Alameda Division Policy Advisory Committee Meeting Held
|
On Friday, January 15th, the Alameda Division held a Policy Advisory Committee meeting, where members had an opportunity to discuss various sections of the Collective Bargaining Agreement (CBA) that may need to be modified or improved during upcoming negotiations. Other topics such as market share, work picture, length of contract and wages were discussed.
We encourage all of our Alameda County contractor members to review the current CBA and contact Greg Armstrong with any items of discussion. During the next Alameda Division meeting on February 2, 2016, Chair Brad Gill will give members in attendance an opportunity to bring forth ideas for consideration during upcoming negotiations. These ideas will be presented to the Negotiating Committee.

5th Annual Day at the Capitol March 9, 2016

Our 5th Annual Day at the Capitol is March 9, 2016. Contractors' personal stories and interactions with elected officials have been impactful over the last four years, and have had a favorable result on legislation to protect the union electrical contractor's interest. Attorney General Kamala Harris Visits IBEW/NECA Training Center in Stockton

Last week, IBEW Local 595E hosted a Building Trades Town Hall meeting at our JATC facility in Stockton with Attorney General Kamala Harris. Ms. Harris did not visit as attorney general, rather as a candidiate for outgoing Senator Barbara Boxer's seat. Click here to read more about her visit.

This program was developed to recognize excellence in electrical/technology installations and the NECA contractors responsible for their outstanding achievements. Projects completed between January 1, 2015, and December 31, 2015, in Alameda, Napa, Solano, San Joaquin, Mariposa, Merced, Stanislaus, Tuolumne and Calaveras Counties are eligible for entry. DIR Temporarily Suspends Enforcement of the eCPR Requirement for Public Works Projects
Expected to Resume in June 2016
|
The Department of Industrial Relations has announced it is temporarily suspending enforcement of the eCPR requirement on public works projects effective immediately, but expects to resume in June 2016 after upgrades to their systems and further education and outreach. The suspension comes after numerous inquiries the DIR has received regarding the difficulty that many contractors and subcontractors are having with the eCPR requirements effective January 1, 2016. This notice only applies to the obligation to submit CPRs into DIR's eCPR system. Awarding bodies must still ensure that contractors and subcontractors are registered under DIR's contractor registration system and in compliance with all other prevailing wage laws including, but not limited to, Labor Code Section 1776 (Reporting of Certified Payroll Records). This notice also does not affect the ability or obligation of labor compliance personnel, or rights of other interested parties, to request and obtain certified payroll records (hard copies in the absence of electronic records). Federal Tax Credits for EV Charging & Infrastructure
|
In December 2015, President Obama signed the Consolidated Appropriations Act of 2016 (H.R. 2029). Division Q, the Protecting Americans from Tax Hikes Act (PATH Act), retroactively extended the tax credit for EV charging infrastructure for 2015 and going forward for 2016. Read more here.
There are several PATH Act provisions with potential implications, but the key provisions related to EV charging are:
- Alternative Infrastructure Tax Credit: Section 182 extends the tax credit for alternative fuel infrastructure through December 31, 2016. Fueling equipment and related infrastructure for electricity are eligible for a tax credit of 30%, up to $3,000.
- Retroactive for EV Charging Infrastructure placed in service in 2015: This means if you installed EV charging in 2015, you can take advantage of this credit for your investment.

Remember to submit your reimbursement request for meetings and events attended in 2015. The deadline to submit for your 2015 education fund reimbursement is January 31, 2016. An accounting of remaining education fund credits was sent to each Chapter member in December. Take advantage of this member-only benefit and submit for your reimbursement before the deadline. Attendees will receive a certification card for participating in this valuable training, which is valid for two years.
