NECA Sponsored Change Order Reform
Legislation Moves Out First Policy Committee on AB-1347

NECA sponsored legislation to ensure contractors are paid timely for "change order" work was voted out of its first policy committee yesterday.  Despite opposition from virtually every public agency in the state, the bill was passed unanimously. The bill (AB-1347) should now be heard in the Appropriations Committee by the end of May. Special thanks to all who visited with our legislators two weeks ago in Sacramento at our annual Day at the Capitol. Between NECA and the American Subcontractors Association, more than 100 personal visits with legislators took place, with AB-1347 as our top priority. Significant hurdles still remain, but moving out of the first policy committee provides the issue with needed momentum.  We will keep you informed on the progress of this important measure as the 2015-2016 California legislative session moves forward.

 

AB-1347 puts a process in place that requires agencies to respond to a contractor's claim for payment in a timely manner, requires the agency to pay out portions of the work they acknowledge/agree they owe the contractor, and implements a fair process for resolving any disputed portions of a claim.

PDE Receives National NECA Safety Award 
For NECA District 9
Congratulations to PDE Total Energy Solutions for receiving a National NECA Safety Excellence Award. NECA's Safety Excellence Awards program is an elite safety recognition program focused on recognizing thriving companies that excel in multiple areas of their safety and health programs. Awards are given to member companies that consistently have OSHA recordable injury and fatality rates at levels lower than the industry standard, and implement internal company safety practices above and beyond basic compliance. The Zero-Injury Award recognizes those member-companies that have worked a full calendar year without recordable incidents.

Cal/OSHA Changes to Heat Illness Prevention
Revisions Effective May 1, 2015
Reminder... California's Occupational Safety & Health Standards Board (OSHSB) has approved revisions to California's heat illness prevention regulations. After the regulations were approved by OSHSB, we requested a clarification document from Cal/OSHA regarding some of the grey areas to assist with compliance. The amended regulations took effect May 1, 2015. We strongly recommend that all contractors and safety coordinators take time to review the new requirements.

The Travis Regional Armed Forces Committee is hosting a contractors breakfast on June 4, 2015, on how to do business with Travis Air Force Base.
