California School Board Association Conference, San Diego 
Annual Meeting Update
Last week, Darlene Besst attended the annual CSBA Conference in San Diego. Our annual dinner with the Construction Trades was again a highlight and a huge success. School Board members and officials throughout California gathered together with the Trades and related Associations to enjoy a meal and conversation. The annual dinner provided us with a unique opportunity to network with our friends, meet new board members, and build upon and establish new relationships. Discussions included pathways to careers and much needed school construction to meet California's energy efficiency goals. In 2016, over 100 school districts in California will go out for construction bond measures.
 
State Superintendent of Public Instruction Tom Torlakson joined us again this year and briefly addressed the crowd on his proposed $9 billion statewide bond measure. Tim Sbranti, former Mayor of Dublin and now Deputy Chief of Staff to Congressman Eric Swalwell was also in attendance. Tim talked about his new board position on the California Collaborative for Educational Excellence (CCEE). The CCEE was established to provide advice and assistance to LEAs (charter schools, school districts, and county offices of education) in achieving goals set forth in the Local Control and Accountability Plans (LCAPs).
 
San Diego JATC directors Patrick Knighton and Tammy Spinks, along with IBEW Local 639 Business Manager Mark Simonin and business developers manned the Statewide JATC booth on the convention floor where more conversation took place with conference attendees.

595 East & 595 West Streamlined Reporting 
Single Check Implementation on January 1, 2016
We are excited to announce our efforts to streamline and simplify the payroll reporting process. Effective January 1, 2016, employers reporting in Local 595 (East and West) will be able to submit all benefits and contributions owed using a single check. Details will be emailed to the payroll contact mid-December for January payments.

Oakland's Minimum Wage Increase
Measure FF Deadlines
Measure FF provides annual increases to Oakland's Minimum Wage based on the Consumer Price Index.
  • By December 15, 2015, employers are required to provide notice to employees and prominently display posters on the new Minimum Wage
  • On January 1, 2016, the hourly minimum wage rate increases $0.30 to $12.55.
  • Other benefits mandated by Measure FF - paid sick leave and payment of service charges - remain the same as when the employment laws took effect on March 2, 2015.

Tell Congress To Repeal The Cadillac Tax Before The End Of The Year    
Take Action
In 2018, plans that provide generous benefits (aka "Cadillac plans") will be unjustly subject to an excise tax of 40% of the value of the excess benefits (effective January 1, 2018). A "Cadillac plan" is one whose benefits are valued at $10,200 per year per individual, or $27,500 per family. This tax will penalize employers who do the right thing by hitting them with extraordinarily high taxes on employer-provided insurance plans that offer quality coverage to their employees.

Tell your Representative to repeal the "Cadillac tax" before Congress adjourns for the year!

Join us for a CALCTP-AT Certification class, scheduled at the Zero Net Energy  Center in San Leandro on both Saturdays, December 12th & 19th. This two-day training is open to all IBEW & NECA members, and is required under new Title 24 regulations for acceptance testing. See attached for details.

Education Fund Credits For 2015  
Deadline To Submit: January 31, 2016
As the end of 2015 approaches, remember to submit your reimbursement request for meetings and events attended in 2015. The deadline to submit for your 2015 education fund reimbursement is January 31st. An accounting of remaining education fund credits was sent to each Chapter member last week.
