Two Events Held Locally for Congressmen Denham & Garamendi
NorCal NECA Chapter Represented

Last week, Brian Gini (Collins Electric) and Greg Armstrong  attended a political fundraiser in Monterey for Congressman Jeff Denham. The two-day event offered us an opportunity to speak with the congressman about issues relevant to NECA contractors. During the opening reception, Congressman Denham outlined his goals for this session of congress, speaking to specific issues including agriculture, CEQA, regulatory reform and debt reduction. Congressman Denham is a member of the Transportation & Infrastructure Committee and serves as Chair of the Subcommittee on Railroads, Pipelines and Hazardous Materials. It was interesting that he did not touch on California's controversial High-Speed Rail project, rather maintained focus on federal issues. It was a good opportunity for Brian and Greg to spend some time with the congressman in a more low-key atmosphere. Later in the week, Kurt Brinkman (Intrepid Electronic Systems) and  Greg Armstrong, along with their families, attended a fundraiser Crab Feed for Congressman John Garamendi. It was a great chance to have a friendly conversation with a long time ally. The Northern California Chapter is proud that it has established strong relationships with its elected representatives at the federal, state and local levels. We are excited to continue down this road as we venture off to Sacramento on March 9th, and Washington, D.C. on May 17th.

San Joaquin State of the County Address
New Supervisor and Chair Moses Zapien
|
In his first State of the County address, San Joaquin County Board of Supervisors chairman Moses Zapien said this area is a region on the rise, its people are on the rise, and the state of the county is strong. "The strength of the county comes from our people," he said. "The community is stronger, safer and healthier when we work together on regional issues that transcend borders such as public safety, transportation, agriculture, water, the economy and education. The time calls upon us to work together in order to rise together."
Zapien said that careful planning and responsible leadership will be integral to the county's success, and pointed to the board's recently adopted five strategic goals it hopes to accomplish over the next three years to guide that success, including strengthening the county's fiscal responsibilities, promoting good governance, improving public safety and enhancing the criminal justice system, promoting economic development, and staying informed and proactive when dealing with water issues. Zapien said the county has many economic accomplishments to look forward to in the coming years, including the progress of the Airpark 599 project, a 550-acre mixed-use project aimed at attracting industrial, retail and airport-related businesses to Arch Airport Road and Qantas Lane in Stockton. Mr. Zapien stated that San Joaquin County is projected to lead the state in job growth this year, which means greater local employment opportunities for residents, growth in the labor force, an increase in personal income for families, and growth in job sectors such as construction and trades.
Governor Brown recently appointed Mr. Zapien to the Board of Supervisors seat vacated by Steve Bestolarides. Mr. Zapien came to the County from the City of Stockton, where as a city councilman he was instrumental in working with the Building Trades on the City of Stockton PLA. Darlene Besst recently attended an event in support of Mr. Zapien's run for his Board seat in June.

Prevailing Wage Claims: AB 326
|
Authored by Assemblyman Jim Frazier, AB 326 addresses the issue of contractors having to post a cash deposit with the Department of Industrial Relations (DIR) to avoid liquidated damages from prevailing wage claims. As currently drafted, the bill will require DIR, following a settlement or dismissal, to refund the cash deposit to the contractor within 30 days. Currently, there is no deadline and it has taken, in many cases, months to return monies rightfully owed to contractors. The Building Trades and AGC are in continuing discussions with the DIR to allow a contractor to post a bond instead of cash. AB 326 was heard in the Assembly Labor Committee on January 6th, and passed without opposition. It also passed the Assembly and is awaiting a hearing in the Senate Labor Committee.

Welcome New Member Grafton ElectricSolano/Napa Counties Division
|
The Chapter is pleased announce that Grafton Electric has joined the Northern California Chapter's Solano/Napa Counties Division. Co-owner Patrick Grafton is a 1991 graduate of the Local 180 Apprenticeship. He was rotated in his fourth year and turned out while at Amos Walker Electric on the Dixon Medical Center. Subsequently, he was employed at Napa Electric Shop until 2014, when he and his brother Mike Grafton ventured off to establish Grafton Electric. Grafton Electric's crew is growing thanks to their relationships in the wine industry, which makes up 95% of their work in the areas of consulting, design and installation. We wish Grafton Electric continued growth and success and look forward to Patrick's participation at the Solano/Napa Counties Division.

Hazard Alert: Scaffolding
|
The IBEW/NECA Joint Safety Committee reminds you that buildings scaffolding for work projects can present numerous serious hazards to employees. According to OSHA, injuries related to scaffolds include falls, tip-overs, being struck by falling equipment, and coming into contact with energized power lines. Read more here.

Marv Jensen Safety Award Program Deadline to Submit: April 29, 2016

The IBEW 595/NorCal NECA Joint Safety Committee is pleased to announce the 2016 Marv Jensen Safety Award program, established to recognize excellence in safety demonstrated by NorCal NECA member contractors and IBEW Local 595 electricians/technicians. Marvin Jensen was an impassioned advocate of safety and demonstrated his dedication to safety awareness throughout his career. He was a safety pioneer and his leadership, presence and dedication will always be remembered. As in years past, individual recognition and awards will be presented at the Chapter's Fall General Member meeting in September. Project Excellence Award Program
Deadline to Submit: March 31, 2016

Don't forget to submit your project for the Chapter's 10th Annual Project Excellence Awards competition. This program was developed to recognize excellence in electrical/technology installations and the NECA contractors responsible for their outstanding achievements. Projects completed between January 1, 2015, and December 31, 2015, in Alameda, Napa, Solano, San Joaquin, Mariposa, Merced, Stanislaus, Tuolumne and Calaveras Counties are eligible for entry. Projects outside of the Chapter's jurisdiction may be considered depending on circumstances, location and complexity.
