Day At The Capitol
Impactful Meetings Held
The Northern California Chapter was joined by the
San Diego Chapter at our annual legislative trip to Sacramento, held last week on April 22nd. Chapter President Kurt Brinkman (Intrepid Electronic Systems) joined us along with Board member and Government Affairs Committee Chair Greg Long (Long Electric), and fellow Board members Tammy Evans (WPCS), Lew Frain (Con J. Franke Electric), Rick McKinney (McKinney & Associates), Brian and Gene Gini (Collins Electrical Co.), Gary Woody (Bockmon & Woody). Also joining us from the Chapter were Steve and Charlotte Hanson (SD Electric), Jeff Withers (Collins Electrical Co.), Kevin Gini (Collins Electrical Co., Sacramento), and Andre Gardner (NCECI). Representing Chapter staff were Greg Armstrong, Darlene Besst, Scot VanBuskirk, Julie Russell, and Pete Halver.

The San Diego Chapter was represented by NECA staff membeKaren Prescott, Bob Davies (Davies Electric), and Pete Spencer (Audio Associates). The full-days event began with comments by our Statewide Lobbyist, Eddie Bernacchi. The main topic of discussion for the day was AB-1347, a new bill on change order legislation. Currently, there is no law in place to require agencies to pay for legitimate claims made by contractors for work performed and approved by the awarding agency. Passage of AB-1347 would put a process in place that requires agencies to respond to a contractor's claim, requires the agency to pay out portions of the work they acknowledge/agree they owe the contractor, and implements a fair process for resolving any disputed portions of payment.
 

Appointments were held with 25 assembly and senate members or staff to advocate their support of AB-1347. Our contractors were given the opportunity to share what they have and currently experience concerning additional work performed under a change order, and the lack of or greatly reduced payment. We received very positive feedback from our elected officials and their staff. Feedback from attendees indicated that meetings were impactful and productive.

 

AB-1347 is schedules for its first committee review on April 29th. We will keep everyone apprised as to the progression of this important legislation.

In addition to our day at the Capitol on April 22nd, Greg Long and Darlene Besst also attended the American Subcontractors Association ("ASA") Day at the Capitol held the previous day on April 21st. Greg was asked to participate on a panel to discuss the recently released Electri International research on change orders and how it together with pending legislation in California (AB-1347) would greatly benefit subcontractors. Greg spoke about the importance of taking the report nationwide to all industries and the benefit it could have on development of standardizing change order practices, along with legislation to hold awarding agencies accountable to pay for additional work as directed by the agency.

Solar Week At The ZNEC
Hosted By The City Of San Leandro

SolarWeek 2015 is a solar energy exhibition in the City of San Leandro engaging changemakers, solar entrepreneurs, designers, makers, students and citizens to ideate the possibilities of solar energy with the mission to inspire solutions to the challenges of establishing a renewable future. With leadership of the Mayor and councilmembers, the City of San Leandro is on the path to become the San Francisco Bay Area prototype city with it's 18-mile fiber-optic gigabit internet superhighway, the initiative of the nation's 3rd civic Chief Innovation Officer and the evolution of the cross-sector innovation ecosystem of government, industry, education and community. The 2015 event is being held at the ZNE Center this week. Register today.

Trimble Event At The ZNEC

Though best known for GPS technology, Trimble integrates a wide range of positioning technologies including GPS, laser, optical and inertial technologies with application software, wireless communications, and services to provide complete commercial solutions. California Statewide JATC
Meeting Overview
Last week Greg Armstrong and Julie Russell attended the Statewide JATC meeting held in conjunction with the California Apprenticeship Council. Trustees and training directors attend these quarterly meetings to share information and work towards solutions to benefit our apprenticeship programs statewide. Discussion centered on the American Apprenticeship Grant opportunity from the U.S. Department of Labor. The CA Statewide JATC participates with a booth annually at the California School Board Association Conference and plans are underway for attendance this December in San Diego. Additional topics ranged from online security to Community College and WIB partnerships. Trustee Bob Frost, Business Manager of Local 440 in Riverside, announced plans to step down as chair of the Statewide JATC due to his future retirement plans, and we wish him well.

Solano Economic Development Committee
Meeting Featuring Assemblymember Jim Frazier
Last Friday, Greg Armstrong and Scot VanBuskirk attended the monthly Solano Economic Development Corporation meeting, which was focused around the topic of "Transportation Funding... Running Empty." The keynote speakers were Assemblymember Jim Frazier, Solano County Board of Supervisors Member Jim Spering, and Executive Director of the Solano Transportation Authority Committee Daryl Halls. It was stated that the rise in Solano County's economy over the last few years has spotlighted the shortfalls of the transportation corridors in the region, however, very little money has been allocated. The speakers stressed that the time to fix these corridors is now, and that money must be spent more wisely in the region in order to improve transportation.

Innovative Earth Award 
BOMA Announces Winner ZNEC
BOMA's Innovative EARTH Award highlights new, unique and innovative measures  implemented in pursuit of environmental stewardship. Building owners and managers that are pushing the boundaries of sustainability were recognized by BOMA, and given the opportunity to share their ideas with the greater BOMA membership. The ZNE Center was one of five recipients of this prestigious award. Byron Benton accepted the award and shared a presentation on our vision, highlighting that the NECA and IBEW organizations re-branded themsel ves through the ZNE Center. He emphasized not only the innovation of the two organizations, but the training that takes place so that our contractors and a highly skilled and trained workforce can do the same in other buildings in the Bay Area.
