Lew Frain Academy Induction
Installation Into NECA's Prestigious Academy of Electrical Contracting

We are pleased to announce that Lewis Frain, Con J. Franke Electric, has been selected to become a Fellow of NECA's Academy of Electrical Contracting. Lew was nominated by our Chapter in 2013, and notified of his selection last month. A process which takes two years, Lew's nomination was reviewed and approved at two consecutive Annual Meetings of the Academy's Jury of Fellows and its Board of Directors. Fellowship in the Academy of Electrical Contracting is an honor desired by many, but bestowed on few. Lew was selected for his years of services to the electrical industry, both locally and nationally. A formal installation into the Academy will take place during the NECA convention on Sunday, October 4th. The Northern California Chapter will host a reception at the NECA convention in Lew's honor. We will provide details as they are finalized.

Apply For The CA Competes Tax Credit Workshop

The Solano Economic Development Corporation and City of Vacaville are co-hosting a workshop presented by the Governor's Office of Business and Economic Development. The one-hour California Competes Tax Credit Workshop is designed to help businesses understand the application process. The workshop is being held on Monday, July 20, 2015. Registration begins at 8:45AM, followed by the workshop from 9AM until 10:30AM at the Vacaville City Hall, Council Chambers, 650 Merchant Street. Space is limited. Distracted driving has become an epidemic in the United States, and its often fatal consequences are a threat to your workers, your business and the public. The Assistant Secretary of OSHA recently spoke at a symposium on the dangers of distracted driving, including texting and cell phone use.

Obama Releases Overtime Protections
Employers Should Be Aware

Last week, the President released a long-anticipated rule extending overtime protections for nearly 5 million people as early as 2016.  The proposed rule would more than double the salary level under which virtually all workers qualify for overtime pay whenever they work more than 40 hours in any given week.  That threshold, now $23,660, would increase to $50,440.

 

Employers should be keenly aware of these forthcoming rules as they will possibly affect non-bargaining unit employees.  The U.S. Department of Labor's Notice of Proposed Rulemaking (NPRM) focuses primarily on updating the salary and compensation levels needed for white collar workers to be considered exempt. Specifically, the DOL proposes to:

  • Set the standard salary level at the 40th percentile of weekly earnings for full-time salaried workers ($921 per week, or $47,892 annually);
  • Increase the total annual compensation requirement needed to exempt highly compensated employees to the annualized value of the 90th percentile of weekly earnings of full-time salaried workers ($122,148 annually); and
  • Establish a mechanism for automatically updating the salary and compensation levels going forward to ensure that they will continue to provide a useful and effective test for exemption.

Lastly, the DOL is not proposing any changes to the current duties test but is soliciting public comments for additional occupation examples and requests comments on the current requirements.  Similarly, the DOL is seeking comment on the possibility of including non-discretionary bonuses to satisfy a portion of the standard salary requirement.

LEED Exam Training Workshop  
Thursday, July 23, 2015 
The Solano & Napa Counties Electrical Contractors Trust is hosting a LEED Green Associate Exam Training Workshop on July 23rd, at the Napa Training Center, 720 Technology Way. GreenStep will present a full-day workshop of instruction related to training for the LEED Green Associate Exam, focusing on key information necessary to pass the exam. Materials and equipment will be provided. The class will start at 8AM with registration and a continental breakfast; the workshop will begin promptly at 8:30AM, and end at 4:30PM. Lunch will be provided at noon.
 
Contractors (and their employees) who work in the Local Union 180 jurisdiction and contribute to the Trust may attend at no charge. Non-contributors may attend at $250 per person.
