Marv Jensen Safety Award

It's not too late to submit your entry to the Chapter's Marv Jensen Safety Award program. The deadline is April 30, 2015. The Marv Jensen Safety Award is administered by the NorCal, NECA/IBEW L.U. 595 Joint Safety Committee and sponsored by the Alameda and San Joaquin Counties LMCC. Awards will be presented along with the Project Excellence Awards at our Fall General Member Meeting on September 15, 2015.
About Marvin ("Marv") Jensen: Marv was a strong advocate of safety and demonstrated his dedication to safety awareness throughout his career. This program was developed to recognize safety excellence demonstrated on projects within the Northern California Chapter, NECA jurisdiction.

NECA West Workers Compensation
Changes to ADR Program
The NECA/IBEW Workers Comp Trust recently approved a resolution allowing any insurance carrier to access the NECA ADR (alternative dispute resolution) program. Therefore, effective immediately, any California NECA member in good standing may use the NECA/IBEW ADR program. The NECA/IBEW ADR program has been in place for over 20 years and provides significant benefits to participating NECA members because it lowers the costs of resolving claims. Historically, participation in the program was limited, but with these plan modifications the benefit is now open to all California NECA members regardless of broker or insurance premium size. San Francisco Public Utilities Commission Project
Don Pedro Reservoir Crossing (HH-960)
The $6 million Don Pedro Reservoir Crossing Project consists of constructing new 115kV and 230 kV transmission lines crossings to replace existing. The Local Business Enterprise (LBE) requirement goal for this project is 11% for goods and/or services. Both SF and SFPUC Local Business Enterprise certifications (certified by the CMD) can be utilized to meet this requirement. Bid date is April 30, 2015. Revised Cal/OSHA Heat Safety Regulation
Effective May 1, 2015

California's Department of Industrial Relations announced recently that amendments to the state's current heat illness prevention regulations have been approved by the Office of Administrative Law and become effective as of May 1, 2015. The updated regulation applies to agriculture, construction, landscaping, oil and gas extraction, as well as transportation of agricultural goods and construction or heavy materials.Revisions include:
- Water must be pure, suitably cool, provided free to workers, and must be located as close as practicable to where employees are working so they can hydrate frequently during their shift, when temperatures exceed 80 degrees.
- Shade is required for all workers on break and for all those who take their meal periods on site; for climates cooler than 80 degrees, shade must still be made available upon request; workers who take cool-down rest breaks must be monitored and asked whether they are experiencing heat illness symptoms.
These modifications are put in place to help further reduce heat-related risks associated with working outdoors. The changes also provide valuable information to help employers understand how to prevent heat illness in the workplace, and comply with the new requirements.

Construction Enforcement Coalition Meeting
Recommendations of Little Hoover Commission Released
Last week, Darlene Besst attended the Construction Enforcement Coalition meeting in Sacramento, where recommendations of the Little Hoover Commission were discussed. The Little Hoover Commission is an independent state oversight agency that was created in 1962. The Commission's mission is to investigate state government operations and, through reports, recommendations and legislative proposals, promote efficiency, economy and improved service. Over the past year, the commission heard from the Coalition and other concerned Californians about the challenges of the insidious multi-billion dollar underground economy. The Little Hoover Commission undertook a study and provided 15 recommendations in an effort to help level the playing field for California businesses and protect workers by reducing the scale of the underground economy. The recommendations fell into three board categories, including enforcement, accountability and education. The full report is available from the Commission's website.
