Cadillac Tax Delay 
Effective 2020
On Thursday, December 17, 2015, Congress voted to pass the spending package for the government's 2016 fiscal year. A highlight of this spending package included a delay on the Cadillac Tax, a 40% excise tax on health plans that exceed certain thresholds, effective 2020 rather than 2018. Our Plan professionals and trustees will continue to monitor Health Care Plan costs to ensure they stay under the Cadillac Tax thresholds, which would take effect in 2020; however, we are hoping this two year delay is just the first step towards repealing the Cadillac Tax altogether.

Toys For Tots Drive In Modesto
IBEW & NECA Annual Giving
IBEW Local 684 and NECA Contractors helped with the annual Marine Toys for Tots drive last week. Business Manager Billy Powell and Business Rep Bobby Stutzman helped purchase and collect toys for Local 684 and its associated contractors. Twenty-two bicycles and helmets, and approximately $4,000 in toys were purchased. Local Radio station KAT 103 helped transport the donations, and provided on the air interviews of donors.

NECA Tri-District Meeting 
Amsterdam, July 9-14, 2016 
The 2016 NECA Tri-District Meeting will take place in the vibrant and unique city of Amsterdam. Registration is now open with an optional two-night pre-trip visit to Brussels and Bruges in Belgium. An eight-night post trip includes one night in Paris (on Bastille Day!), plus a seven-night Siene River cruise to Normandy.

Prompt Pay Workshop

The Solano & Napa Counties Electrical Contractors Trust will host a Prompt Pay Workshop at the Napa Training Center. Attorney Dan McLennon will shed light on laws and proactive approaches to help with prompt payment issues. No charge for contributors in Local 180 jurisdiction; all others $50. Northern California Chapter members may use education fund credits to attend.

DIR Reminds Public Works Contractors To Renew Registration Before January 1
Avoid Hefty Penalty
The DIR announced that a mandatory renewal deadline is approaching for contractorswho bid or work  on public works projects in California. Contractors whose public works contractor registration expired June 30, 2015, and have ongoing public works projects or plan to bid on new ones, must pay the $300 renewal fee before January 1, 2016, or face an additional $2,000 late penalty after that date.For more information, visit the DIR Public Works page.

NECA Urges Congress To Address
Critical Issues  
Before Year End
As we enter the closing days of the first session of the 114th Congress, NECA went on record in a letter sent to all 535 offices on Capitol Hill, and urged Congress to address some critical issues that must be addressed before the end of 2015.

Alameda County Waste Management Mandatory Recycling
Fines Being Issued For Non-Compliance
The Alameda County Waste Management Authority has begun issuing fines to businesses and multi-family properties still in violation of the Mandatory Recycling Ordinance that went into effect in July 2012. To date, over 100 citation notices have been served countywide, and more are expected as routine inspections continue. To set up collection service, contact the hauler listed on your garbage bill.

Local 595E & 595W Streamlined Reporting  
Effective January 1, 2016
We are excited to announce our efforts to streamline and simplify the payroll reporting process. Effective January 1, 2016, employers reporting in Locals 595E and 595W will be able to submit all benefits and contributions owed using a single check. Details will be emailed to the payroll contact mid-December for January payments. Contact Julie Russell if you have any questions.
