Addresses Trades
   
Held At IBEW/NECA Training Center, Stockton
Assemblywoman Susan Eggman spoke to building trades representatives last week on happenings in Sacramento. She covered construction and energy efficiency, status of Proposition 30, effects of Proposition 13, health care, and a number of other topics. Assemblymember Eggman has proven to be an advocate for both IBEW and NECA contractors, and has maintained an open door policy and willingness to sit down and discuss issues of concern to the electrical industry. Sam Kharufeh asked the assemblymember to write a letter to the City of Stockton in support of the trade's PLA efforts, which she agreed to do. Darlene Besst had an opportunity to speak briefly with Susan, and thanked her for her continued support, most recently with change order legislation.

US Circuit Deems NLRA Preempts Construction Union Programs 
Job Targeting & Market Recovery Programs Safe
The National Labor Relations Act preempts an Idaho law that sought to prohibit construction union programs that use funds from union members' wages to subsidize contractors' winning bids on building projects (the U.S. Court of Appeals for the Ninth Circuit ruled Sept. 16 (Idaho Bldg. & Constr. Trades Council, AFL-CIO v. Wasden, 2015 BL 298844, 9th Cir., No. 11-35985, 9/16/15).
 
Ruling in favor of Idaho construction unions, the Ninth Circuit said the state's Fairness in Contracting Act is "facially invalid" because it interferes with the National Labor Relations Board's interpretation and enforcement of the NLRA, which the board has interpreted to permit union "job targeting" and "market recovery" programs the state law would prohibit.
 
The decision is a victory for construction unions that use job targeting or market recovery programs to protect or enhance union contractors' market share in a competitive market.  Source: BNA

Seminar On Significant Changes
To The 2014 NEC

Michael Johnston will be the guest speaker at the Codes & Standards Committee's annual seminars. He will speak about significant changes in the 2014 National Electrical Code (NEC) and changes coming in the next edition of the NEC-2017. Key areas of the presentation will include energy management, energy storage, large-scale PV installations, and micro-grids. Changes relating to rapid shut-down requirements for solar photovoltaic systems on buildings will also be discussed.

Solano & Napa Counties Electrical Contractors Trust is hosting a LEED Green Associate Exam Training Workshop on Tuesday, October 27th, at the Napa Training Center. GreenStep will present a full-day workshop of instruction related to training for the LEED Green Associate Exam, focusing on key information necessary to pass the exam.  Contractors (and their employees) who work in the Local Union 180 jurisdiction and contribute to the Trust may attend at no charge. Non-contributors may attend at $250 per person.

Advanced Estimating Workshop

PREREQUISITE:  Completion of Basic Estimating of Electrical Construction
- Individuals should have a firm grasp of basic estimating principles and experience preparing bids

This course was developed to discuss all phases of the estimating process, this course covers all phases of preparing a competitive bid. Key topics include identifying desirable bid opportunities, analyzing the company's capabilities to insure profitable results, the estimator's role at various stages of the project, writing an effective scope letter, and identifying often hidden costs in the bid documents.
Following this class, participants will be able to:
  • Discuss the steps necessary to prepare a competitive bid
  • Identify the most desirable bid opportunities
  • Describe how a company's capabilities can be analyzed to insure profits
  • Discuss cash flow and bonding
  • Discuss relevant contract terms
  • Identify price adjustment techniques, overhead, and profit
  • List the documents required to estimate a construction project
  • Participants who complete this course will be awarded 12 Continued Education Hours.
