Solano Economic Development Corporation  
Breakfast With Congressman Mike Thompson Held Last Week
Last week, Darlene Besst and Greg Armstrong attended a Solano EDC breakfast meeting, where special guest and speaker Congressman Mike Thompson addressed attendees. Prior to his address, Greg and Darlene had an opportunity to speak one-on-one with the congressman about various issues in Washington. Congressman Thompson addressed the audience on job creation and growth as a top priority, and mentioned that he often visits businesses when he is in town. He talked at length about opportunities at Mare Island and grants that were received, which created hundreds of jobs. The congressman talked about the availability of new market tax credits to promote economic growth and mentioned the importance and need for renewable energy projects on Mare Island. He discussed Property Assessed Clean Energy (PACE) financing and mentioned that HUD has announced that it will start working with PACE, which should allow for its expansion.

The congressman also talked about the need for infrastructure improvements, another obvious job creator. To that end, Greg attended the Solano EDC Transportation Research & Education Committee meeting last week, where discussion was focused on a possible Solano County sales tax initiative for road maintenance, repair and traffic safety projects, including improved signaling and intersection reconfiguration. The committee is made up of elected officials, the Director of the Solano County Transportation Authority and Solano County business leaders who also participate with the Solano Economic Development Corporation. The half-cent sales tax proposal is targeted for the June 2016 ballot and would generate $35 million annually for a five-year period for the seven cities that make up Solano County.
 
Many elected officials were in attendance. Greg and Darlene had an opportunity to speak to a few of them including Assemblymember Bill Dodd, Supervisor Jim Sperring and Fairfield Mayor Harry Price.

Affordable Care Act Reporting Requirements   
Effective In 2016
Last Monday, our e-blast included an article on Affordable Care Act Reporting Requirements. Below is some more information that you should know.
 
The Northern California Chapter has confirmed that BeneSys Administrators (health & welfare administrators for IBEW Locals 180 and 595), the FMCP Administrators (health & welfare administrator for IBEW Local 684), and United Administrative Services (health & welfare administrator for sound & communications) will provide the necessary information and filings for the 1094-B and 1095-B forms for your bargained employees. They will not provide the information for the 1094-C and 1095-C forms for the bargained employees as they do not know which employers constitute as Applicable Large Employers under the ACA (employers with 50 or more full-time employees in the previous year).
 
Below are some important reporting deadlines for the 2015 calendar year coverage:
 
1. January 31, 2016:  Full-time employees must receive a copy of their 1095-B form indicating coverage information for members and dependents as they need to include the forms with their IRS Tax Filings.
    • Note, the multi-employer plan administrators will be sending this form to all bargained employees.
    • Also to note, full-time employees must receive a copy of their 1095-C forms if they are employed by an Applicable Large Employer by this date as well.
2. February 28, 2016:  Employers and multi-employer plan administrators must file with the IRS the 1094-b and 1095-B forms.  Applicable Large Employers must also file the 1094-C and 1095-C forms.
    • Note, if you are filing these forms electronically, the deadline is March 31, 2016.
    •  If you are unable to meet the deadlines, you may request extensions of time to file information returns or furnish employee statements, but you must file in writing prior to the due date.
Note, on September 16, 2015, the IRS finalized the forms and instructions for the new reporting requirements. Please click here to view these finalized forms and instructions.
 
Conclusion:
  • Determine the information which will be provided by a multi-employer plan administrator (such as BeneSys Administrators, the FMCP, or UAS), and what information needs to be provided by your company.
  • Remember, the multi-employer plan administrator will only remit information to the IRS based on contributions they receive, so they will not remit information to the IRS for any employees that are covered by a different health plan.
  • Determine if you are an Applicable Large Employer, as defined by the ACA.
  • Work closely with your reporting vendor or in-house team.
  • Timely submit information to your employees and the IRS.

The NorCal Chapter is solely providing information to your company, however, we are not qualified to guide your company through these new ACA Reporting Requirements.

PG&E Hosts Seminar Or Webinar

Advanced Estimating Workshop
Wednesday & Thursday, November 4-5
Individuals should have a firm grasp of basic estimating principles and experience preparing bids.

This course was developed to discuss all phases of the estimating process, this course covers all phases of preparing a competitive bid. Key topics include identifying desirable bid opportunities, analyzing the company's capabilities to insure profitable results, the estimator's role at various stages of the project, writing an effective scope letter, and identifying often hidden costs in the bid documents.
Following this class, participants will be able to:
  • Discuss the steps necessary to prepare a competitive bid
  • Identify the most desirable bid opportunities
  • Describe how a company's capabilities can be analyzed to insure profits
  • Discuss cash flow and bonding
  • Discuss relevant contract terms
  • Identify price adjustment techniques, overhead, and profit
  • List the documents required to estimate a construction project
  • Participants who complete this course will be awarded 12 Continued Education Hours.
