Webinar Highlights Significant NEC Changes     
December 9, 2015
Every three years, the National Electrical Code (NEC®) is updated to reflect the newest installation  practices utilized by the electrical industry, bringing about hundreds of changes to the code. To review these changes, NECA will host a 90-minute webinar on Wednesday, December 9, at 8AM (PST), facilitated by Michael Johnston, to provide NECA member-contractors and industry professionals with a look at some of the most significant changes in the code. Congratulations To The Newly Elected Officers
In recent weeks, each Division has elected representatives to serve on the Chapter's Board of Directors. In Alameda County, Brad Gill, John Modica, and Kim Scruggs were re-elected to the Board of Directors. Danny Mann was re-elected to represent the Modesto Division. The Napa Division elected Ruben Perez. Stockton Division members re-elected Lew Frain. Rick McKinney was re-elected by the Technology Division.  

Special thanks to all the candidates for their willingness to represent their peers and the industry!  

At their meeting on November 24, the NorCal NECA Board of Directors elected the following officers to serve for 2016:

Know Your Agreement   
Holiday Work Schedule
As we approach the New Year, a question often asked is which holidays are recognized in our agreements. Each agreement specifies holidays recognized and what compensation is required if work is performed.
 
For your reference, we have summarized a list of holidays recognized under each agreement covered by the Northern California Chapter. In instances where it is necessary that employees covered under the agreement must work, employees are paid at double the regular straight time rate of pay. Exception: The Local 595-E Motor Shop Agreement states that employees are to be paid two and one-half times the regular straight time rate of pay where it is necessary for an employee to work on a scheduled holiday. Some agreements preclude any work on Labor Day, except under emergency circumstances and only with the Business Manager's approval.
 
Another area that should be reviewed is Carpenter's "Off Days," which means that if electricians work on a project with other crafts that receive premium pay for the Carpenter's "Off Days" then the electrician(s) shall also receive premium pay. However, if work is performed on a project where no other trade(s) receives premium pay, then electricians likewise shall not.

Alameda County Measure BB Update    
Full Speed Ahead!
November marks the one-year anniversary of the passage of Alameda County's Measure BB, the ˝ cent sales tax increase to generate billions of dollars for essential transportation improvements in Alameda County cities. Measure BB came into effect on April 1, 2015, and funds disbursement to all Alameda County cities and transit agencies began in July.
 
In June 2015, the Alameda CTC approved the first Comprehensive Investment Plan (CIP) that allocated more than $47 million in funding for capital project scoping, design and construction. Projects include Bus Rapid Transit, interchange improvements, HOV lane extensions, and the new BART Irvington Station (Fremont) among many others. The CIP included $1.2 billion over the next five years to support capital projects, funds for transit operations, local street maintenance, bicycle and pedestrian paths and safety and paratransit and transportation programs. In spring 2016, Alameda CTC is scheduled to approve its second CIP for additional project funding. CALCTP-AT Certification Class     
Become Acceptance Testing Certified
Join us for a CALCTP-AT Certification class, scheduled at the Zero Net Energy  Center in San Leandro on both Saturdays, December 12th & 19th. This two-day training is open to all IBEW & NECA members, and is required under new Title 24 regulations for acceptance testing. See attached for details.

Stockton City-Wide PLA      
Correction
Last week we reported that the Stockton City Council voted unanimously to enter into negotiations on a PLA to cover San Joaquin, Calaveras, and Alpine Counties. The PLA will cover the City of Stockton only on projects valued at over $1 million.  Apologies for any confusion this may have caused.

Education Fund Credits For 2015  
Deadline To Submit: January 31, 2016
As the end of 2015 approaches, remember to submit your reimbursement request for meetings and events attended in 2015. The deadline to submit for your 2015 education fund reimbursement is January 31st. An accounting of remaining education fund credits was sent to each Chapter member last week. Take advantage of this member-only benefit and submit for your reimbursement before the deadline. Questions? Contact Janet Siemens at the Chapter office.
