New Laws for 2015 Affecting Contractors & Business

City of San Leandro PLA
Meeting Held to Hear Report
Last week the San Leandro Mayor and City Council held a meeting to hear a report from City staff concerning a potential city-wide PLA. Darlene Besst attended the meeting to speak on behalf of signatory NECA contractors concerning the value of a PLA from the contractor's perspective. Mike Boehmer, H.A. Bowen Electric in San Leandro, also addressed the council on the value of a PLA, and his personal experience bidding projects. Members of the Building Trades, the ABC, the Chamber, local business, and residents of San Leandro also spoke about the value or their opposition. At the conclusion of the meeting, the City Council and Mayor voiced their opinions and recommendations, and voted unanimously to enter into a city-wide PLA. City staff was directed to continue its work with the Building Trades to finalize details.

Tell Your Representative To Cosponsor The Partnership to Build America
The Partnership to Build America Act was reintroduced by Rep. John Delaney (D-MD) in the House of Representatives. This bipartisan legislation has over 80 cosponsors from both Republicans and Democrats. It provides a unique way to fund infrastructure projects in the United States without government spending, and would allow U.S. companies to bring back overseas earnings at a lower tax rate. This would allow that money to be invested in low-interest bonds leveraged to $750 billion for infrastructure financing.
One of NECA's top legislative priorities is investing in our Nation's infrastructure, and this legislation would help fund needed projects, create jobs, and grow the economy. Tell your Representative to cosponsor this legislation today!

 Associated Schools of Construction
Competition Held in Las Vegas
Last week, the Associated Schools of Construction (ASC) held its 28th annual student competition February 4-7th in Sparks, Nevada. This year over 1,400 students competed from among 44 Universities. The students gave presentations in 14 different construction categories.
The electrical problem was presented by Cupertino Electric and challenged 10 University teams of 6 people each, on a fast paced (10 month) project in the Mission district of San Francisco. The teams were provided plans for a 7-story, 566,000 square foot, building TI that included switch gear, lighting fixtures, wiring, temporary and permanent power and their ability to play the part of a management team in the building and administration of the project. San Diego State University took first place, with Auburn University 2nd place, and California State University, Sacramento, 3rd.
NECA's Director of Member Relations, Wanessa Alves, and the Northern California Chapter's Pete Halver participated in the Job Fair held on Saturday, February 7th, 2015. Joining Pete were representatives from Long Electric and Collins Electric. Wanessa talked with many of the students and faculty members about the upcoming NECA Green Energy Student Chapter challenge held annually at the NECA convention, this year in San Francisco on October 3-6.
The 29th ASC Student Competition is scheduled for February 10-13, 2016, Sparks, NV. Contractors are encourage to attend and take advantage of an opportunity to employ graduating construction management students. Direct inquiries to Pete Halver .

Laguna Beach
Registration is open for the NECA District 9 meeting, July 9-10,2015, at the Montage Laguna Beach. The attached registration form includes the itinerary, lodging and golf (optional) information. Established in 2007 by the Chapter's Codes & Standards Committee in memory W. Creighton Schwan who dedicated his life to the electrical industry. Students must meet the following criteria:
- Currently enrolled in a college program at a vocational college, community college, or university with a focus in construction management for the electrical industry, electrical engineering, or electrical inspection
- Educational institution must be located in one of the following counties, which represent the Northern California Chapter, NECA jurisdiction: Alameda, Calaveras, Mariposa, Merced, Napa, San Joaquin, Solano, Stanislaus, or Tuolumne
- Demonstrated determination to better him/her self through education
- U.S. citizen or permanent resident status
- Demonstrated community service
