the Greater Bay Area Training Directors group for many years, Dave was an invaluable resource for others. When less experienced or knowledgeable training directors were confronted with a difficult situation, the first call frequently went out to Mr. Brooks. Dave always made himself available in a kind and caring way that would often times lead to a successful resolution. From Modesto, Santa Rosa, San Francisco, San Jose and beyond, Dave will be truly missed. The Alameda County Electrical apprenticeship program wished Dave many happy, healthy and productive years as he begins a new chapter in his life.
