Day At The Capitol
Impactful Meetings Held 
The Northern California Chapter was joined by the San Diego Chapter at our annual legislative trip to Sacramento, held last week on March 9th. Chapter President Kurt Brinkman (Intrepid Electronic Systems) joined us along with Board members Rick McKinney (Lloyd F. McKinney & Associates), Brian and Gene Gini (Collins Electrical Co.), and Gary Woody (Bockmon & Woody). Also joining us from the Chapter were Jeff Withers (Collins Electrical Co.), Kevin Gini (Collins Electrical Co., Sacramento), and Janet and Jessica McKinney (Lloyd F. McKinney & Associates). Representing Chapter staff: Greg Armstrong, Darlene Besst, Pete Halver, Julie Russell, and Scot VanBuskirk.

The San Diego Chapter was represented by NECA staff member Karen Prescott, Bob Davies (Davies Electric), and George Bonner (Phazer Electric). The day's event began with comments by our Statewide Lobbyist Eddie Bernacchi. The main topic of discussion for the day was last year's change order bill AB-1347, which garnered 100% support by legislators, but was vetoed by Governor Brown. Subsequently, the Governor directed his staff to work with supporters of the bill to come up with legislation that would work for all public agencies. We spoke to our representatives about continued work to ensure prompt payment for extra work performed by contractors, and we received overwhelming support once again. We anticipate a bill may be introduced within the next few months. Other topics of discussion included support of the $9 billion statewide school bond measure, and a request to endorse language and support legislation requiring the use of a skilled and trained workforce on public projects. Current law requires agencies utilizing alternative construction delivery methods to establish a "skilled and trained workforce." This means that all workers are either skilled journey-persons or apprentices registered in a DAS approved apprenticed program. Such requirements would ensure a high level of competency, while protecting our contractors' investment in training and graduating apprentices.

Special thanks to all of our contractors who took the time out of their busy schedules to attend and share their challenges and successes with their representatives. We would also like to express our appreciation to Eddie Bernacchi for his tireless efforts in Sacramento on behalf of our contractors.

Congressman McNerney Pays a Visit to the Chapter
Congressman Jerry McNerney visited the Northern California Chapter office on March 10th. Assistant Chapter Manager Pete Halver discussed the 120-bed VA clinic to be built in Stockton, the NECA/IBEW local working partnership, Congressman McNerney's upcoming election, and the 2016 East Bay Stand Down where Congressman McNerney has participated for the last eight years to support the many area homeless veterans. We were delighted to welcome the congressman to our office!

Working Safely with Scissor Lifts
Reminder by the IBEW/NECA Joint Safety Committee 
Scissor lifts provide a safe and reliable platform for workers to perform job tasks when used according to the manufacturer's instructions. When not used properly, scissor lifts can present a serious hazard to workers. Employers are responsible for keeping workers safe. The attached Hazard Alert highlights specific hazards present in workplaces where scissor lifts are used along with controls employers must implement to prevent injuries or fatalities.

Association Executives Institute 
On March 2nd, Julie Russell and Scot VanBuskirk, along with other NECA Chapter executives and staff met to hear updates from National NECA at the Association Executives Institute (AEI) in Boston, where the next annual NECA Convention will be held. Presentations on Labor Relations, Significant Problems with the CW/CE Programs, and the Electrical Training Alliance's Blended Learning Program were just a few topics discussed during the conference. The conference ended with special guest speaker Dave McGillivray, Race Director for the B.A.A. Boston Marathon who gave an inspiring talk about "Defining Moments."

We encourage all Chapter members to attend the 2016 NECA Convention and Trade-show being held at the Boston Convention Center from October 7th - 10th. Please note that early registration opens in June.

Project Excellence Award Program
Deadline to Submit: March 31, 2016
Don't forget to submit your project for the Chapter's 10th Annual Project Excellence Awards competition. This program was developed to recognize excellence in electrical/technology installations and the NECA contractors responsible for their outstanding achievements.

Projects completed between January 1, 2015, and December 31, 2015, in Alameda, Napa, Solano, San Joaquin, Mariposa, Merced, Stanislaus, Tuolumne and Calaveras Counties are eligible for entry. Projects outside of the Chapter's jurisdiction may be considered depending on circumstances, location and complexity.

We plan to bring back our mini-trade show where our associate members will display their products and speak to contractors about the value of partnerships. Confirmed to date are Platt Electric, Milwaukee Tool, Logo Boss, Sims Metal Management, On-Site Health & Safety, and Federated Insurance.

We are pleased to offer a special speaker this year: Atul Dighe, a futurist, strategist, innovator, leader, author, facilitator and storyteller. Atul will offer a thought provoking presentation on the speed of change in today's marketplace and the key trends driving the future; successful approaches to understanding and taking advantage of emerging business opportunities; and potential roles of the electrical contractor in the 21st century built environment. You won't want to miss his entertaining and informative presentation!

Marv Jensen Safety Award Program

The IBEW 595/NorCal NECA Joint Safety Committee is pleased to announce the 2016 Marv Jensen Safety Award program, established to recognize excellence in safety demonstrated by NorCal NECA member contractors and IBEW Local 595 electricians/technicians. Marvin Jensen was an impassioned advocate of safety and demonstrated his dedication to safety awareness throughout his career. He was a safety pioneer and his leadership, presence and dedication will always be remembered. As in years past, individual recognition and awards will be presented at the Chapter's Fall General Member meeting in September.
