Existing Building Energy Efficiency Framework Released
On Bill AB-758

The California Energy Commission has released a long-awaited report outlining the agencies action plan to bring energy efficiency to existing building stock.  Governor Brown recently cited the need to significantly increase energy efficiency in existing buildings as one of three energy-related policy priorities.

 

The Existing Buildings Energy Efficiency Action Plan provides a 10-year roadmap to activate market forces and transform California's existing residential, commercial, and public building stock into high performing and energy efficient buildings. The results of this effort will be accelerated growth of energy efficiency markets, more effective targeting and delivery of building upgrade services, improved quality of occupant and investor decisions, and vastly improved performance of California's buildings in service of those who own and occupy them.

 

The plan provides a comprehensive framework centered on five goals, each with an objective and a series of strategies to achieve it. Each strategy includes industry and/or government implementation partners.

 

The plan begins with strategies to enhance government leadership in energy and water efficiency. Public buildings leading by example, a new statewide large commercial benchmarking and disclosure program, local government innovations, and better energy codes for existing buildings are examples of these leadership strategies. The Plan then focuses on enabling improved decision-making, high quality building upgrades, and increased financing options through access to reliable and actionable information. Easy, regular access to energy use data for building owners and their agents is a key tenet of this plan. Making efficiency project costs and savings information available to all market actors is another principal strategy. This roadmap articulates strategies to help consumers recognize the benefits and value of efficiency, supported by strategies that ensure the real estate and financial industries incorporate energy efficiency into property valuations. The Plan also proposes strategies to ready the workforce to deliver high quality efficiency solutions on a larger scale.

 

The Plan will be implemented by building sector-single family, multifamily, small, medium and large commercial and public buildings-with priority activities identified for each sector.

 

CEC Commissioner Andrew McAllister said this about AB758 and energy efficiency: "California's commitment to energy efficiency is unwavering. Our vision is of a land served by buildings that provide pleasant, comfortable and functional spaces without wasting energy. Innovation must reach each area of building energy services, preferably in an integrated fashion: lighting; shell; and heating, ventilating, and air conditioning technologies; plug loads; grid-responsiveness to both critical events and rate signals. Success will require muscular policy measures, implemented smartly and consistently. Working together, I am certain that we can develop a clear path forward to our collective low-carbon vision." Commissioner McAllister visited our Zero Net Energy Center last year, expressing an interest in returning with others in light of California's goals. Youth Build Event Held in Stockton
Sponsored by the San Joaquin Building Trades

On March 11th, the San Joaquin Building Trades sponsored a Career Trades Fair for the Building Futures Academy/YouthBuild San Joaquin School. YouthBuild San Joaquin (YBSJ) is a youth and community development program that addresses core issues facing low-income communities. In conjunction with the education component, YBSJ is a job training and pre-apprenticeship program in which young people receive close supervision and training in construction technology from certified construction instructors. Students enrolled in construction technology courses learn basic skills necessary for succeeding in an apprenticeship program. The San Joaquin Building Trades recently signed a Memorandum of Understanding for the school's use of its Multi-Craft Curriculum. 

 

The morning started with remarks and presentation of certificates by special guests, including Congressman Jerry McNerney, San Joaquin Board of Supervisors member Cathy Miller, and Stockton Vice Mayor Christina Fugazi. Also present were representatives from Assemblymember Susan Eggman and Senator Cathleen Galgiani. Darlene Besst and Pete Halver attended with IBEW reps Sam Kharufeh and Rachel Bryan. We had an opportunity to speak to the youth about a career in the trades and expectations of contractors. Darlene had an opportunity to speak with Congressman McNerney about our contractors and the work picture in the Valley.

Tell Congress to Repeal the Estate Tax
Take Action

Repeal of the burdensome estate tax serves as one of NECA's top legislative priorities.  NECA believes Congress should support family-owned businesses instead of penalize them.  On March 3, NECA-supported H.R. 1105, the Death Tax Repeal Act of 2015was introduced.

 

NECA signed onto a letter to Congress urging for more support of this legislation and will ask Members of Congress to co-sponsor H.R. 1105 and advocate for its passage.

 

Be sure to write your representative to co-sponsor the Death Tax Repeal Act!

Partnership to Build America Act
Tell Your Representative to CoSponsor

The Partnership to Build America Act  bipartisan legislation provides a unique way to fund infrastructure projects in the United States without government spending. The bill would allow U.S. companies to bring back overseas earnings at a lower tax rate, then that money would in turn be invested in low-interest bonds which will be leveraged to $750 billion for infrastructure financing.

 

One of  NECA's top legislative priorities is investing in our Nation's infrastructure, and this legislation would help fund needed projects, create jobs, and grow the economy. Tell your Representative to cosponsor this legislation today!

Construction Enforcement Coalition News
Little Hoover Commission Releases Report on Underground Economy


 
The Little Hoover Commission has released its anticipated report on the Underground Economy. The report entitled Level the Playing Field: Put California's Underground Economy Out of Business, makes 15 recommendations to give competitive advantage to compliant businesses: 

  • Accountability:  The Governor should designate a limited-term leader with authority to coordinate state efforts and eliminate barriers preventing a successful fight. 
  • Enforcement:  The Commission calls for improved enforcement efforts to reduce the scale of the underground economy, which has grown and thrived. 
  • Education:  The state should develop new consumer education and outreach programs to reduce demand for underground economy goods and services. It also should better educate public officials on the harm caused by the underground economy and their role in curtailing it.

CALPASC, who heads the coalition of contractors, associations, and labor is in the process of organizing a Coalition meeting in Sacramento to review the report and make recommendations. Our Chapter and others throughout California has been an active participant in this effort for several years.

Just Because You Are Right, Doesn't Mean You Will Win 

Description: This exciting fast-paced seminar focuses on the difficult issues electrical contractors face during a project and how to handle them. Attendees will learn how to negotiate contracts, how to review different contract provisions and how to modify problematic provisions. Roy's presentation includes sample forms which can be used by attendees in the field right now, including: notice letters, purchase orders, marked up partial release of liens, marked up change orders, sample daily log forms and purchase orders. Each attendee will receive a thumb drive containing a copy of the presentation including these sample letters and notices.

Basic Estimating of Electrical Construction  

Description: Small mistakes in an estimate can have a huge impact on your bid's bottom line and this course provides the tools needed to be both comprehensive and competitive. This course will discuss the process for assembling an estimate including: developing material lists, applying labor unit data, material takeoff, and application of direct job costs, overhead, and profit. Note: Prerequisite - An understanding of electrical construction and the application of electrical material and completion of NECA's Introduction to the Manual of Labor Units online course (included with registration.)
